هذه الرؤية يبني عليها "إعلان الدوحة السياسي" الصادر عن الأمم المتحدة، والذي يرسخ حق كل إنسان في مستوى معيشي لائق يشمل السكن الآمن والميسور التكلفة كخطوة أساسية لمعالجة الفقر بكافة أبعاده. فمع مواجهة أكثر من 2.8 مليار شخص لظروف سكنية غير ملائمة، يبرز المسكن الآمن كالركيزة الأولى لتوسيع الفرص الاقتصادية.
