What happens when young people stop seeing a credible path towards , and ⁉

In E-ARC’s latest article, “𝐓𝐡𝐞 𝐑𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐜𝐞 𝐆𝐚𝐩: 𝐘𝐨𝐮𝐭𝐡 𝐃𝐢𝐬𝐜𝐨𝐧𝐧𝐞𝐜𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐒𝐩𝐚𝐜𝐞 𝐈𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐬 𝐋𝐞𝐚𝐯𝐞 𝐁𝐞𝐡𝐢𝐧𝐝”, our colleague, George Pal, explores youth disconnection not only as a labour-market or social challenge, but as an issue with broader implications for state resilience, institutional trust and social cohesion.

🇷🇴The analysis draws particular attention to Romania, where 19.2% of young people aged 15–29 were neither employed nor in education or training (NEET) in 2025 – the highest rate in the European Union. 🇪🇺

Prolonged disconnection can weaken agency, belonging and confidence in institutions, while leaving space for alternative narratives that offer simplified explanations, identity or a sense of recognition.

Building resilience, the author argues, therefore means more than preparing institutions to withstand crises. It also means keeping credible pathways open for citizens and preserving the trust and cooperation on which an effective crisis response ultimately depends.

The Evosst Horizon Projectt, in which -ARC is a partner, was presented at BEYOND Expo 2026, one of the leading technology and innovation exhibitions in Southeast Europe, through the participation of project partner MetaMind Innovations (MINDS).

The participation in BEYOND Expo 2026 provided an important opportunity to present EVOSST to a broader audience, engage with stakeholders from different sectors and showcase how digital technologies can support innovation in social services and skills development.

Between 2 and 4 July, the Euro-Atlantic Resilience Centre took part in the workshop "Matching Resilience and Civil Preparedness in Allies and Partner States: NATO Policies, Ukraine's Practices," organised in Kyiv by the Foreign Policy Council "Ukrainian Prism" together with the The German Marshall Fund of the United States and the Sahaidachnyi Security Center, with NATO sponsorship. E-ARC was represented by Emilian Ghiță, Director of the Research, Analysis and Training Department and the only Romanian participant.

Three days of discussions with NATO International Staff, the EU Advisory Mission, NATO StratCom CoE and Ukrainian government and civil society experts yielded lessons that deserve careful study across the Alliance:

🔷 NATO's seven Baseline Requirements for Resilience should be continuously updated in light of Ukraine's hard-won practical experience.

🔷Decentralisation and the pre-authorisation of local decision-makers explain much of Ukraine's capacity for rapid adaptation, as does the remarkable contribution of civic organisations working alongside state institutions.

🔷Redundancy matters: modern alert systems must be backed by simple, resilient channels.

🔷Countering disinformation requires addressing structural vulnerabilities, since debunking alone cannot carry the weight.

In the public panel, our representative presented E-ARC's framework on societal resilience against disinformation, distinguishing between tools that reduce exposure and tools that reduce susceptibility across the pre-war, wartime and post-war phases.

The organisers will consolidate the workshop's findings into a set of recommendations for NATO. E-ARC will explore avenues to build on these exchanges.

On June 26, 2026, the Euro-Atlantic Resilience Centre gathered friends, partners, and allies at the National Military Circle (Palatul Cercului Militar Național) in Bucharest to mark five years since its establishment under the Ministry of Foreign Affairs. What began as an institutional response to an increasingly complex security environment has grown into a recognised hub for research, analysis, and capacity-building at the intersection of democratic resilience and Euro-Atlantic cooperation.

The evening brought together a distinguished audience — ambassadors, senior diplomatic representatives, and military officials — a reflection of the network E-ARC has built and the trust it has earned across five years of sustained work. Representatives from government institutions, the diplomatic corps, and the private sector took the floor to share their perspectives, drawing on first-hand experience of E-ARC's work: what the Centre has meant to them, how it has contributed to their own missions, and why its role in the broader resilience landscape remains indispensable.

Since 2021, E-ARC has operated at the crossroads of policy and practice: producing research on hybrid threats and information resilience, supporting regional cooperation frameworks, training practitioners, and contributing to the broader Euro-Atlantic conversation on societal resilience. The anniversary was an occasion not only to look back at what has been accomplished, but to take stock of why this work remains as necessary as ever.

The geopolitical context that gave E-ARC its founding purpose has not receded — if anything, it has sharpened. Hybrid threats, information manipulation, and the erosion of democratic institutions continue to demand rigorous, evidence-based responses. Five years in, E-ARC's mandate feels not just relevant but urgent.

The event also offered a moment of genuine institutional reflection. Across five years, E-ARC has developed its affiliated expert community, deepened partnerships with key regional and Euro-Atlantic actors, and expanded its public-facing presence — from publications and forums to capacity-building initiatives that reach practitioners well beyond Bucharest.

The Euro-Atlantic Resilience Centre thanks everyone who joined us on the evening of June 26th. Their presence was a reminder of what this institution is for and whom it serves. This milestone belongs to all the partners, fellows, colleagues, and friends who have contributed to E-ARC's work over these five years.

The next chapter is already underway.

The Euro-Atlantic Resilience Centre organized the workshop “𝐄𝐧𝐡𝐚𝐧𝐜𝐢𝐧𝐠 𝐑𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐜𝐞 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐚𝐧𝐝 𝐂𝐄𝐈 𝐂𝐨𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧”, dedicated to strengthening regional cooperation in the field of resilience and addressing the complex challenges faced by countries across Central, Eastern and South-Eastern Europe.🌎

📌The event brought together representatives of national authorities, government experts from Central European Initiative (CEI) Member States, and diplomatic representatives, providing a valuable platform for strategic dialogue, exchange of best practices, and discussions on enhancing coordination mechanisms in response to shared risks and crises with cascading effects.

Throughout the workshop, participants engaged in thematic discussion and expert presentations focused on societal resilience, national and regional mechanisms for strengthening preparedness.

🔎The workshop also included the presentation of the Enhanced Analytic Resilience Index, an original E-ARC product designed to support resilience analysis and development.

📈A key component of the event was a Table Top Exercise (TTX), which provided participants with the opportunity to apply resilience concepts in a practical scenario, strengthen decision-making processes, and enhance coordination in managing complex situations with potential cascading effects.📉

The Euro-Atlantic Resilience Centre ( -ARC) hosted, yesterday, a visit of a delegation from the National Defence College ( ) of the Republic of India, organized at the initiative of the „Carol I” National Defence University of Romania, as part of the NDC documentation programme in Romania conducted between 6–12 June 2026. 🇷🇴 🇮🇳

The delegation included senior officers from India, together with participants from partner countries, including Australia, Greece, Japan, Bangladesh, and the United Arab Emirates. 🇦🇺 🇬🇷 🇯🇵 🇧🇩 🇦🇪

During the meeting, E-ARC representatives presented the Centre’s mission, and main areas of activity, highlighting its contribution to advancing resilience through research, analysis, training, and cooperation with national and international partners.

Also, the meeting agenda included dedicated presentations delivered by E-ARC experts on resilience in the Black Sea region and lessons learned from the war in Ukraine, highlighting the increasing relevance of aerial and naval drones and their impact on the evolving nature of modern warfare.

The visit of Indian NDC delegation highlights the Centre’s positioning as a regional hub of expertise in the field of resilience and its specific focus on the Black Sea region.

La data de 8 iunie 2026, o delegație a Centrului Euro-Atlantic pentru Reziliență, formată din președintele E-ARC, domnul Lucian Fătu, și Daniel Vasile, director adjunct, a efectuat o vizită de lucru la Academia Forțelor Terestre „Nicolae Bălcescu” - Sibiu, la invitația locțiitorului șefului Statului Major al Apărării din cadrul Ministerului Apărării Naționale.

Pe agenda întâlnirii au fost cuprinse subiecte de interes precum dezvoltarea unor inițiative comune în cadrul unor proiecte cu accent pe componentele pregătire, formare și educație, sprijinirea politicilor publice și consolidarea cooperării dintre -ARC și .

De asemenea, discuțiile au evidențiat importanța integrării conceptului de reziliență în procesul de formare a viitorilor ofițeri ai Armatei Române, precum și rolul esențial al cooperării civil-militare în consolidarea rezilienței naționale.
