To contribute to a more professional, effective, and sustainable 👮‍♀️👮‍♂️ police service, EUPOL COPPS and the 🇵🇸 Palestinian Civil Police (P*P) Training Administration, held a two-day strategic leadership and training workshop in Ramallah on 02-03 June.
This is the second phase of a workshop series launched in December 2025. Participants included district commanders, district training coordinators, P*P members of human resources units and P*P trainers.
The workshop, conducted in close cooperation with the P*P’s Training Administration, aimed to enhance the capacity of sustainable planning and coordination with trainers and district commanders in the West Bank.
Bringing together all key stakeholders provided a valuable opportunity to improve communication, build stronger professional relationships, and promote coordinated approaches and explore practical solutions.
For the 👮‍♀️👮‍♂️ Police, well-planned training is a key factor in enabling organisations to anticipate challenges and allocate resources effectively by ensuring that the right personnel are trained for the right positions. This supports the achievement of long-term public safety goals.

في إطار المساهمة في تطوير جهاز شرطة أكثر مهنية وفعلية واستدامة، نظّمت بعثة الاتحاد الأوروبي لدعم الشرطة المدنية الفلسطينية وسيادة القانون وإدارة التدريب في الشرطة المدنية الفلسطينية ورشة عمل حول القيادة الاستراتيجية والتدريب استمرت يومين في مدينة رام الله يومي 2 و3 حزيران.
وتُعد هذه الورشة المرحلة الثانية من سلسلة ورشات العمل التي أُطلقت في كانون الأول 2025. وشارك فيها مدراء شرطة المحافظات ومنسقو التدريب في المحافظات، والعاملين في وحدات الموارد البشرية في الشرطة المدنية الفلسطينية، إضافة إلى مدربي الشرطة.
ونُفذت الورشة بالتعاون الوثيق مع إدارة التدريب في الشرطة المدنية الفلسطينية، وهدفت إلى تعزيز قدرات التخطيط المستدام والتنسيق بين المدربين ومدراء شرطة المحافظات في الضفة الغربية.
وقد أتاح جمع الجهات المعنية الرئيسية في مكان واحد فرصة قيّمة لتحسين التواصل، وبناء علاقات مهنية أقوى، وتعزيز أساليب العمل المنسقة، واستكشاف حلول عملية للتحديات المشتركة.
وبالنسبة للشرطة، يُعد التدريب المخطط له بشكل جيد عاملاً أساسياً في تمكين المؤسسات من استباق التحديات وتخصيص الموارد بكفاءة، من خلال ضمان تدريب الكوادر المناسبة للمهام والمواقع المناسبة. ويسهم ذلك في تحقيق أهداف السلامة العامة على المدى الطويل.

Strong cooperation between👮‍♀️👮‍♂️ police and society plays a vital role in maintaining public safety, 🕊️ peace, and trust within communities. Effective policing depends also on the support and participation of the public.
To further enhance such cooperation, EUPOL COPPS held a two-day workshop, “Society is key” for 20 Palestinian Civil Police (P*P) officers 👮‍♀️👮‍♂️, representatives of Civil Society Organisations (CSOs) and influential local figures which focused on Community Policing international standards on 18-19 May in Jericho.
The “Society is Key” workshop aimed to strengthen the P*P’s engagement with local stakeholders, open new perspectives for future cooperation to address recurring challenges and improve community relations with the P*P.
During the event, the participants discussed several topics including international models of Community Policing, the role of CSO’s and society representatives in enhancing relationship between the P*P and the public and the related on maintaining public safety, peace, and trust within communities.

يلعب التعاون القوي بين الشرطة والمجتمع دورًا حيويًا في الحفاظ على السلامة العامة، والأمن، والثقة داخل المجتمعات. كما يعتمد العمل الشرطي الفعّال أيضًا على دعم الجمهور ومشاركته.
ولتعزيز هذا التعاون بشكل أكبر، نظمت بعثة الاتحاد الأوروبي لدعم الشرطة المدنية الفلسطينية وسيادة القانون ورشة عمل استمرت يومين بعنوان «المجتمع هو الأساس»، بمشاركة عشرين ضابطًا من الشرطة المدنية الفلسطينية، إلى جانب ممثلين عن منظمات المجتمع المدني وشخصيات محلية مؤثرة، وركزت الورشة على المعايير الدولية للشرطة المجتمعية يومي 18 و19 أيار في أريحا.
هدفت ورشة «المجتمع هو الأساس» إلى تعزيز تواصل الشرطة المدنية الفلسطينية مع الجهات المحلية المعنية، وفتح آفاق جديدة للتعاون المستقبلي لمعالجة التحديات المتكررة وتحسين العلاقات المجتمعية مع الشرطة المدنية الفلسطينية.
وخلال الفعالية، ناقش المشاركون عدة مواضيع، من بينها النماذج الدولية للشرطة المجتمعية، ودور منظمات المجتمع المدني وممثلي المجتمع في تعزيز العلاقة بين الشرطة والجمهور، وأهمية ذلك في الحفاظ على السلامة العامة، والأمن، والثقة داخل المجتمعات.

EUPOL COPPS Head of Mission (HoM), Karin Limdal had the pleasure of receiving the Head of the 🇪🇺 European Gendarmerie Force (EGF), Colonel Pawel Grajek, in the Mission’s Headquarters on 19 May in Ramallah. The HoM explained the mandate of the Mission working along the whole criminal ⚖️ justice chain and the current challenges facing the Mission’s 🇵🇸 Palestinian counterparts. The two together with their respective teams discussed potential areas of future cooperation between the EGF and the Mission, including on Gaza, and concluded that civilian CSDP and EGF can work perfectly in sync in a number of areas.

كان لرئيسة بعثة الاتحاد الأوروبي لدعم الشرطة المدنية الفلسطينية وسيادة القانون، كارين ليمدال، شرف استقبال رئيس قوة الدرك الأوروبية، العقيد بافيل غرايك، في مقر البعثة بتاريخ 19 أيار في رام الله، وقد شرحت رئيسة البعثة مهام البعثة التي تعمل على امتداد سلسلة العدالة الجنائية بالكامل، والتحديات الحالية التي تواجه نظراء البعثة الفلسطينيين. كما ناقش الطرفان، إلى جانب فريقيهما، مجالات محتملة للتعاون المستقبلي بين قوة الدرك الأوروبية والبعثة، بما في ذلك ما يتعلق بغزة، وخلصا إلى أن البعثات المدنية للسياسة الأمنية والدفاعية المشتركة وقوة الدرك الأوروبية يمكنهما العمل بانسجام تام في عدد من المجالات.

EUPOL COPPS Head of Mission (HoM), Karin Limdal, was among the guest speakers at a 🇵🇸 Palestinian led training activity on leadership for 🇵🇸 Palestinian officers holding the ranks of captain and major. The event took place last week, in Jericho.
Officers from the 🇵🇸 Palestinian Civil Police (P*P) 👮‍♀️👮‍♂️, one of the main Mission’s counterparts, were part of the audience.
During her lecture, the HoM, showed empathy for the hardship the 🇵🇸 Palestinian security forces go through in implementing their mandate, under the current, dire, circumstances.
Mrs Limdal talked about EUPOL COPPS’ support to the 🇵🇸 Palestinian Authority in advancing security sector reforms and building accountable, transparent and effective security institutions. Mrs Limdal explained how working holistically across the whole criminal justice ⚖️ chain creates sustainable results.
She also stressed about the role of the Mission as the sole international entity working in 🇵🇸 Palestine across the whole of the criminal justice ⚖️ chain, linking the police 👮‍♀️👮‍♂️, penitentiary, the prosecution, courts and the defence side. All these elements are underpinned by the legislative framework that is the basis for a Palestinian state based on the Rule of Law, said the HoM.
Women’s representation in the security and justice services, including at leadership level, for which Mrs Limdal has been a strong advocate as EUPOL COPPS’ HoM, was part of the lecture “because it makes state institutions more effective, representative and democratic.”

كانت رئيسة بعثة الاتحاد الأوروبي لدعم الشرطة الفلسطينية وسيادة القانون، كارين ليمدال، من بين المتحدثين الضيوف في نشاط تدريبي بقيادة فلسطينية حول القيادة، استهدف ضباطًا فلسطينيين برتبتي نقيب ورائد. وقد أُقيم الحدث الأسبوع الماضي في أريحا.
وشارك في التدريب ضباط من الشرطة المدنية الفلسطينية، أحد أبرز الشركاء الرئيسيين للبعثة.
وخلال محاضرتها، أبدت رئيسة البعثة تعاطفها مع الصعوبات التي تواجهها قوات الأمن الفلسطينية في تنفيذ مهامها في ظل الظروف الراهنة الصعبة.
وتحدثت السيدة ليمدال عن دعم بعثة الاتحاد الأوروبي للسلطة الفلسطينية في تعزيز إصلاحات القطاع الأمني وبناء مؤسسات أمنية تتسم بالمساءلة والشفافية والفعالية. كما أوضحت كيف أن العمل بصورة شمولية عبر كامل سلسلة العدالة الجنائية يحقق نتائج مستدامة.
وأكدت أيضًا على دور البعثة باعتبارها الجهة الدولية الوحيدة العاملة في فلسطين عبر كامل منظومة العدالة الجنائية، من خلال الربط بين الشرطة، ومراكز الإصلاح والتأهيل، والنيابة العامة، والمحاكم، وجهات الدفاع. وأضافت رئيسة البعثة أن جميع هذه العناصر تستند إلى الإطار التشريعي الذي يشكل أساس إقامة دولة فلسطينية قائمة على سيادة القانون.

كما تناولت المحاضرة أهمية تمثيل النساء في قطاعي الأمن والعدالة، بما في ذلك على مستوى القيادة، وهو الأمر الذي كانت السيدة ليمدال من أبرز الداعمين له خلال توليها رئاسة بعثة الاتحاد الأوروبي، “لأن ذلك يجعل مؤسسات الدولة أكثر فعالية وتمثيلًا وديمقراطية.”

Implementing an effective evidence management system is key to establish a reliable and efficient system for recording and managing items seized by the Palestinian Civilian Police (P*P) 👮‍♀️👮‍♂️ when combat illicit activities.
To further develop the P*P’s performance, EUPOL COPPS handed over IT material to the P*P’s IT department, on 11 May in Ramallah. The material is destined to units including the Family Juvenile Protection, Criminal Investigations and Internal Security.
The IT material included 27 laptops, 20 tablets, 28 printers and 3 projectors.
This kind of needs-based support aims at enhancing evidence traceability, increase transparency in police procedures, strengthen the legal security and the integrity of investigations.
Among the objectives of the EUPOL COPPS’ led project is the digitisation of key processes for evidence handling and establish standardised procedures to improve the efficiency of criminal investigations. These elements are key to build trust between the society and the police.

يُعدّ تطبيق نظام فعّال لإدارة الأدلة عنصرًا أساسيًا لإرساء منظومة موثوقة وفعّالة لتسجيل وإدارة المضبوطات التي تصادرها الشرطة المدنية الفلسطينية أثناء مكافحة الأنشطة غير المشروعة.
وفي إطار مواصلة تطوير أداء الشرطة المدنية الفلسطينية، قامت بعثة الاتحاد الأوروبي لدعم الشرطة المدنية الفلسطينية وسيادة القانون بتسليم معدات تقنية إلى إدارة تكنولوجيا المعلومات التابعة للشرطة المدنية الفلسطينية، وذلك في 11 أيالر في رام الله. ستُستخدم هذه المعدات في عدد من الإدارات، من بينها إدارة حماية الأسرة والأحداث، وإدارة المباحث الجنائية، وإدارة الأمن الداخلي.
وشملت المعدات التقنية 27 جهاز حاسوب محمول، و20 جهازًا لوحيًا، و28 طابعة، و3 أجهزة عرض.
ويهدف هذا النوع من الدعم القائم على الاحتياجات إلى تعزيز إمكانية تتبّع الأدلة، وزيادة الشفافية في إجراءات الشرطة، وتعزيز الضمانات القانونية ونزاهة التحقيقات.
ومن بين أهداف المشروع الذي تقوده بعثة الاتحاد الأوروبي رقمنة العمليات الأساسية المتعلقة بالتعامل مع الأدلة، ووضع إجراءات موحّدة لتحسين كفاءة التحقيقات الجنائية. وتُعدّ هذه العناصر أساسية لبناء الثقة بين المجتمع وجهاز الشرطة.

Building Bridges for Collaborative Strategies for Justice ⚖️ & Community Trust in Ramallah and East Jerusalem districts is an EUPOL COPPS’ led strategic initiative, aimed at fostering cooperation and deepening mutual understanding among key 🇵🇸 Palestinian stakeholders at headquarters and district level.
This initiative started in Bethlehem eighteen months ago, to unfold in a series of events across the West Bank, namely Jericho, Jenin (including Tubas, Qalqilya and Tulkarem), culminating in Ramallah on 12-14 May.
This final Building Bridges event features a series of cross-sectional round-table-discussions and workshops focusing on addressing critical issues impacting access to security and justice in Palestine, aiming at building public trust.
Key 🇵🇸 Palestinian actors and institutions, the Office of the 🇪🇺European Union Representative - West Bank and Gaza Strip (EUREP) and international stakeholders are involved in the event.
Among the opening session’s attendees this morning, were the 🇵🇸 Palestinian Minister of Justice ⚖️, Sharhabil Al-Zaeem, the Minister of Interior Ziad Hab Al-Reeh, the Chief of the Palestinian Civil Police 👮‍♂️👮‍♀️ (P*P), Major Geneal Allam al-Saqqa, the Chief Justice/President of the 🇵🇸 Palestinian High Judicial Council, Mohamed Abedghani Aliwawi, the Attorney General, Akram Al-Khatib, the 🇵🇸 Palestinian Anti-Corruption Commission, Raed Radwan, the Head of the 🇵🇸 Palestinian Bar Association, Fadi Abbas, and the deputy Head of the 🇪🇺 EU Representation Office to Palestine, James Rizzo.
Leaders and representatives from Ramallah’s First Instance Court Public Prosecutors and Palestinian Civil Society Organisations (CSOs) also are also attending the event.
In her opening remarks, EUPOL COPPS Head of Mission (HoM), Karin Limdal, outlined the main objectives of the Building Bridges series, particularly, to consolidate partnership and communication channels between 🇵🇸 Palestinian security and justice ⚖️ sector institutions and actors across the West Bank, to facilitate the access to justice ⚖️ and promote transparency and accountability in both justice and law enforcement practices. She also highlighted the difficult situation under which this initiative is organised, while underlining the importance of moving ahead on improvements and that the 🇪🇺 EU and EUPOL COPPS are close partners in this endeavour.
Topics of discussion include strategic and operational cooperation between different criminal justice ⚖️ actors, decrease backlog and enhance efficiency, coordination amongst the P*P and justice ⚖️ actors, challenges in investigation, ethical principles, debtor-detention issues, early legal representation and challenges on witness protection.

تُعد مبادرة «بناء الجسور من أجل استراتيجيات تعاونية لتحقيق العدالة وتعزيز ثقة المجتمع في محافظتي رام الله والقدس الشرقية مبادرة استراتيجية تقودها بعثة الاتحاد الأوروبي لدعم الشرطة المدنية الفلسطينية وسيادة القانون، وتهدف إلى تعزيز التعاون وتعميق التفاهم المتبادل بين الجهات الفلسطينية الرئيسية على مستوى المقرات والمحافظات.
انطلقت هذه المبادرة في بيت لحم قبل ثمانية عشر شهرًا، ضمن سلسلة من الفعاليات التي أُقيمت في مختلف أنحاء الضفة الغربية، بما في ذلك أريحا وجنين (بما يشمل طوباس وقلقيلية وطولكرم)، لتُختتم في رام الله خلال الفترة من 12 إلى 14 أيار.
ويتضمن الحدث الختامي لسلسلة «بناء الجسور» مجموعة من جلسات النقاش وورشات العمل متعددة القطاعات، التي تركز على معالجة القضايا الجوهرية المؤثرة على الوصول إلى الأمن والعدالة في فلسطين، بهدف تعزيز ثقة الجمهور.
ويشارك في الفعالية عدد من الجهات والمؤسسات الفلسطينية الرئيسية، إلى جانب مكتب تمثيل الاتحاد الأوروبي في الضفة الغربية وقطاع غزة، وشركاء دوليين.
ومن بين المشاركين في الجلسة الافتتاحية صباح اليوم: وزير العدل الفلسطيني شرحبيل الزعيم، ووزير الداخلية زياد هب الريح، ومدير عام الشرطة الفلسطينية اللواء علام السقا، ورئيس مجلس القضاء الأعلى محمد عبد الغني العويوي، والنائب العام أكرم الخطيب، ورئيس هيئة مكافحة الفساد رائد رضوان، ونقيب المحامين الفلسطينيين فادي عباس، ونائب رئيس مكتب تمثيل الاتحاد الأوروبي لدى فلسطين جيمس ريزو.
كما يشارك في الفعالية قادة وممثلون عن محكمة بداية رام الله، والنيابة العامة، ومؤسسات المجتمع المدني الفلسطينية.
وفي كلمتها الافتتاحية، استعرضت رئيسة بعثة الاتحاد الأوروبي، كارين ليمدال، الأهداف الرئيسية لسلسلة «بناء الجسور»، ولا سيما تعزيز الشراكة وقنوات التواصل بين مؤسسات وفاعلي قطاعي الأمن والعدالة الفلسطينيين في مختلف أنحاء الضفة الغربية، بما يسهم في تسهيل الوصول إلى العدالة وتعزيز الشفافية والمساءلة في ممارسات العدالة وإنفاذ القانون. كما أشارت إلى الظروف الصعبة التي تُنظم في ظلها هذه المبادرة، مؤكدة أهمية مواصلة العمل نحو تحقيق التحسينات، وأن الاتحاد الأوروبي وبعثته شريكان قريبان في هذا المسعى.
وشملت مواضيع النقاش التعاون الاستراتيجي والعملياتي بين مختلف الجهات الفاعلة في منظومة العدالة الجنائية، وتقليل تراكم القضايا وتعزيز الكفاءة، والتنسيق بين الشرطة الفلسطينية وأطراف العدالة، والتحديات المتعلقة بالتحقيقات، والمبادئ الأخلاقية، وقضايا توقيف المدينين، والتمثيل القانوني المبكر، والتحديات المتعلقة بحماية الشهود.
