عدالت نے قرار دیا کہ اگر گورنمنٹ سروس میں کسی ملازم کی تقرری ایڈہاک بنیادوں پر بھی ہوئی ہو تو بھی اسے سول سرونٹ ہی سمجھا جائے گا اور اسے سول سرونٹ کے تمام حقوق حاصل ہوں گے۔
