🚔 Strengthening cross-border cooperation for safer communities!

The Suceava County Police Inspectorate hosted the third workshop of the ALERT project (ROUA00081), bringing together Romanian and Ukrainian law enforcement experts to exchange experience and good practices in crime scene investigation, victim identification, and modern forensic and cyber-forensic technologies. 🇷🇴🇺🇦

Project implemented by:
Suceava County Police Inspectorate, Romania and The Main Department of the National Police in Chernivtsi Region, Ukraine.
Total budget 417,615.00 EUR out of which 375,853.49 EUR represents EU funding through Interreg VI-A NEXT Romania–Ukraine 2021-2027 Programme
Project objective:
Enhancing the law enforcement operational capacity in the field of forensic research in the cross-border area of Suceava and Chernivtsi, through developing a common action plan and joint training.

Results and main activities:
- endowment of Suceava County Police Inspectorate (4x4 mobile forensic laboratory, advanced image and video processing software, and other essential forensic tools)

- endowment of the Main Department of the National Police in the Chernivtsi Region (a mobile digital forensic laboratory, equipped with critical digital forensic tools, including a rotating robotic video camera with automatic face recognition, IP video recording with sophisticated robotic video surveillance camera manipulator, dome surveillance cameras for comprehensive perimeter monitoring, etc)
- 1 Plan for Cooperation in the Forensic Field of Crime Scene Investigation and Digital Forensics developed
- 4 workshops (legislation, exchange of practices, advanced methods for crime scene investigation, techniques for digital data recovery)
- 2 organisations cooperating across border

In the mountainous regions stretching across Baia Mare and Ivano-Frankivsk, harsh winter weather brings heavy snowfalls and dangerous black ice. Blocked roads don't just slow down traffic - they prevent ambulances and rescue teams from reaching citizens when every second counts.
Facing identical hazards - from scarce equipment to low public awareness - both communities realised that no single entity could handle severe weather risks alone. Through project , Baia Mare and Ivano-Frankivsk joined forces to create a complete, synchronised safety net.
Here is how this cross-border initiative is building resilience from the ground up:
• Deployment of backhoe loaders, chassis platforms, vegetation choppers, civil protection electric cars, and centralised electronic sirens to keep routes clear and citizens alerted.
• First responders and municipal teams from both sides are engaging in joint experience exchanges, local emergency simulations, and practical first-aid trainings.
• Interactive public awareness campaigns are equipping young adults and residents with essential safety skills during natural disasters.
• Aligning EU disaster prevention practices with local emergency operations for a lasting, cross-border defence.

Did you know that this year marks the 15th anniversary of Interreg Cooperation Day? 🇪🇺

For a decade and a half, September and October have been about bringing communities together and highlighting the power of cross-border partnerships.
Over the years, the Romania-Ukraine Programmes have celebrated this special occasion through concerts, blood donation, sports competitions, exhibitions, etc. But one tradition holds a very special place in our hearts: 𝗠𝘂𝗿𝗮𝗹 𝗔𝗿𝘁 🎨

🔹 2022: We launched our very first mural art contest as a wave of solidarity and hope for Ukraine right after the war started.
🔹 2024 & 2025: Mural art remained a staple of our celebrations, transforming public spaces across the border.
🔹 2026: For our 15th ICDay anniversary, the contest format is BACK! 🖌️

Something big and meaningful is coming to Ivano-Frankivsk (Ukraine)... and YOU can design it!

🏥 Suceava County Council has started renovation works on the Psychiatry Department of the "Sf. Ioan cel Nou" County Emergency Clinical Hospital, funded through the cross-border project Improving the mental health system in the Suceava – Chernivtsi border area – ROUAcare – ROUA00124.

Works include upgraded sanitary, electrical and heating systems, redesigned bathrooms, and a new exterior evacuation staircase with lift access. 🇷🇴🇺🇦

Project implemented by:
Suceava County, Romania, Regional communal non-profit enterprise "Chernivtsi Regional Psychiatric Hospital", Ukraine and Bucovina Institute Association for Social Partnership, Romania.

Total budget 1,964,428.69 EUR out of which 1,391,848.52 EUR represents EU funding through Interreg VI-A NEXT Romania–Ukraine 2021-2027 Programme

Project objective:
Ensuring equal access to mental health care and fostering resilience of mental health systems, including primary care, and promoting the transition from institutional to family-based and community- based care.

🎈Results and main activities:
- abt. 9,000 persons will benefit annually from the modernised health care facilities
- Rehabilitation of the Psychiatric Department of the County Clinic Emergency Hospital Suceava and endowment (furniture for therapy rooms, portable medical devices, etc)
- Rehabilitation of the Chernivtsi Regional Psychiatric Hospital and endowment (furniture, professional equipment, and other goods for mobile services, for diagnoses, etc)
- 1 Information caravan "Health comes first" with 300 participants
- Experience exchange between the medical staff with 30 participants
- 1 all-wheel drive minivan for extended medical services for home visits to patients with limited mobility.

🌲 What if the best way to catch a poacher in a dark, remote forest is a shared thermal lens across the border?

On quiet mornings in the forests stretching between Romania and Ukraine, the silence is too easily broken by the sound of illegal chainsaws or illegal traps. But environmental crimes don't stop at national borders, and neither should the laws that protect nature.
The protected wilderness of Obcinele Bucovinei in Romania and the Vyzhnytskyi National Nature Park in Ukraine host some of Europe's most unique habitats. Yet, for years, law enforcement on both sides faced identical challenges: vast, inaccessible terrains, isolated communication, and poachers exploiting jurisdictional lines.

Knowing that no single agency could protect these overlapping ecosystems alone, the Suceava County Police Inspectorate, the Main Department of the National Police in Chernivtsi Region, and the Suceava Forestry Directorate forged a unified front through project .

Here is how this cross-border initiative is shifting the paradigm on environmental defence:
- The teams have deployed specialised off-road police vehicles, high-powered optics, thermal imaging binoculars, and flashlights to turn inaccessible forests into actively monitored safe zones.
- Police officers and forestry experts from both countries are conducting hands-on cross-border workshops, sharing investigative techniques, and testing unified field response procedures.
- Moving past isolated efforts, the partners are co-developing a permanent strategic framework for real-time investigation and prevention of environmental offenses.
- By combining law enforcement power with technical forestry expertise, Romania and Ukraine are making sure that shared natural heritage remains safe for generations to come.

Environmental crime does not recognise borders, but when we stand together, protection becomes unbreakable!

🌉🤝 Building stronger rural communities together!
On 6 August 2026, the Kick-off Conference of the RURAL BRIDGE project (ROUA00661) took place in Chudei, Chernivtsi Region, Ukraine. 🇺🇦🇷🇴

The event brought together local and regional authorities, project partners, experts and community representatives, marking the beginning of a new chapter in cross-border governance and civic participation. 🤝

We are sharing some details about the project RURAL BRIDGES - Resilient and inclusive rural development through cross-border governance and civic engagement

Project objective:
To improve the capacity of local public administrations in rural cross-border areas of Panaci - Dorna Arini (RO) and Chudei and Poliana (UA) to jointly provide inclusive social support services through the creation of Local Support & Information Centers, the training of mobile teams and the implementation of digital and institutional cooperation tools within 18 months of project implementation.

Results and main activities:
• 3 Local Support & Information Centers (LSICs) will be created and endowed (minivan, kitchenette, coworking, and multifunctional room with 10 foldable beds)
• 3 co-working zones (desk, chair, laptop, headset, etc) in Panaci, Dorna Arini, and Chudey.
• 1 Center of Excellence in EU and international funding access established and endowed (3D printer, laptops, VR headset, plotter, drone, radio system, 8 desks, chairs, conference table, generator, and UPS unit for power backup) in Poliana.
• 1 training in Best practices in crisis and emergency response for 28 participants
• 1 training in Community mediation and conflict resolution for 28 participants
• 1 training in Digital skills for inclusive service provision for 28 participants
• 1 training in EU-funded project management and project evaluation for 28 participants

🌲🤝 Strengthening cross-border cooperation!
On 30–31 July, police officers from Suceava County (Romania) and Chernivtsi Region (Ukraine) took part in joint field exercises in the Pătrăuți forest area, a Natura 2000 site.

🚔🌿 The training enhanced their preparedness to combat poaching and forest-related crimes, reinforcing cooperation for safer and better-protected border communities.
We are sharing some details about the project ARTEMIS: Advanced Response for Enforcement of Biodiversity Law and Investigation System.

- 3 workshops attended by Romanian and Ukrainian officers and by the representatives of the associated organisation
- 1 common field exercise focused on surveillance techniques and investigation methods related to environmental crime, incorporating the utilization of new equipment.
- Endowment of both partners with specialized equipment aimed to significantly enhance operational effectiveness (off-road vehicles, pick-up truck, binoculars with thermal vision, outdoor thermal equipment, and portable radio stations, etc)
