P&D Department GOB Planning and Development (P&D) Department, Government of Balochistan, is a premier planning body in the province.

P&D Department formulate all development, planning policy matters and plans to execute the policy. Provincial Five Years Plans (FYP) contain development policy while annual Public Sector Development Programmes (PSDPs) are planned to implement FYP policies concerning social, infrastructure and productive sectors. Small and medium range projects are accommodated in PSDP. P&D department has various studies and surveys conducted for use in planning. District profiles, Poverty Reduction Strategy Paper and very recently a Multiple Indicator Cluster Survey (MICS) are some of instances of efforts for better planning.Documents relating to project cycle are processed in P&D department. They include Concept Clearance Papers, PC-I, PC-II( Feasibility Study Form), PC-111 (Progress Report), PC-IV (Completion Report) and PC-V (Project evaluation Report).

It standardizes the entire lifecycle of development projects—covering everything from planning, appraisal, and approval to implementation, monitoring, and evaluation. Departmental Progress Review Meeting of Planning & Development Department Held

A Departmental Progress Review Meeting of the Planning & Development Department, Government of Balochistan, was held on 5th October 2026 under the chairmanship of the Additional Chief Secretary (Development), Planning & Development Department.

The meeting was attended by senior officers of the Department and focused on reviewing the overall performance and progress of various activities being undertaken by the Planning & Development Department.

During the meeting, the forum reviewed the status of ongoing departmental assignments, implementation of decisions taken at various forums, and progress on matters requiring follow-up by the concerned sections and officers. The participants also discussed issues and challenges affecting the timely completion of assigned tasks and considered measures for their effective resolution.

The Chair emphasized the importance of effective coordination, timely completion of assignments, institutional efficiency, and strict follow-up of decisions taken at various departmental and apex forums.

The Additional Chief Secretary (Development) directed all concerned officers to ensure that assigned responsibilities are discharged with professionalism, diligence and a result-oriented approach. He stressed that matters requiring action should be pursued proactively and that unnecessary delays in implementation and compliance should be avoided.

The meeting concluded with directions to all concerned officers and sections to maintain close coordination, ensure timely compliance with decisions, and regularly monitor the progress of assigned activities to achieve the objectives of the Planning & Development Department effectively.

A Special Progress Review Meeting was held on September 15, 2026, under the chairmanship of the Additional Chief Secretary (Development), Planning & Development Department, Government of Balochistan, to review the progress and implementation status of development schemes of the Food Sector that are facing various issues and impediments.

The meeting was attended by senior officers of the concerned departments and other relevant stakeholders. The forum undertook a comprehensive review of the development portfolio of the Food Sector, with particular focus on schemes facing implementation bottlenecks, delays and other issues affecting their progress.

During the meeting, the development schemes were taken up one by one and their respective implementation status and issues were examined in detail. The forum reviewed the challenges being faced in the ex*****on of individual schemes and deliberated on appropriate measures to address the identified bottlenecks and improve the pace of implementation.

After detailed discussion, the forum made specific recommendations for the respective schemes, with the objective of resolving the issues and ensuring effective and timely implementation. The concerned departments and executing agencies were advised to take necessary corrective measures in accordance with the decisions and recommendations of the forum.

The Chair emphasized the importance of closely monitoring development schemes, particularly those facing persistent implementation issues, and directed the concerned authorities to take timely corrective measures so that development funds are utilized effectively and the intended objectives of the Food Sector projects are achieved.

The meeting concluded with directions for continued monitoring and follow-up on the recommendations made for each scheme to ensure tangible progress and timely resolution of outstanding issues.

A meeting of the Project Steering Committee (PSC) of the project titled “Construction of Border Terminal at Pak-Afghanistan Border Badini with Black Topped Road from Obashtai to Khan Dagar Main Badini Road, District Killa Saifullah, Balochistan” was held on 9th September 2026 under the chairmanship of the Additional Chief Secretary (Development), Planning & Development Department, Government of Balochistan.

During the meeting, the forum undertook a comprehensive review of the progress achieved on the project so far and discussed various issues and challenges being faced during its implementation. The Project Director briefed the Committee on the current status of the project and highlighted matters requiring consideration and resolution at the appropriate level.

The Committee also considered an agenda item placed by the Project Director regarding the approval of the Schedule of New Expenditure (SNE) required for the project. The proposal was examined in detail, with particular emphasis on its relevance to the approved scope, objectives, and implementation requirements of the project.

Following detailed scrutiny and deliberations, the PSC considered the SNE proposals that were found to be in line with the approved PC-I of the project. The Committee emphasized that all expenditures and staffing requirements must remain within the approved project scope and be processed in accordance with the applicable rules, procedures, and financial regulations.

The forum highlighted the strategic importance of the project in strengthening border infrastructure, improving regional connectivity, facilitating cross-border trade and movement, and enhancing supporting infrastructure along the Badini border area.

The Chair directed the Project Director and concerned authorities to maintain close coordination, address implementation-related issues promptly, and ensure that the project is executed in accordance with the approved PC-I, prescribed technical standards, financial discipline, and stipulated timelines.

The meeting concluded with directions for necessary follow-up actions on the decisions of the Project Steering Committee and continued monitoring of the project to ensure its timely and effective completion.

PDWP Reviews Micro/Mini Grid Solutions to Provide Electricity to Off-Grid Areas of Balochistan

Quetta, September 10, 2026: The Provincial Development Working Party (PDWP), Government of Balochistan, held a meeting on 10th September 2026 under the chairmanship of the Additional Chief Secretary (Development), Planning & Development Department, to consider development proposals of the Energy Department aimed at extending electricity access to areas currently lacking adequate power supply.

During the meeting, the forum considered two major schemes of the Energy Department titled “Phase-I” and “Phase-II of Micro/Mini Grid Solutions”, aimed at providing electricity through appropriate off-grid and on-grid solutions to underserved communities across Balochistan.

Under Phase-I, micro/mini grid solutions are proposed for off-grid areas in Nokundi, Buleda, Muslim Bagh, Surab, Baiker, Sohbatpur, Punjpai, and Duki. The estimated cost of the Phase-I scheme is Rs. 3.960 billion.

Under Phase-II, the proposed interventions cover both off-grid and on-grid areas in Mastung, Noshki, Washuk, Panjgur, Kharan, Musakhail, Harnai, Killa Abdullah, Khuzdar, Pishin, Kalat, Turbat, Chagai, Dera Bugti, Killa Saifullah, Jhal Magsi, and Zhob. The estimated cost of Phase-II is Rs. 4.984 billion.

The two schemes are expected to provide electricity to approximately 8,500 to 10,000 households in areas where electricity facilities are currently unavailable or insufficient. The proposed interventions are intended to address the energy needs of communities in remote and underserved areas and contribute towards improving their socio-economic conditions.

During the meeting, the PDWP held detailed deliberations on the modalities of the proposed interventions, with particular emphasis on the selection and installation of appropriate off-grid and on-grid solutions. The forum examined the proposed approach in terms of the requirements of different areas and the need for sustainable and reliable electricity supply.

The forum emphasized the importance of adopting cost-effective, technically feasible, reliable, and sustainable energy solutions, particularly for remote communities where conventional grid connectivity may be difficult or economically challenging.

The PDWP also highlighted the potential impact of improved electricity access on education, healthcare, livelihoods, small-scale economic activities, and overall quality of life in underserved areas of the province.

Following detailed discussion and scrutiny of the proposed modalities and interventions, the PDWP considered the proposals submitted by the Energy Department and directed the concerned authorities to proceed with the necessary follow-up actions in accordance with the applicable rules, approved procedures, and technical requirements.

The Chair emphasized that the implementation of the schemes should ensure transparency, quality assurance, efficient utilization of public resources, timely ex*****on, and long-term sustainability of the installed energy systems so that the intended benefits reach the targeted households and communities.

The meeting was held to review the progress of the project, assess implementation status, and deliberate upon matters requiring strategic guidance and decisions to ensure the timely and effective ex*****on of the initiative.

The PDWP emphasized the strategic importance of sustainable development of Balochistan’s coastal areas and fisheries resources, particularly in terms of improving livelihoods, promoting economic activity, strengthening infrastructure, and ensuring sustainable utilization of the province’s natural resources.

The concerned departments and executing agencies were directed to undertake necessary measures for effective implementation of the decisions taken by the forum and to maintain close coordination with all relevant stakeholders.

The proposals were examined with particular focus on their technical feasibility, development relevance, financial implications, implementation arrangements, sustainability, and anticipated benefits for local communities.

The Chair directed the concerned departments and executing agencies to ensure timely implementation, effective monitoring, transparency, and accountability in the ex*****on of development schemes. He further emphasized that all interventions should result in tangible and sustainable improvements in public service delivery and the overall socio-economic well-being of communities.

The Departmental Progress Review Meeting of the Planning & Development Department (P&DD), Government of Balochistan, was held on 30th July 2026 under the chairmanship of the Additional Chief Secretary (Development). The meeting was attended by senior officers of the Department and focused on reviewing the overall performance and progress achieved during the preceding month.

During the meeting, a comprehensive review was undertaken of the Department’s activities, with particular emphasis on the implementation and compliance status of decisions taken by various apex forums, including the Provincial Cabinet, Secretaries’ Committee meetings, DCs’ Conferences, and other high-level coordination forums.

Detailed discussions were held on the timely ex*****on of assigned tasks, institutional coordination, and mechanisms for ensuring effective follow-up of policy directives and administrative decisions. The forum also reviewed progress against departmental targets and examined matters requiring further attention to ensure timely completion and effective implementation.

The Chair appreciated the commitment, dedication, and professional efforts of the officers and staff of the Planning & Development Department in achieving assigned targets and maintaining effective coordination with relevant departments and stakeholders. He acknowledged the important role being played by the Department in facilitating implementation of government decisions and strengthening coordination across various administrative tiers.

Expressing satisfaction over the overall performance and progress of the P&D Department, the Additional Chief Secretary (Development) appreciated the significant headway made in ensuring compliance with decisions of the apex forums. He emphasized the importance of sustaining the existing momentum, strengthening follow-up mechanisms, and maintaining a results-oriented approach in the coming months.

The meeting concluded with directions to all concerned officers to maintain the pace of progress, ensure strict compliance with decisions of the apex forums, and work collectively towards achieving the development priorities and institutional objectives of the Government of Balochistan.

The meeting further underscored the importance of close coordination among the Colleges & Higher Education Department, Planning & Development Department, and other relevant stakeholders to ensure timely resolution of implementation-related issues and achievement of the intended objectives of the development schemes.
