The City of Multan is City of Saints and a fort of Spiritual Culture and rituals. Its origin is about 5000 years. a.

It was rich in its culture and a civilization contemporary to Moen-Jo-daro, Harrpa and Kot D.G. It was sacred city for the natives who lived here, and claimed to be placed in the centre of the universe. It is a pride that this is the only living ancient city of Pakistan. A city of monuments, who’s history dates back to ancient times. As per the legend, its origin is assigned to the time of Hazrat

Noah (A S). Under the various Hellenic forms of ancient designations (Kasyapapura, Kashtpur, Hanspur, Bagpur and Mulasthan) Multan figures into works of Hecataeus, Herodotus and Ptolemy. It has been an empire, a kingdom, a province, a state, a capital and now only a district headquarter. Thousands years after Macedonians, the conquerors of Multan present an amazing variety of races: Graeco-Bactrians are followed by the Kushans who in turn give place to White Hans. The Arab first arrived here in 662 A.D. and it came under Muslims rule in around 712. In this back ground in history, the ultimate importance was given by the Arabs who established their possession in 749 Hijra. Till today this has been a cultural, educational, spiritual Hub of the region. West Pakistan High Court by virtue of Order 8 of 1970, (as agreed by Four provinces of Pakistan) was re-constituted, as below. High Court for North West Frontier Province, called Peshawar High Court. b. High Court for Province of Punjab and Islamabad Capital Territory, called Lahore High Court. c. High Court for Balouchistan and Sindh, called Sindh & Balouchistan High Court, and was conferred all powers vested in the High Court for West Pakistan. d. Circuit Courts were also re-cognized and were defined in the said order No.8 of 1970. Without any hard move (although it was the dire need of the time to enforce the concept of door step and inexpensive justice and to establish new High Courts and Benches), through High Courts Establishment Order (Punjab amendment) Ordinance 1 of 1981, through which above President’s Order of 1970 was amended, foundation of establishment of Benches at Bahawalpur, Multan and Rawalpindi was laid. It was issued by the Governor of Punjab, on 1st January, 1981.

لاہور ہائیکورٹ بار ایسوسی ایشن اور لاہور بار ایسوسی ایشن کی مشترکہ پریس کانفرنس

نام نہاد 26ویں ترمیم نے آئین کو مسخ کر دیا ہے اور عدلیہ کو کمزور کیا ہے، جسے بار ایسوسی ایشنز نے سپریم کورٹ میں چیلنج کیا ہے۔
اسٹیبلشمنٹ اور اس کی کٹھ پتلی حکومت خفیہ طور پر ایک اور سازش کے تحت 27ویں آئینی ترمیم کے ذریعے آئین کو مزید کمزور کرنے اور پاکستان کے عدالتی نظام و ڈھانچے کو تباہ کرنے کا منصوبہ بنا رہی ہے۔
لاہور ہائیکورٹ بار ایسوسی ایشن (LHCBA) اور لاہور بار ایسوسی ایشن (LBA) مشترکہ طور پر پاکستان میں آئین اور عدالتی نظام کو مزید تباہ کرنے کی ہر کوشش کی سخت مذمت کرتی ہیں اور مندرجہ ذیل قرارداد منظور کرتی ہیں:
1۔ موجودہ نام نہاد پارلیمنٹ، جعلی فارم 47 کے نتیجے میں وجود میں آئی ہے، اس لیے وہ آئین میں کسی قسم کی ترمیم کرنے کی صلاحیت اور قانونی حیثیت نہیں رکھتی۔
2۔ نام نہاد 27ویں ترمیم کے حوالے سے سامنے آنے والی اطلاعات سے واضح ہے کہ یہ ترمیم پاکستان کے آئینی ڈھانچے اور آئین کو مکمل طور پر تباہ کر دے گی، خصوصاً درج ذیل پہلوؤں کے تحت:
(i) اس ترمیم کے ذریعے عدالتی نظام کو مختلف، متوازی اور متصادم عدالتوں میں تقسیم کرنے کی کوشش کی جا رہی ہے، جس سے عدلیہ مکمل طور پر غیر مؤثر ہو جائے گی اور عوام کے بنیادی حقوق کے تحفظ کی ضامن نہیں رہے گی۔
(ii) مجوزہ ترمیم آئین کے بنیادی ڈھانچے اور درج ذیل اہم خصوصیات کو ختم کر دے گی، جن میں شامل ہیں:
(a) عدلیہ کی آزادی
(b) عدلیہ، مقننہ اور انتظامیہ کے درمیان اختیارات کی علیحدگی؛
(c) صوبائی خودمختاری کا خاتمہ، این ایف سی ایوارڈ کے تحت صوبوں کو ملنے والے مالی حصے کی بندش، جس سے وفاق
کمزور اور صوبے مرکز کے محتاج ہو جائیں گے۔
(iii) اس ترمیم کا بنیادی مقصد مسلح افواج کو آئینی طور پر ریاست کے تمام اداروں اور شعبوں پر مکمل تسلط دینے کا ہے، جس کے نتیجے میں پاکستان، جو کہ جمہوری جدوجہد کے نتیجے میں وجود میں آیا، ایک فوجی آمرانہ ریاست میں تبدیل ہو جائے گا۔
لاہور ہائیکورٹ بار ایسوسی ایشن اور لاہور بار ایسوسی ایشن مطالبہ کرتی ہیں کہ مجوزہ 27ویں ترمیم کو فوری طور پر واپس لیا جائے اور 26ویں ترمیم کے مستقبل کا فیصلہ سپریم کورٹ کے فل کورٹ کے سپرد کیا جائے۔
