Directorate of Monitoring, Home Department, Government of Punjab Government of Punjab The Directorate of Monitoring (DOM) was established in 2005 as an attached department of Home Department.

Its mandate is to carry out independent third party monitoring and evaluation of security agencies as tasked by the government. The initial task was to supervise, monitor, inspect and evaluate the Punjab Highway Patrol (PHP), which was being established as a new proactive Police Force, different from the already existing Punjab Police. The aim was to make PHP an upright, honest and people friendly

police force. The DOM has subsequently been tasked with additional responsibilities to monitor and maintain the database of all Private Security Companies. It is also monitoring all the Prisons and using its helpline 1124 Call Center to resolve any complaint by citizens regarding service delivery and transparency there. The helpline 1124 was initially used to only address any issue through PHP regarding crime, emergency or accident on all intercity roads of Punjab. It is housed in its own building adjacent to the ARFA Software Technology Park. It houses the VSAT hub and related IT infrastructure, the 24/7 helpline 1124 Call Center and the Operations Room.
