We select industrial sites in accordance with investors’ requirements: land plots (green-fields), already existing premises (brown-fields) which can be leased or purchased to build investment facilities in industrial parks, in Kaluga special economic zone.

Industrial Development Fund Approved a Loan for 2 Billion Rubles for theArkhbum Tissue Group

The Expert Council of the Industrial Development Fund (IDF) has supported the second construction phase of the sanitary-hygienic products plant within the Vorsino Industrial Park of Kaluga Oblast.
The IDF approved the loan under the program "Priority projects" for 2 billion rubles for the Arkhbum Tissue Group. The company has premises in the Vorsino Industrial Park of Kaluga Oblast. It is a subsidiary company of the Arkhangelsk Pulp and Paper Mill.

Using the loan from the IDF, the enterprise plans to launch the second stage of construction of the plant, manufacturing sanitary-hygienic paper and products from it under its own Soffione brand. The production capacity is expected to double and amount to 140 thousand tons of end products per year.

The Arkhbum Tissue Group will significantly enlarge its product range with installation of the second paper-making machine (BDM-2) and new converting lines. In particular, it plans to launch a line of “outdoor” products (Z-fold and V-fold paper towels, industrial rolls).

Raw bleached pulp of soft- and hardwood produced by the key enterprise of Pulp Mill Holding in Russia – the Archangelsk Pulp and Paper Mill – will be used as feedstock for manufacture.
Technologies applied allow manufacturing products with better capacity, softness, embossing, of various shapes and complexity. In the course of the project, about 200 jobs will be created.

The total volume of the Pulp Mill Holding’s investments into the second stage of Arkhbum Tissue Group will be more than 10 billion rubles.

The World-Class Radiopharmaceutical Plant Will Be Built in Obninsk
In 2022, the Rusatom Healthcare plans to launch the project “Development of a Modern Pharmaceutical Manufacturing of Isotopic Medical Products at the Karpov Scientific Research Institute of Physics & Chemistry (NIFKhl) Facilities in Obninsk of Kaluga Oblast”. The investment volume is planned not less than nine billion rubles.

The project will be implemented in compliance with the GMP standards. With opening of the plant, the Rosatom State Corporation will change the Russian position on the global market of nuclear medicine. Hosted by the Karpov NIFKhl, the plant will become the world's leading enterprise, manufacturing a wide range of radiopharmaceutical agents.

The positive review from the RF State Expert Evaluation Department opens the way to start of the construction in 2022.

Implementation of this project is a well-timed response of Rosatom to the growing demand of Russian and global health care in radiopharmaceuticals, which are used in the course of high-tech medical care for patients with oncological, rheumatological, endocrinological, and cardiological diseases.

According to the World Health Organization information for 2020, the number of diagnosed oncological diseases keeps growing; today it is 19.3 million cases globally, and 591 thousand cases in Russia per year. Diagnostics with radiopharmaceuticals helps to expose diseases for dozens of millions of people throughout the world and start their treatment timely; that treatment also involves application of isotopic products. In the long run, treatment procedures with usage of radiopharmaceuticals will help hundreds of thousand people per year.

VMK Invest is the manufacturer of aluminum profiles that has significantly increased the export of high-tech products in 2021. The consumers of products made in Kaluga are companies from Belgium, Germany, Slovakia.

Export volumes amounted to 2,400 tons in physical terms and to more than 7 million euros in monetary terms, which is seven times higher than the values of 2020.

📍 Kronospan Fibreboard Plant was Launched in the Kaluga SEZ

The Kronospan Kaluga MDF/HDF Board Plant was opened at the Lyudinovo site of the Kaluga Special Economic Zone. The launching ceremony was attended by Konstantin Chuychenko, Minister of Justice of the Russian Federation, Margarete Schramböck (VKS), Minister of Digitalization and Economy of the Austrian Republic, Werner Almhofer, Ambassador of the Austrian Republic to the Russian Federation, Vladislav Shapsha, Governor of the Kaluga Region, Vladimir Popov, Deputy Governor of the Kaluga Region, and Peter Kaindl, Director of Kronospan Holdings East Limited.

Kronospan Kaluga (a subsidiary of Kronospan Holdings East Limited) claims the status of one of the largest wood processing plants. The company specializes in producing medium density (MDF) and high (HDF) density fibreboards. The products will be required in the production of quality furniture and in the implementation of interior design projects. The production capacity of the Kronospan Kaluga Plant with more than 15 billion rubles invested will be about 500 thousand cubic meters per year.

On the opening day held on the southern site of the Kaluga SEZ, a new non-public railway line was launched to meet the needs of the residents. The project was implemented under the concession agreement concluded by and between Russian Railways OJSC and the Government of the Kaluga Region. The guests of the ceremony observed the arrival of the first cargo train of Kronospan Kaluga LLC.

🚂 A New Railway Line was Launched for Residents of the Lyudinovo Site of the Kaluga SEZ

On the Lyudinovo site of the Kaluga Special Economic Zone, a new non-public railway line was launched to meet the needs of resident enterprises. The project was implemented under a concession agreement signed by and between Russian Railways OJSC and the Government of the Kaluga Region.

Vladislav Shapsha, Governor of the Kaluga Region, Vladimir Popov, Deputy Governor of the Kaluga Region, Yuri Bakerkin, Head of the Investment Department of Russian Railways, and representatives of the ministries and departments of Russia and Austria took part in the ceremonial launch.

The commissioning of a new railway line will improve the infrastructural capacity of the transport and logistics complex, increase cargo turnover, and encourage the flow of the region’s economic investment.

This concession agreement was the first in Russia to be signed in February 2019 for a large-scale project to create a non-public railway infrastructure with the Ministry of Economic Development of the Kaluga Region as the concession grantor and JSC Russian Railways as the concessionaire. In the fall of 2021, the project was certified according to the IRIIS system, and awarded a Silver Level Award thereafter.

📌B-PHARM Pharmaceutical Plant Licensed to Produce Medicines

The construction of the first pharmaceutical plant of B-PHARM LLC is nearing completion on the territory of the Vorsino Industrial Park. It will produce 17 of the 27 medicines included in the drug portfolio of B-PHARM LLC. Production start-up is scheduled for September 2022.

The foundation of the plant was laid in May 2019. A license to produce medicines for their medical use was issued on December 6, 2021. The construction phase took 2.5 years. (License No. 00534-ЛС dated December 6, 2021).

📎The first stage of production will include the most popular drugs – Meloxicam, Bitrigam, Famotidine – before July 2022. These are injectable solutions and lyophilisates.

The expected production capacity of the new plant is 20 million packages per year, and the production is expected to be expanded and modified. B-PHARM will become a member of the Kaluga Pharmaceutical Cluster.

📎 The System of Support for Export and Investment Projects of the Kaluga Region will Be Presented in Suzdal

The Vladimir Investment Congress started in Suzdal on December 9. 19 thematic sections dedicated to various areas of investment activity will work during three days of the event. The Kaluga Region is represented at the business site by its Deputy Governor Vladimir Popov.

Representatives of the public sector, business community and investors will discuss options for cooperation in all areas of the economy, evaluate the performance of existing development institutions and support arrangements.

According to the program, Vladimir Popov will speak at the panel discussion “Investment Support System in Central Russia” and share the efforts of the Kaluga region towards a new economy. During the “International cooperation and export as necessary conditions for the economic development of regions” session, he will talk about support for export-oriented industries in the region.

It is worth reminding that the investors are offered a large choice of sites to locate their enterprises, modern logistics services, and full financial and administrative support in the Kaluga Region.

📌 There are 12 industrial parks today, 2 sites of the Kaluga Special Economic Zone and territories of advanced social and economic development. There is a well-prepared infrastructure available in the territory of more than 8.5 thousand hectares. 76 out of 117 enterprises launched in recent years have been located on these sites.

☝ The Industrial Output in the Kaluga Region will Amount to 1 Trillion Rubles at the End of 2021

By the end of the year, the regional industry will reach the milestone of 1 trillion rubles. Deputy Governor Vladimir Popov announced this at the site of the Kaluga Industrial and Innovation Forum. The amount of 903 billion rubles was achieved in 10 months of 2021.

As compared to the previous year, the growth of industrial production amounted to 10%. It was noted that the dynamics was stable last year. In terms of industrial production per capita, the region is still ranked 1st among the regions of the Central Federal District.

There is an increase in export deliveries. At the end of January-September 2021, the volume of exports amounted to 1.1 billion US dollars, or almost 152% compared to the same period last year.
“The year that comes to an end seems to be good for our enterprises with the output growth seen on certain points. The regional pattern of work with industrial companies is used to take into account the requirements, preferences and capabilities of every stakeholder. Russian and foreign manufacturers who deployed in the Kaluga region note that the created system of state support measures, as well as friendly business relations built by the Government of the Kaluga Region, beneficially affect the entrepreneurial activity in the region”, Vladimir Popov said.
He also noted that this year 17 companies have undertaken to implement investment projects in the region for a total amount of more than 50 billion rubles. New production facilities will create about 2 thousand jobs.

📌 6 agreements of intent were concluded with potential investors. The declared investment volume is 23 billion rubles. The number of new jobs is 1,266.

📌 The Kaluga Region Infrastructure Project is Certified According to the IRIIS System

The Kaluga Region was awarded for the project to create railways in the Kaluga Special Economic Zone. This is the first regional railway concession agreement to be certified according to the IRIIS system. Following that certification, the project was awarded a Silver Level Award.

On December 6, in Moscow, a certificate was awarded as part of the final “Towards a Quality and Sustainable Infrastructure” session, which was organized by the VEB.RF State Development Corporation and the National PPP Center. The ceremony was attended by Vladimir Popov, Deputy Governor of the Kaluga Region, and Anna Lukina, Director General, Center for Public-Private Partnership of the Kaluga Region.

Kaluga Region is the only region in the Central Federal District that has successfully passed all stages of certification. That was possible thanks to the regional ministry of economic development and the investor represented by Russian Railways and their quality preparation and professionalism.

IRIIS is a quality assessment and infrastructure projects certification system created as part of the principles of quality infrastructure investments implemented in the Russian Federation in line with international standards.

Investment Potential of the Kaluga Region Presented at a Briefing of the American Chamber of Commerce in the Russian Federation

The Regional Conference of the American Chamber of Commerce in the Russian Federation took place in Moscow. It was focused on the investment priorities of Central Russia.

The investment briefing was chaired by Alexei Rodzianko, President and Chief Executive Officer of the American Chamber of Commerce in Russia. The conference was attended by Artur Niyazmetov, Deputy Plenipotentiary Representative of the President of the Russian Federation in the Central Federal District, delegates from relevant ministries and investment agencies from ten constituent entities of the Russian Federation, as well as representatives of diversified American companies.

Nikolai Andreyev, General Director of the Regional Development Agency of the Kaluga Region, spoke at the regional pitch session. He noted that one of the priority areas of the Kaluga Region team’s work is making the region more investment attractive. “More than 8.5 thousand hectares of industrial sites has high quality engineering infrastructure. The largest Freight Village-like multimodal complexes have been established in the center of Russia. A total of 232 companies from more than 30 countries of the world are based in the region to implement their projects. The world’s largest corporations and small family companies are the ones who choose us. They include productive projects involving American businesses, which is expanding its presence in Russia,” Nikolai Andreyev emphasized.

Olkhovsky Delikates will Become the Second Resident of the Kondrovo Territory of Advanced Social and Economic Development, Kaluga Region

On November 24, the Regional Development Agency of the Kaluga Region hosted a meeting of the commission to consider applications for the agreement on the implementation of activities in Kondrovo Territory of Advanced Social and Economic Development. The project to build a Meat Processing Plant for Olkhovsky Delikates was approved. Estimated investment is over 370 million rubles. The number of jobs created is 52.

The Commission was headed by Semyon Fedotov, Deputy Minister of Economic Development of the Kaluga Region. The meeting was attended by Egor Virkov, head of the administration of the Dzerzhinsky district of the Kaluga region, representatives of the regional ministry of economic development, development institutions, and independent experts.

The project of Olkhovsky Delikates LLC was presented by Konstantin Titov, General Director, with more than 10 years of work experience in the meat processing industry. “Our production is based on the use of natural ingredients, our own formulations and in-house developments. When implementing the Olkhovsky Delikates project, we are about to purchase raw materials from Kaluga producers.”

The project will be implemented in stages. A complete complex for processing and preserving meat, for the production of sausages, and of meat semi-finished products will be put into operation in 2025.
