🇮🇪 For three days in Cork, our seven cities are learning together.

👉 The Human Power Hub Transfer Network is taking part in the URBACT University 2026, and representatives from all seven cities in our network are here: Braga, Bologna, Espoo, Gdańsk, Kyiv, Leipzig and Málaga.

👉 Together with representatives from other URBACT Transfer Networks across Europe, we are exploring tools and participatory approaches for stakeholder engagement, peer learning and the development of our future Transfer Plans.

But there is something equally important happening beyond the workshops.

𝗪𝗲 𝗮𝗿𝗲 𝘀𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝗶𝗻𝗴 𝘁𝗵𝗲 𝗻𝗲𝘁𝘄𝗼𝗿𝗸 𝗶𝘁𝘀𝗲𝗹𝗳.

👉 Every conversation allows us to better understand our different local realities. Every question challenges the way we think about transfer. Every shared experience helps us understand what should remain from the Human Power Hub Good Practice and what needs to evolve in each city.

Because transferring a Good Practice is not about making cities more alike.
𝗜𝘁 𝗶𝘀 𝗮𝗯𝗼𝘂𝘁 𝗵𝗲𝗹𝗽𝗶𝗻𝗴 𝗲𝗮𝗰𝗵 𝗰𝗶𝘁𝘆 𝗯𝘂𝗶𝗹𝗱 𝗶𝘁𝘀 𝗼𝘄𝗻 𝗰𝗮𝗽𝗮𝗰𝗶𝘁𝘆 𝗳𝗼𝗿 𝗰𝗵𝗮𝗻𝗴𝗲.

👉 Building a strong social innovation ecosystem starts with listening, collaborating and co-designing solutions together.

👉 Málaga hosted the second meeting of its URBACT Local Group (ULG) as part of the URBACT Human Power Hub Transfer Network, bringing together representatives from local government, regional institutions, academia, civil society and the social entrepreneurship ecosystem to continue shaping the city's Transfer Plan.

👉 The meeting focused on analysing and adapting methodologies that will strengthen local social innovation policies while responding to urban challenges through collaboration, participation and shared knowledge. Participants also contributed their expertise to the co-creation of actions that will guide Málaga's local implementation of the Human Power Hub model.

👉 As one of the seven partner cities in the URBACT Human Power Hub network, Málaga is working alongside Braga, Bologna, Espoo, Gdańsk, Kyiv and Leipzig to transfer and adapt an innovative approach to social innovation that empowers cities to tackle social, environmental and economic challenges through collaboration across the quadruple helix: public authorities, businesses, academia and civil society.

👉 Every local meeting represents another step towards stronger ecosystems, more connected communities and more resilient cities.

👉 Together, we are proving that social innovation is not transferred by copying solutions, but by adapting knowledge, building trust and creating lasting local partnerships.

Written by Marion Cugnet, Lead Expert of the Human Power Hub Europe URBACT IV Transfer Network, this article explores how a local social innovation practice developed in Braga is evolving into a European learning and transfer process involving seven cities committed to strengthening their social innovation ecosystems.

The article traces the evolution of the Human Power Hub (HPH), recognised as an URBACT Good Practice in 2024, and reflects on the work currently underway through the Human Power Hub Europe Transfer Network.
It explores:

▪ The Human-to-Human philosophy that underpins the Human Power Hub model;
▪ The journey from a local initiative in Braga to a European network of cities;
▪ The diversity, strengths and ambitions of Bologna, Espoo, Gdańsk, Kyiv, Leipzig and Málaga;
▪ The findings of the HPH Europe Transferability Study;
▪ The concept of the Minimum Impact Human Power Hub (MiHPH);
▪ The methodology being used to adapt and transfer social innovation practices across different local contexts.

One of the article's central messages is that transfer is not about replication.
It is about understanding local realities, building on existing strengths and creating the conditions for social innovation to become a permanent and effective component of local governance.

As the network enters its Adaptation and Build phase, partner cities are developing local transfer plans, mobilising stakeholders and shaping their own Human Power Hub models while contributing to a shared European learning process.
