Punjab reaffirms its commitment to ensure transparent, fair, and evidence-based evaluation of development projects.

The 291st Evaluation Committee Meeting (ECM) was held at the Directorate General (M&E) under the chairmanship of Dr. Farooq Manzoor, Director General (M&E), in line with the vision of the Senior Minister, Punjab for transparent, efficient and citizen-focused governance.

During the meeting, five (05) development projects were taken up for discussion i.e., Establishment of Pannah Gahs at all Divisional Head Quarters across the Punjab Phase-I one at Sargodha, District Sargodha, Establishment of Model Children Home Attock, Establishment of Pannah Gah at all Divisional HQ, across Punjab, Phase one 1 at Multan, Establishment of Home for Disabled Persons (NASHEMAN) 1 at Multan and Establishment of four Mobile Laboratories to test/verify sucrose contents in sugarcane crushed by the sugar mills in Punjab were discussed and recommended for the creation of posts under the Schedule of New Expenditure (SNE).

The discussion saw active participation from senior representatives of the Finance Department, relevant line departments, and the Directorate General (M&E) technical team, who highlighted the importance of inter-departmental coordination in driving forward development initiatives.

MOU SIGNED: DIRECTORATE GENERAL (M&E) & UNIVERSITY OF THE PUNJAB PARTNER FOR PUBLIC HEALTH ADVANCEMENT

The Directorate General (M&E), P&D Board, Government of the Punjab, has signed a Memorandum of Understanding with the Faculty of Health Sciences (FHS), University of the Punjab, Lahore.

This strategic partnership will focus on:
✅Internship opportunities for undergraduate, graduate & postgraduate students of the Department of Public Health and Department of Allied Health Sciences
✅ Joint public health research, publications & student thesis projects
✅ Collaborative seminars, workshops, conferences & trainings
✅ Knowledge exchange to strengthen evidence-based development monitoring in Punjab

The MoU was signed by Dr. Farooq Manzoor, Director General (M&E), P&D Board Punjab, and Prof. Dr. Rehan Sadiq Shaikh, Dean, Faculty of Health Sciences, University of the Punjab, with Mr. Muhammad Yasir Sultan, Deputy Director (Admn. & HR) and Dr. Nauman Ali Ch, Incharge Faculty of Health Sciences, University of the Punjab nominated as Focal Persons to oversee implementation.

This collaboration reflects Directorate General's continued commitment to fostering academia-government partnerships that strengthen data-driven governance and public health outcomes across Punjab.

In pursuance of the vision of the Senior Minister, Punjab, for professional, transparent, and impact-driven monitoring of public development programmes, the 72nd Monitoring Committee Meeting (MCM) was convened at the Directorate General Monitoring & Evaluation under the chairmanship of Dr. Farooq Manzoor, Director General (M&E), P&D Board, Punjab. The forum reviewed monitoring reports of four key development initiatives, focusing on implementation progress, critical observations, and issues requiring corrective action.

Projects reviewed included:
i. Chief Minister's Saaf Pani Program across Punjab – Cluster V (Talagang, Chakwal, Jhelum, Rawalpindi & Attock)
ii. EPA: Upgradation, Restructuring, Revamping and Automation, Lahore
iii. Maryam Nawaz Social Security Ration Card for Secured Workers, Lahore
iv. Establishment of Garment Cities in Punjab, District Sheikhupura

The Chair directed the concerned executing departments to address monitoring observations on priority, undertake timely corrective measures, and ensure compliance within the stipulated timelines. The participating departments reaffirmed their commitment to expediting implementation, while the Chair emphasized rigorous monitoring, adherence to quality standards, and efficient utilization of public resources for improved development outcomes and service delivery.

The 290th Evaluation Committee Meeting (ECM) was held at the Directorate General (M&E) under the chairmanship of Dr. Farooq Manzoor, Director General (M&E), in line with the vision of the Senior Minister, Punjab for transparent, efficient and citizen-focused governance.

During the meeting, four (04) development projects were taken up for discussion, three agendas i.e., Construction of Child Protection Units (Phase II) at Gujrat, Construction of Child Protection Units (Phase II) at Sheikhupura and Construction of Child Protection Units (phase II) one at Bahawalnagar were discussed and recommended for the creation of posts under the Schedule of New Expenditure (SNE). Remaining one agenda Establishment of four Mobile Laboratories to test/verify sucrose contents in sugarcane crushed by the sugar mills in Punjab was deferred due to non provision of Yard Sticks of SNE and other relevant data by the department.

The 288th Evaluation Committee Meeting (ECM) was held at the Directorate General Monitoring & Evaluation under the chairmanship of Dr. Farooq Manzoor, Director General (M&E), in line with the vision of the Senior Minister, Punjab for transparent, efficient and citizen-focused governance.

During the meeting, four (04) development projects were taken up for discussion, Augmentation of FMD Vaccine production at Foot & mouth Disease, Research Center, Lahore was discussed and FORWARDED for Operations & Maintenance cost as per rules by the Finance Department. Remaining 3 agendas Establishment of Rescue Station at Band Bosan District Multan, Establishment of Rescue Station at Bhoa Hassan, District Mandi Bahauddin and Establishment of Rescue Station at Gojra, District Mandi Bahauddin were deferred by the committee owing to the no HR hiring during course of project.

In pursuance of the vision of the in line with the vision of the Senior Minister, Punjab, for transparent, professional, and impact-driven monitoring and evaluation of public development programs, the 71st Monitoring Committee Meeting (MCM) was convened at the Directorate General Monitoring & Evaluation under the chairmanship of Dr. Farooq Manzoor, Director General (M&E).

The forum monitored progress on five key development projects under the Chief Minister’s Initiatives. Technical teams of Directorate General (M&E) presented status updates, highlighted implementation observations, and shared field-verified monitoring findings. The Chair instructed the concerned executing agencies to address the observations on priority and submit compliance reports within stipulated timelines to ensure corrective actions translate into improved ex*****on quality.

Projects discussed in detail included:
• Construction of Carpet Road from Village Naul to Qari Kot via Village Dhingri Wala, District Kasur.
• Urban Sewerage/Drainage scheme, PCC Slab & Brick Pavement in Bhakkar City.
• Comprehensive Sewerage, Drainage, and Water Supply System in Gujrat City.
• Punjab Development Program (Improvement of Sewerage, Storm Water Drainage System, Streets, Pavements & Allied Infrastructure) in Zone-B, Gujrat City District, Gujrat
• Punjab Development Program (Improvement of Sewerage, Storm Water Drainage System, Street of Pavements and Allied Infrastructure) Zone- 02, Dera Ghazi Khan City, District Dera Ghazi Khan

All departments reaffirmed their commitment to expediting the project progress and ensuring that monitoring feedback is effectively embedded into implementation processes.
Dr. Farooq Manzoor underscored the significance of rigorous monitoring, evaluation discipline, and timely delivery, reiterating that strict adherence to quality standards is essential for safeguarding public resources and achieving efficient service outcomes under the CM’s development agenda.

The 286th Evaluation Committee Meeting (ECM) was held at the Directorate General Monitoring & Evaluation under the chairmanship of Dr. Farooq Manzoor, Director General (M&E), in line with the vision of the Senior Minister, Punjab for transparent, efficient and citizen-focused governance.

During the meeting, four (04) development projects were taken up for discussion, Establishment of PMU Youth Affairs and Sports Department was discussed and recommended for the creation of posts under the Schedule of New Expenditure (SNE) as per Finance Department guidelines. 1 agenda Rehabilitation of Site-B of Chashma Fisheries Complex to enhance Fish Seed Rearing Capacity was deferred due to incomplete record. The remaining one (02) agenda items Construction of Circle Office Special Branch Toba Tek Singh and Reconstruction of Shrine & Arcades Raising of Floor Level, Lavatory Block & W***o Place Construction of Langer Khana, Musafir Khana at Shrine Hazrat Peer Bahar Shah (R.A), Sheikhupura were cleared by the committee.

Punjab reiterated its firm commitment to evidence-based planning, transparency, and effective service delivery. Senior representatives from the Finance Department, concerned line departments, and the Directorate General (M&E) technical team actively participated in the discussions, emphasizing the critical role of inter-departmental coordination in advancing development initiatives.
