Advancing Quality Alternative Learning Project Developing human capital through Accelerated Learning Programs for OOSC, youth & adults in Pakistan.

Pakistan is the sixth most populous country in the world with 58% of literacy rate (UNESCO 2018) and it accommodates 22.8 million out-of-school children (OOSC) which is the second largest number in the world after Nigeria. Pakistan was ranked 147th out of 188 countries in the Human Development Index (HDI) report (UNDP 2016-17), which measures adult literacy and enrolment indicators as well. Simila

rly, the country is ranked 134th among 157 countries on the Human Capital Index (World Bank 2018) and faces multiple challenges regarding skill gaps, poverty, health, basic education and gender equality. While more than 74% of OOSC are between 10 and 16 years old, the official school age for primary education in Pakistan is from 5 to 9 years and consequently, most of the formal schools do not admit overage children and youth who missed educational opportunities. In this situation, non-formal education (NFE), with flexible and need based approach, have vital roles. Thus, Japan International Cooperation Agency (JICA) has been supporting the Government of Pakistan to enhance NFE system in the entire education delivery mechanism and to ensure the recognition and verification of learning in NFE pathways.

A three-day Training of Trainers (ToT) on NFE/ALP Package B successfully concluded at the Elementary College of Education, Hyderabad, organized from 5–7 August for DLNFE partners under AQAL Phase II.
The final day focused on Mathematics training, followed by a certificate distribution ceremony recognizing participants’ commitment and active engagement throughout the training.
Addressing the closing ceremony, Director NFE Sindh, Mr. Abdul Jabbar Mari, appreciated the efforts of the AQAL team and encouraged participants to engage positively with facilitators and apply their learning effectively.
The ceremony was also attended by District Education Officers (Literacy) from Mirpurkhas, Hyderabad, and Jamshoro.
The training concluded on a positive note, celebrating learning, collaboration, new insights, and collective efforts to strengthen non-formal education across Sindh.

Held from 5–7 August 2026 at Hyderabad, the training aims to strengthen the capacity of educators and partners for the effective implementation of Non-Formal Education Centres across six districts of Sindh, helping provide quality learning opportunities for out-of-school children.
