On 26th January 2026, a Letter of Agreement was signed between Food and Agriculture Organization of the United Nations (FAO) and University of Balochistan (UoB), to conduct a study on livestock-based livelihoods, food systems, and pathways for enhancing rural women’s role in value addition, marketing, and utilization of livestock products in Balochistan through its Center of Excellence for Results-Based Management (CERBM).

The agreement was signed by Mr. James Okoth, FAO Representative in Pakistan, in the presence of Prof. Dr. Muzammil Bukhari, Director ORIC,UoB and Dr. Waheed Noor, Director/Associate Professor, CERBM-GIL/CS&IT, UoB. The FAO team, including Dr. Azam Kakar, Lead Livestock Sector, Dr. Sobia Majeed, Livestock Specialist (FAO Quetta), also attended the ceremony.

The Vice Chancellor, University of Balochistan, Prof. Dr. Zahoor Ahmed Bazai appreciated the efforts of CERBM, and stated that UoB is always ready to extends its support to national and international organizations and bodies to collaborate for meaningful and impactful research that can change the future course of actions.

The study will generate evidence-based insights to inform policies and interventions aimed at building inclusive, resilient, and gender-responsive livestock value chains in Balochistan.

📊 Data-Driven Progress for Balochistan!

Experts from University of Balochistan Dr. Waheed Noor, Director CERBM-GIL, Dr. Sanauallah Panezai, Associate Professor, Prof. Dr. Nadeem, Prof. Dr. Shafi, Dr. Wajid, and Ms. Palwasha Jogezai attended the high level Data Gap Assessment Workshop Balochistan, held on October 2025.

The workshop, organized by UNICEF and the Government of Balochistan, focused on bridging data gaps for smarter planning and stronger results under the Multiple Indicator Cluster Survey (MICS) Round 7 initiative.

📍CERBM – University of Balochistan Delegation Visits FAO Quetta Office

A delegation from University of Balochistan, visited the FAO Quetta Office on Tuesday, 4th November 2025.

The delegation included Dr. Waheed Noor, Director CERBM-GIL, Dr. Aurangzaib Alazai, Gender & Development Expert, and Dr. Nadeem Nutrition Expert from CASVAB.

During the visit, the delegation held a consultative meeting with Mr. James and the FAO Quetta team to explore opportunities for collaboration between the University of Balochistan and FAO in areas such as evidence based program design, innovative solutions, and joint initiatives on food security and nutrition.

🤝 The meeting reflected a shared commitment to strengthen linkages and promote sustainable development efforts in Balochistan.

Developed a multi-year flood hazard map of Sindh using Sentinel-1 SAR imagery and Google Earth Engine.

📌 What this map shows:

Historical flood frequency (2018–2025)

Flood Hazard Index (0–1) → 0 = never flooded, 1 = flooded every year

Permanent water bodies separated from seasonal floods

A spatial baseline for risk assessment and early warning support

🔍 Why it matters:

This map provides critical insights into flood-prone zones of Sindh. It can support disaster preparedness, resilience planning, and future early warning systems.

🗺️ Methodology:

SAR-based thresholding, seasonal change detection (dry vs. wet months), and multi-year flood frequency analysis.

A Memorandum of Understanding (MoU) is signed on Monday, 30th December 2024, between the Commissionerate for Afghan Refugees, Balochistan (CAR), and the University of Balochistan (UoB) at the Vice Chancellor’s Secretariat. The agreement focuses on joint research to improve facilities for Afghan refugees through innovative research, and building data evidences for effective decision-making.

A delegation from CAR Balochistan, Commissioner Mr. Arbab Talib-ul-Moula, and Mr. Jamil Kakar, Deputy Director, representatives from United Nations Population Fund (UNFPA), Ms. Sadia Atta, met the Vice Chancellor, Prof. Dr. Zahoor Ahmed Bazai and discussed this new collaborative initiative.

Later, the delegation visited Center of Excellence for Results Based Management (CERBM), Government Innovation Lab (GIL), and the facilitation center for Afghan refugees at UoB. Director CERBM-GIL, Dr. Waheed Noor, and Mr. Gul Mohammad Kakar were also presented in the ceremony and briefed the delegation on the efforts and contribution made by UoB.

This collaboration represents a key step in addressing the needs of Afghan refugees in Balochistan and promoting research-driven solutions for sustainable development. The Vice Chancellor thanked the delegation for their visit and extended full support in future collaboration for the good of the society.

The CERBM & IMO successfully organized an Enumerator Training session under the guidance of Mr. Sudeer Aljaboori, from IOM Pakistan, and Miss Sangeen Rehman from IOM Balochistan, at CERBM, University of Balochistan, Quetta. This training was designed to prepare 7 enumerators who will be working in the districts of Quetta, Killa Abdullah, and Pishin.
Key specialists Dr. Dilawar Durrani, Mr. Saeed Kakar, Mr. Abdul Khaliq, Mr. Masood Babur also participated in the session, sharing their valuable insights and expertise. The training session was officially opened by Dr. Waheed Noor, the Director CERBM & Government Innovation Lab, who provided an overview of the session's objectives and significance.

DG B-Tevta, Mr. Jahangir Kakar and his team visited the Vice chancellor University of Balochistan in his office for possible collaboration on reshaping the vocational and technical education sector.

The meeting was attended by Pro-VC, Registrar, DG Student Affairs, Director Qaad, Director ORIC and Director CERBM-Government Innovation Lab.

Later the guests visited GIL & CERBM and appreciated the effort of University of Balochistan in contributing towards innovation ecosystem of Balochsitan. The DG B-Tevta assured collaborative initiative for a long term prosperity of Balochsitan through youth development and their livelihood by reshaping the TVET sector.
