Representative Office of Malta in the State of Palestine

Hon. Dr Robert Abela, Prime Minister of the Republic of Malta, signed on 25 August 2026 the Joint Leaders’ Statement on the E1 West Bank Settlement Plan. The Statement condemns Israel’s planned expansion of West Bank settlements around East Jerusalem that will undermine Palestinian territorial integrity.

Malta joins another 19 countries who have signed the Statement: United Kingdom, France, Germany, Italy, the European Commission, the Netherlands, Canada, Norway, Australia, New Zealand, Sweden, Belgium, Spain, Austria, Greece, Cyprus, Finland, Iceland, Lithuania, and Denmark.

On 23 July 2026 the Head of Representative Office David Muscat met with Dr. Majid Awni Mohammed Abu Ramadan, Minister of Health of the State of Palestine. In the meeting, an exchange of views was held on the challenges encountered at present in health in the West Bank and Gaza. The possibility of bilateral cooperation including initiatives on capacity building of the healthcare sector was also discussed.

On 23 July 2026 the Head of Representative Office David Muscat met with Dr. Rami Hamdallah, Chairman of the Palestinian Central Elections Commission (CEC). In the meeting, which was also attended by the Chief Electoral Officer Mr Ashraf Al-Shuaibi, a discussion was held on the preparations by the CEC for the 28 November 2026 Palestine Legislative Council elections. The importance of the electoral process for Palestinian state building was underlined by both sides. The possibility of an exchange of knowledge at the bilateral level was also mentioned.

The Working Holiday for Youths of Maltese Descent scheme targets youths aged 18–30 of Maltese descent and aims to facilitate their travel to Malta to work, study, and explore their roots.

Applicants are eligible to apply for a National D Visa which will be valid for one year. After the one-year period, if applicants wish to continue residing in Malta, they will be able to apply for a Residence Permit.

On 2 July 2026 Head of Representative Office David Muscat met with Eng Hamdi Tahboub, Chief Executive Officer of the Palestinian Electricity Regulatory Council (PERC). In the meeting the responsibilities of the Council, which is entrusted with regulating and overseeing the Palestinian electricity sector, were discussed. The possibility of cooperation at the bilateral level as well as in multilateral fora was also mentioned.

On 23 June 2026 Head of Representative Office David Muscat met with Arab Bank officials Kamal Elyan and Yousef Rajab. In the meeting an exchange of views was held on the challenges faced by banks operating in Palestine and the impact on the Palestinian economy.

On 4 June 2026 Head of Representative Office David Muscat participated in the EU Heads of Mission retreat co-organised by the Cyprus EU Presidency. The programme included a visit to the Aida Refugee Camp in the West Bank and discussions at the Holy Monastery of the Shepherds in Beit Sahour.

On 18 May 2026 Head of Representative Office David Muscat met with the Ambassador of Palestine to Malta, H.E. Mr Fadi Hanania. In the meeting an exchange of views was held on cooperation between Malta and Palestine in a number of areas including education, culture and capacity building as well as the support for Palestinians rights and aspirations and commitment to the Two State Solution.

On 13 May 2026 Head of Representative Office David Muscat attended a briefing by H.E. Dr Varsen Aghabekian Shahin, Minister of Foreign Affairs and Expatriates of the State of Palestine, and Dr Ahmed Magdalani, Chairman of the Board of Trustees of the Palestinian National Institute for Economic Empowerment. The briefing covered the progress achieved by the Palestinian Authority in the implementation of the reform matrix agreed with international partners.
