هو مؤسسة شبه حكومية تشكل اطارا شاملا يضم تحت رايته كافة الهيئات المحلية الفلسطينية ويعمل معها ومن اجلها و

يقدم خدمات لها لمساعدتها في تقديم خدمات افضل للمواطنين ويدافع عن حقوقها ويمثلها على الصعيد الوطني والاقليمي والدولي، وقد تأسس الاتحاد في 19/6/1997 في محافظة القدس الشريف.
الرؤية:-
" الاتحاد مؤسسة مهنية، مستقلة، تقوم على عضوية الهيئات المحلية الفلسطينية وتلعب دوراً هاماً وبناءاً في تطوير الهيئات المحلية وتوحيد صفوفها وتمثليها والدفاع عن مصالحها بطريقة مهنية فعالة ".
الرسالة: -
"الاتحاد المؤسسة الرسمية التي تمثل الهيئات المحلية وتعمل معها ومن اجلها لتوحيدها وتمثيلها والدفاع عنها ودعم اعضائها لتمكينهم وتطويرهم وتحقيق استقلاليتها وتعمل وفق اسس مبادئ الحكم المحلي الرشيد الذي يقوم على اساس مشاركة المواطنين في الحكم المحلي ".
اهداف الاتحاد: -
1- تمثيل الهيئات المحلية محليا وعربيا ودوليا.
2- تعزيز الروابط والعلاقات بين الهيئات المحلية الفلسطينية.
3- المساهمة في تطوير اداء الهيئات المحلية من خلال تسهيل تبادل المعلومات والخبرات فيما بينها .
4- المساهمة في تنسيق موقف الهيئات المحلية تجاه علاقتها بالسلطة المركزية.
5- مساعدة الهيئات المحلية في مجالات تساهم في تطوير اداء عامليها، وذلك بتوفير التدريب المناسب لهم في مجالات ادارية وفنية حديثة .
6- تطوير العلاقات الخارجية للاعضاء، ووضع الاتحاد والهيئات المحلية في المكان الملائم لهم بين الاتحادات العالمية .
7- ممارسة كافة ادوات واساليب الضغط والمناصرة على الجهات المركزية والتشريعية والشركات مقدمات الخدمات من اجل انصاف ومساعدة الهيئات المحلية

سبسطية | تأهيل بانوراما التل وإقامة أكشاك سياحية

أحدث مشروع تأهيل بانوراما التل وإقامة الأكشاك السياحية في سبسطية نقلة في المشهد السياحي والخدمات المقدمة للزوار، من خلال تأهيل الموقع، وتنظيم مسارات المشاة، وتركيب الإنارة، وإضافة مساحات عامة مخصصة للعائلات والأطفال.

ووفّر المشروع بيئة أكثر ملاءمة لاستقبال الزوار، وفتح المجال أمام أنشطة اقتصادية جديدة، الأمر الذي انعكس على إيرادات بلدية سبسطية وفرص العمل المتاحة في المجتمع المحلي، ودعم الحركة السياحية والاقتصادية في المدينة.

يأتي تنفيذ المشروع ضمن برنامج "تمكين الهيئات المحلية من خلال منح التنمية الاقتصادية المحلية"، الذي ينفذه الاتحاد الفلسطيني للهيئات المحلية بالتعاون مع بلدية سبسطية، وبتمويل من القنصلية الفرنسية العامة في القدس.

Sabastia | Rehabilitation of the hill Panorama and Establishment of Tourist Kiosks

The rehabilitation of the hill Panorama and the establishment of tourist kiosks in Sabastia have brought a positive transformation to the tourism landscape and services provided to visitors through site rehabilitation, improved pedestrian paths, lighting installation, and the addition of public spaces for families and children.

The project has created a more welcoming environment for visitors and opened opportunities for new economic activities, contributing to increased revenues for Sabastia Municipality and creating new employment opportunities for the local community, while supporting tourism and economic activity in the city.

The project is implemented under the “Empowering Local Government Units through Local Economic Development Grants” project, implemented by the Association of Palestinian Local Authorities (APLA) in cooperation with Sabastia Municipality, with funding from the French Consulate General in Jerusalem.

سكة وطواس | إعادة تأهيل بركة المياه وإنشاء بيت بلاستيكي لاستنبات الأشتال

شكّل مشروع إعادة تأهيل بركة المياه وإنشاء بيت بلاستيكي لاستنبات الأشتال في سكة وطواس خطوة نحو تحسين الخدمات الاجتماعية وتعزيز النشاط الزراعي، بما ينعكس على المجتمع والاقتصاد المحلي؛ إذ جاء استجابةً لإحدى أولويات المجتمع المحلي، من خلال تحسين توفر المياه ومساندة المزارعين. كما ساهم في زيادة إيرادات المجلس القروي في سكة وطواس وخلق فرص عمل جديدة.

Sikka and Tawas | Rehabilitation of the Water Pond and Establishment of a Nursery Greenhouse

The rehabilitation of the water pond and establishment of a greenhouse for seedling propagation in Sikka and Tawas marked a step towards improving social services and strengthening agricultural activity, with positive impacts on the local community and economy. The project responded to a key priority identified by the local community by improving water availability and supporting farmers. It also contributed to increasing the revenues of the Sikka and Tawas Village Council and creating new employment opportunities.

The project was implemented through the subgrant initiative for “Implementing Social and Economic Development Projects”, implemented by the Association of Palestinian Local Authorities (APLA) in cooperation with the Sikka and Tawas Village Council, with funding from the Consulate General of France in Jerusalem.

الاتحاد الفلسطيني للهيئات المحلية يشارك في اللقاء الثاني لإطلاق أعمال مجالس الهيئات المحلية المنتخبة للأعوام 2026–2030

شارك رئيس الاتحاد الفلسطيني للهيئات المحلية، السيد عبد الكريم الزبيدي، والمدير التنفيذي للاتحاد، السيد عبد الله عناتي، في اللقاء الثاني لإطلاق أعمال مجالس الهيئات المحلية المنتخبة للأعوام 2026–2030 في محافظات الشمال، والذي نظمته وزارة الحكم المحلي الفلسطينية.

وأكد الزبيدي أهمية تمكين الهيئات المحلية من أداء أدوارها الخدمية والتنموية بكفاءة واستقلالية أكبر، وتعزيز قدرتها على إدارة الموارد والتخطيط والاستجابة لاحتياجات المواطنين، إلى جانب دعم اللامركزية والتحول الرقمي وتطوير الشراكات.

من جانبه، شدد عناتي، خلال جلسة "رؤى وتجارب نحو مستقبل أفضل للهيئات المحلية"، على أهمية تمكين المجالس المنتخبة من ممارسة صلاحياتها وفق الأطر القانونية والمؤسسية، والاستناد إلى البيانات في التخطيط وصنع القرار، وتعزيز القدرات المؤسسية للهيئات المحلية.

ويواصل الاتحاد دوره، كمؤسسة وطنية منتخبة تمثل الهيئات المحلية الفلسطينية، في مساندة الهيئات المحلية والدفاع عن مصالحها، وتوفير الدعم الفني وبناء القدرات وتعزيز الشراكات، بما يسهم في تطوير منظومة الحكم المحلي وتمكين المجالس المنتخبة.

APLA Participates in the Second Meeting to Launch the Work of Newly Elected Local Councils for 2026–2030

President of the Association of Palestinian Local Authorities (APLA), Mr. Abdalkarim Al-Zubaidi, and Executive Director, Mr. Abdallah Anati, participated in the second meeting to launch the work of newly elected local councils for the 2026–2030 term in the northern, organized by the Palestinian Ministry of Local Government.

Al- Zubaidi emphasized the importance of empowering LGUs to fulfill their service and development roles with greater efficiency and independence, while strengthening their capacity for resource management, planning, and responding to citizens’ needs, alongside advancing decentralization, digital transformation, and partnerships.

During the session “Visions and Experiences Towards a Better Future for LGUs,” Anati highlighted the importance of enabling elected councils to exercise their mandates within the relevant legal and institutional frameworks, using data to inform planning and decision-making, and strengthening the institutional capacities of LGUs.

As the elected national umbrella representing Palestinian local government units (LGUs), APLA reaffirms its commitment to support local authorities, advocate for their interests, provide technical support and capacity building, and strengthen partnerships, contributing to the development of the local government system and the empowerment of elected councils.

الاتحاد الفلسطيني للهيئات المحلية يشارك في إطلاق حملة "100 يوم لمساءلة الهيئات المحلية"

شارك الاتحاد الفلسطيني للهيئات المحلية في إطلاق حملة "100 يوم لمساءلة الهيئات المحلية"، ممثلاً بالمهندس عبد المؤمن عفانة، مدير وحدة الدعم الفني والقانوني، والسيد جهاد نمورة، مسؤول بناء القدرات في الاتحاد، خلال مؤتمر صحفي نظمته مؤسسة مجتمعات محلية وتحالف راصد فلسطين، بالشراكة مع الائتلاف من أجل النزاهة والمساءلة – أمان، وبمشاركة ممثلين عن وزارة الحكم المحلي ورؤساء وممثلي الهيئات المحلية ومؤسسات المجتمع المدني.

تهدف الحملة إلى تعزيز مشاركة المواطنين والشباب في المساءلة المجتمعية، وترسيخ النزاهة والشفافية والمشاركة في عمل الهيئات المحلية، وفتح مساحات للحوار ومتابعة القضايا بما يسهم في تحسين الخدمات، مع مراعاة الظروف السياسية والاقتصادية والمالية التي تعمل في ظلها الهيئات المحلية.

وخلال مشاركته، أكد م. عفانة أن 100 يوم تعد فترة قصيرة للحكم على أداء الهيئات المحلية في ظل التحديات المتراكمة، مشيرًا إلى التحديات المالية ومحدودية الموارد وتراجع دعم المانحين. كما استعرض منصة "بلدية ميتر" التابعة للاتحاد ودورها في دعم الشفافية والمشاركة والحوار.

APLA Participates in Launch of “100 Days for Accountability of Palestinian Local Government Units” Campaign

The Association of Palestinian Local Authorities (APLA) participated in the launch of the “100 Days for Accountability of Palestinian Local Government Units” campaign, represented by Eng. Abdalmo'men Afana, Technical and Support Unit Manger, and Mr. Jihad Namoura, Capacity Building Officer at APLA, during a press conference organized by Local Communities organized by Local Communities Organization and Rased Palestine, in partnership with the Coalition for Accountability and Integrity (AMAN), with the participation of representatives from the Ministry of Local Government, LGUs, and civil society organizations.

The campaign aims to strengthen citizen and youth participation in social accountability, promote integrity, transparency, and participation in LGU work, and create spaces for dialogue and follow-up on issues to contribute to improved services, while taking into consideration the challenging political, economic, and financial conditions in which LGUs operate.

During his remarks, Eng. Afana stressed that 100 days is too short to assess LGU performance amid the challenges they face, highlighting financial constraints, limited resources, and declining donor support. He also presented APLA’s “Baladyiah Meter” platform and its role in supporting transparency, participation, and dialogue.

Beit Awwa | Economic and Social Development Center

In Beit Awwa, the Economic and Social Development Project has contributed to supporting the local community by improving public spaces and services, enhancing employment opportunities, and promoting community participation.

The center serves local citizens through project activities that include developing public spaces, upgrading the municipal building, and establishing a children’s park. These interventions provide spaces and services that are more responsive to community needs and enhance the participation of marginalized groups, including women and youth. The project has also supported local economic development by increasing revenues from local government activities and creating new employment opportunities for citizens.

The project is implemented under the “Empowering Local Government Units through Local Economic Development Grants” project, implemented by the Association of Palestinian Local Authorities (APLA) in cooperation with Beit Awwa Municipality, with funding from the French Consulate General in Jerusalem.

الهيئات المحلية في محافظة الخليل تستكمل اختيار ممثليها في الهيئة الإدارية للاتحاد

استكملت الهيئات المحلية في محافظة الخليل إجراءات اختيار ممثليها لعضوية الهيئة الإدارية للاتحاد الفلسطيني للهيئات المحلية للدورة الجديدة، وذلك خلال اجتماع عُقد في مدينة حلحول، بحضور عطوفة محافظ الخليل السيد خالد دودين، وبمشاركة رؤساء الهيئات المحلية في المحافظة.

وجرت عملية الاختيار وفقًا للنظام الداخلي للاتحاد وخارطة الطريق المعتمدة للمرحلة الانتقالية، بما يعزز تمثيل الهيئات المحلية في المحافظة، ويمهد لاستكمال تشكيل الهيئة الإدارية ومن ثم الهيئة التنفيذية للاتحاد للدورة الجديدة.

وأكد المشاركون أهمية هذه الخطوة في تعزيز العمل المؤسسي والمشترك بين الهيئات المحلية، وتوحيد الجهود في تمثيل مصالحها والدفاع عن حقوقها، بما يسهم في تطوير قطاع الحكم المحلي وتعزيز قدرته على الاستجابة للتحديات والاحتياجات المتزايدة للمجتمعات المحلية.

Local Government Units in Hebron Governorate Complete Selection of Representatives to APLA’s Board of Directors

Local Government Units in Hebron Governorate have completed the process of selecting their representatives to APLA’s Board of Directors for the new term, during a meeting held in Halhul in the presence of Hebron Governor H.E. Mr. Khaled Dudin and the heads of local government units in the governorate.

The selection process was carried out in accordance with APLA’s internal bylaws and the approved roadmap for the transitional phase, strengthening the representation of local government units in the governorate and paving the way for completing the formation of the Board of Directors, followed by the Executive Board, for the new term.

Participants emphasized the importance of this step in strengthening institutional and collective action among local government units, unifying efforts to represent their interests and safeguard their rights, and contributing to the development of the local government sector and its ability to respond to the growing challenges and needs of local communities.

الاتحاد الفلسطيني للهيئات المحلية يشارك في مؤتمر الشباب المحلي للتغير المناخي في فلسطين لعام 2026

شارك الاتحاد الفلسطيني للهيئات المحلية في اليوم الأول من مؤتمر الشباب المحلي للتغير المناخي في فلسطين (LCOY Palestine 2026)، الذي تنظمه شبكة الأصوات الخضراء للشباب العربي في الجامعة العربية الأمريكية – رام الله، بمشاركة عدد من المؤسسات والهيئات المحلية والجهات المعنية بالشأن المناخي والشبابي.

وشارك د. أحمد جابر، مسؤول برنامج التنمية المستدامة في الاتحاد، في جلسة حول تعزيز صمود الهيئات المحلية في مواجهة تغير المناخ، مستعرضًا أبرز احتياجات الهيئات المحلية في مجالات البيانات والتخطيط وبناء القدرات والتمويل المناخي، وأهمية دمج التكيف والمرونة المناخية في التخطيط والعمل المحلي، وتعزيز دور الشباب والشراكات في العمل المناخي. كما شملت مشاركة الاتحاد تنظيم جناح أهداف التنمية المستدامة )، الذي تضمن أنشطة وألعابًا تفاعلية للتعريف بالأهداف السبعة عشر.

وتأتي مشاركة الاتحاد ضمن جهوده في قيادة وتعزيز التنمية المستدامة في الهيئات المحلية الفلسطينية، وترسيخ أهداف التنمية المستدامة (SDGs) ضمن المشاريع والمبادرات المحلية وربطها بأولويات واحتياجات الهيئات المحلية، وذلك ضمن أنشطة مشروع «حشد كفاءات الهيئات المحلية الفلسطينية حول تبادل المعرفة والتكيف مع أهداف التنمية المستدامة»، الممول من الوزارة الاتحادية الألمانية للتعاون الاقتصادي والتنمية (BMZ)، وبدعم من الـ (GIZ).

APLA Participates in LCOY Palestine 2026 Conference

The Association of Palestinian Local Authorities (APLA) participated in the first day of the Local Conference of LCOY Palestine 2026, organized by the Arab Youth Green Voices Network at the Arab American University – Ramallah, with the participation of local government units (LGUs), institutions, and stakeholders working on climate and youth issues.

Dr. Ahmad Jaber, APLA’s Sustainable Development Program Senior Officer, participated in a session on enhancing the resilience of LGUs to climate change, highlighting key needs in data, planning, capacity building, and climate finance, as well as the importance of integrating climate adaptation and resilience into local planning and action and strengthening youth engagement and partnerships. APLA also organized an SDGs Corner featuring interactive activities and games to raise awareness of the 17 Sustainable Development Goals.

APLA’s participation reflects its efforts to advance sustainable development among Palestinian LGUs and integrate the SDGs into local projects and initiatives in line with LGUs’ priorities and needs. The participation was part of the project “Mobilizing the Capacities of Palestinian Local Government Units for Knowledge Exchange and Adaptation to the SDGs”, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), with support from GIZ.

الاتحاد الفلسطيني للهيئات المحلية يختتم ورشة تدريبية بعنوان "الذكاء الاصطناعي في عمل الهيئات المحلية: من الفهم إلى التطبيق"

اختتم الاتحاد الفلسطيني للهيئات المحلية اللقاء الثاني من الورشة التدريبية المتخصصة حول "الذكاء الاصطناعي في عمل الهيئات المحلية: من الفهم إلى التطبيق"، بمشاركة ممثلين عن 30 هيئة محلية، بواقع 44 مشاركًا ومشاركة من أعضاء منصة الهندسة والتخطيط، وبإشراف المدرب في مجال الذكاء الاصطناعي، د. ماجد عياد.

ركز اللقاء على التطبيقات العملية للذكاء الاصطناعي في التخطيط والهندسة وتحليل البيانات ودعم اتخاذ القرار، من خلال استخدام البيانات المكانية وملفات GeoJSON وExcel، وتحليل الاستبيانات والوثائق للوصول إلى توصيات تستند إلى مصادر وأدلة متعددة. وأكد التدريب أهمية استخدام الذكاء الاصطناعي كأداة للتحقق من دقة مخرجاته وملاءمتها للسياق المحلي.

تندرج الورشة ضمن منصات تبادل الخبرات، المنفذة في إطار برنامج الإصلاح في قطاع الحكم المحلي (LGRP-III)، بتمويل من الوزارة الاتحادية الألمانية للتعاون الاقتصادي والتنمية (BMZ)، وبدعم من ال (GIZ).

APLA Concludes the Training Workshop of the “Artificial Intelligence in Local Government: From Understanding to Application”

The Association of Palestinian Local Authorities (APLA) concluded the second session of the specialized training workshop “Artificial Intelligence in Local Government: From Understanding to Application", with the participation of representatives from 30 local government unit (LGU), comprising 44 male and female participants from the Engineering and Planning Platform, under the supervision of AI trainer, Dr. Majed Ayyad.

The session focused on practical applications of artificial intelligence in planning, engineering, data analysis, and decision-making, through the use of spatial data, and GeoJSON and Excel files, as well as the analysis of surveys and documents to develop recommendations based on multiple sources and evidence. The training emphasized the importance of using AI as a tool while verifying the accuracy of its outputs and their relevance to the local context.
