هيئة تنظيم الاتصالات هي الجهة المسؤولة عن تنظيم قطاع الاتصالات في دولة قطر، وقد أنشئت بموجب القرار الأميري رقم (42) لسنة 2014. تتولى الهيئة المستقلة تنظيم قطاع الاتصالات وتكنولوجيا المعلومات وقطاع البريد، والنفاذ إلى الإعلام الرقمي. تعمل الهيئة على ضمان حصول الأفراد والشركات والمؤسسات الحكومية في الدولة على مجموعة واسعة من خدمات الاتصالات المبتكرة والمتقدمة والموثوق بها، وتطبيق جميع صلاحياتها التن

CRA was established by virtue of Amiri Decree (42) of 2014 and it regulates the telecommunications, information technology and postal sectors, as well as access to digital media. CRA uses its regulatory powers mandated by the Amiri Decree to protect consumer rights, ensure competition and manage the resolution of disputes. In all its activities, the CRA seeks to ensure the provision of advanced, innovative and reliable ICT and postal services across the State of Qatar.

ترأس المهندس أحمد بن عبدالله المسلماني، رئيس هيئة تنظيم الاتصالات والرئيس المُعيّن لمؤتمر المندوبين المفوضين 2026 (PP-26)، الاجتماع التحضيري الأقاليمي الثالث للمؤتمر، بمشاركة ممثلي المجموعات الإقليمية للدول الأعضاء في الاتحاد الدولي للاتصالات، وذلك في المنتدى العالمي لسياسات الاتصالات وتقنية المعلومات (WTPF).

وناقش الاجتماع مستجدات الاستعدادات الإقليمية وسبل تعزيز التنسيق وتبادل الرؤى بما يدعم مواصلة العملية التحضيرية لمؤتمر المندوبين المفوضين 2026 (PP-26) المقرر انعقاده في نوفمبر المقبل.

The meeting reviewed the latest regional preparations and discussed ways to strengthen coordination and exchange perspectives. supporting the continued preparatory process for the ITU Plenipotentiary Conference 2026 (PP-26), scheduled for November.

شاركت دولة قطر في الاجتماع الاستثنائي لمجلس الاتحاد الدولي للاتصالات، والذي تناول الاستعدادات الجارية لاستضافة مؤتمر المندوبين المفوضين (PP-26) في الدوحة وضم الوفد القطري المهندس أحمد بن عبدالله المسلماني، رئيس هيئة تنظيم الاتصالات، وسعادة الدكتورة هند بنت عبدالرحمن المفتاح، المندوب الدائم لدولة قطر لدى مكتب الأمم المتحدة والمنظمات الدولية في جنيف. وشهد الاجتماع متابعة الترتيبات والاستعدادات الخاصة بمؤتمر المندوبين المفوضين (PP-26)، حيث أكدت دولة قطر جاهزيتها لاستضافة المؤتمر، بما تمتلكه من بنية تحتية متطورة، ومنظومة مؤسسية متكاملة، وقدرات تنظيمية عالية في استضافة الفعاليات الدولية الكبرى



Qatar participated in the Extraordinary Session of the ITU Council, which addressed the ongoing preparations for hosting the ITU Plenipotentiary Conference (PP-26) in Doha. The Qatari delegation included Eng. Ahmed Abdulla AlMuslemani, President of CRA Qatar, and H.E. Dr. Hend bint Abdulrahman Al Muftah, Permanent Representative of the State of Qatar to the United Nations Office and other international organizations in Geneva. The meeting reviewed the arrangements and preparations for the ITU Plenipotentiary Conference (PP-26), during which the State of Qatar reaffirmed its readiness to host the conference,
supported by its advanced infrastructure, integrated institutional ecosystem, and strong capabilities in organizing and hosting major international events

أحالت هيئة تنظيم الاتصالات إدارة أحد الأبراج العقارية إلى النيابة العامة إثر مخالفة أحكام قانون الاتصالات ومنع أحد مقدمي خدمات الاتصالات المرخص لهم في دولة قطر من النفاذ إلى المبنى لتقديم خدماته

وقد أدت المخالفة إلى عرقلة المنافسة المشروعة والإضرار بحقوق المستهلكين، فيما انتهت الإجراءات القانونية إلى تصويب أوضاع البرج وتمكين مقدم الخدمة من تقديم خدماته وفقًا لأحكام القانون

وتواصل الهيئة جهودها لتعزيز المنافسة العادلة، وحماية حقوق المستهلكين، وضمان الالتزام بالتشريعات واللوائح المنظمة لقطاع الاتصالات في دولة قطر.

referred a building tower to the Public Prosecution for violating the Telecommunications Law after preventing one of Qatar’s licensed telecommunications Service Providers from accessing the building to provide its services.
The violation hindered fair competition among telecommunications Service Providers and adversely affected consumers’ rights. Legal proceedings ultimately resulted in rectifying the situation and enabling the Service Provider to provide its services in accordance with the law.
CRA continues its efforts to promote fair competition, protect consumers’ rights, and ensure compliance with the legislation andregulations governing the telecommunications sector in the State of Qatar.
