Today at Balochistan University of Information Technology, Engineering and Management Sciences, a seminar was held under the title “Balochistan’s Future and the Role of Intellectuals and Educationists.” The seminar was presided over by madam. Raheela Hameed Durrani minister Education and attended by the Vice Chancellor of BUITEMS, the Vice Chancellor of University of Balochistan, the Vice Chancellor of Bolan Medical College, Minister for Youth Affairs and Sports Meena Majeed, faculty members, researchers, and representatives from different universities.
On behalf of the University of Balochistan, as a research officer, I expressed my opinion on the seminar topic.
First of all, I am thankful to my university, the respected participants, professors, and honorable members of the seminar. I would like to share a few points regarding the topic.
Honourable panelists,
In my opinion, there are three major systems of education in our society:
The first is the school education system, from primary level to higher secondary education.
The second is the higher education system, including universities, degree programs, PhD, and postdoctoral studies.
The third is the madrasa education system.
My point is that, constitutionally and institutionally, there is still no proper and effective mechanism to connect and regulate these systems in a unified academic framework. Many important constitutional and academic bodies — such as HEC-related structures, university senates, syndicates, academic councils, and other educational institutions — do not provide proper representation and participation for teachers and academic stakeholders.
Without strengthening these constitutional and academic institutions, we cannot ensure real educational development, intellectual progress, or a better future for Balochistan.
Therefore, it is necessary to establish transparent academic structures, democratic representation in educational institutions, and coordination among all systems of education so that intellectuals, educationists, and researchers may play an effective role in the progress and stability of society.powers of the Higher Education Commission (HEC) were devolved to the provinces. However, unfortunately, despite many governments in Balochistan — including the governments before Mahmood Khan Achakzai and Abdul Malik Baloch, as well as the governments of Nawab Aslam Raisani, Jam Kamal Khan, Mir Abdul Quddus Bizenjo, and Sarfraz Bugti — no serious and practical efforts were made to establish a strong and effective provincial higher education system.
Even today, Balochistan Agriculture University is still waiting for its proper constitutional act, while Bolan Medical College also continues to suffer from institutional and administrative weaknesses. Bureaucratic delays, political biasness, and lack of sincerity have badly affected the educational structure of the province.
Educational budgets are often reduced in the name of security and development expenditures, while corruption and personal interests continue to damage the system. This is shameful for all governments that failed to prioritize education sincerely.
Unfortunately, there is still no comprehensive planning for curriculum development, academic activities, or intellectual growth. Instead of strengthening educational institutions, authorities often focus only on controlling student politics. At the same time, teachers and academic experts are not properly represented in policymaking institutions. Without the participation of educationists and researchers, it is impossible to build an effective and modern educational system.
Another serious issue is our limited social mindset regarding education and success. By force, we push our children only toward professions like doctors, engineers, or professors — by hook or by crook — without understanding their interests, talents, or humanity.
We rarely tell our children: “First become a good human being. Play a positive humanitarian role in society.”
Education is not only about degrees and employment; it is about learning values, ethics, awareness, tolerance, and humanity. Until we understand this broader purpose of education, many shortcomings will continue to exist within our educational system.
Therefore, if we truly want a better future for Balochistan, we must reform our educational institutions, strengthen academic democracy, ensure teachers’ representation, improve curriculum planning, and promote human values alongside professional education.
