Summary
This report, developed by the United Nations Working Group on Public Administration in Post-Conflict, aims to capture the experience of the United Nations system’s work on public administration in the early years of post-conflict environments and to provide recommendations for more predictable, efficient and timely United Nations support in this area.

The findings and recommendations focus on the immediate aftermath of conflict, defined as the first two years after the conflict has ended. The seven case study countries commissioned for the report are Afghanistan, Burundi, Guinea-Bissau, Kosovo, Liberia, Sierra Leone and Timor-Leste. The report is not to be seen as the conclusion of a comprehensive research initiative but rather as the first step in a process of re-directing the United Nations’ work on post-conflict public administration, in collaboration with recipient
countries and other development partners.

The review highlights a number of important lessons, in particular:
- the centrality of the political settlement to peace and statebuilding, notably inclusion and national ownership
- that governance deficiencies need to be understood as political in origin as much as technical
- that the translation of forms of administration from one context into another rarely leads to corresponding function, and thus it is important to work towards a good fit and not just best practice
- successful public administration reform requires strong domestic leadership and objectives that are modest, focused and incremental

Who is this module for?The module is designed for defence and civilian professionals who work in, or on, programs and planning related to post-war reconstruction and peace consolidation and wish to enhance their abilities to understand people and places in conflict environments. Participants are expected to discuss and apply concepts, ideas and theories to the reconstruction, recovery and peace consolidation situation that they are interested in helping to transform. The module is particularly suited for staff from intergovernmental organizations, such as the UN, African Union, Organization of American States, European Union or ASEAN, staff of local and international non-governmental organizations (NGOs), and diplomats, as well as government department representatives of defence, diplomacy, and development. A needs and goals assessment will be conducted prior to the beginning of the module to identify each participant’s learning objectives so as to adapt the module accordingly and ensure maximum benefits for all participants.

Description of the Module: This “hands on” field module seeks to equip practitioners and policy makers with reconstruction theory and tools that will enable them to better assess identicide and navigate emerging trends and challenges to contribute to sustainable peace and avoid conflict recidivism. The module will be tailored to participants’ needs and contexts and will build on participants’ experience, enabling them to strengthen their analytical skills and capacity to design, develop and implement more effective post-war recovery and peace consolidation policies and programming.

Oxford University: Intensive on Prevention of Armed Violence and Armed Conflict - March 20 - 21st - Register Now!

The Oxford Network of Peace Studies (OxPeace) in cooperation with the International Peace and Development Training Centre (IPDTC) and Department of Peace Operations (DPO) are holding a special 2-day 'intensive' on prevention focusing on prevention of electoral violence and prevention of armed violence, facilitated by Kai Brand-Jacobsen, Director of the Department of Peace Operations and a leading international expert in the field. Participants include UN staff, Oxford faculty and graduate students, and staff of national and international organisations. The programme is certified as an Executive Leadership Programme by the International Peace and Development Training Centre (IPDTC).

About the Programme:
Participation space is limited. Governments, Organisations, Agencies and individuals wishing to participate are encouraged to apply early.

This intensive program has been designed for policy makers, diplomats, IGO, INGO and NGO staff and leading experts and practitioners in the field to provide an operational and global overview of key lessons learned / identified for effective prevention of 1. Electoral Violence and 2. Armed Violence. Concrete case-studies and examples will be used to illustrate proven lessons and experiences from the field. Systems, tools and methodologies for conflict intelligence, early warning, preparedness and prevention will be presented and reviewed, identifying strengths and benefits as well as shortcomings and challenges, and how these can be used by governments, national and international agencies, NGOs, and local communities to better identify conflict drivers, situations of risk, and concrete measures and tools for prevention.

The program will look at operational, structural and comprehensive / systemic approaches to prevention of electoral and armed violence drawing from real situations and helping to identify practical methodologies and approaches which can be applied in policy and practice. Special attention will be given to developing and strengthening local, national, regional and international Infrastructure for Peace (I4P) and the necessary capabilities to make prevention work in practice.

Participants will:
- Develop a comprehensive conceptual, policy and operational
framework for understanding integrated approaches preparedness and
prevention
- Review in-depth practical case studies on prevention chosen for the
specific needs of participants, identifying key policy, strategic, and
operational lessons identified / learned
