🌏 IP legislation and development strategies discussed in Saudi Arabia

The Eurasian Patent Office took part in seminars organised by the Patent Office of the Gulf Cooperation Council (GCCPO) — a regional IP Office bringing together Saudi Arabia, the UAE, Qatar, Kuwait, Oman, and Bahrain.

The seminars focused on patent legislation and IP development strategy. Participants, including representatives of WIPO and the GCCPO Member States, exchanged views on improving the regional IP framework and discussed practical proposals for a strategy to further develop the IP system in the region.

Artem Ezhov, Chief Examiner and Analyst of the EAPO’s Chemistry and Medicine Department, shared the experience of the Eurasian patent system, including its development, key statistics, and patent procedures. The presentation also covered the regulatory framework, key features of the system and EAPO’s development strategy.

GCCPO and EAPO welcomed the exchange and expressed their interest in continuing cooperation.

Regional IP systems offer a convenient and cost-effective mechanism for obtaining legal protection across several countries. For users, this means lower administrative and financial costs, simplified procedures, and greater predictability; for Offices, it is an opportunity to jointly develop infrastructure, services, and strenghen examiner expertise.

EAPO welcomes the growing role of regional cooperation in the IP field and remains committed to sharing its experience and working together to develop effective IP systems.

🌍 EAPO at the 2026 WIPO Assemblies

The 2026 Assemblies of the Member States of the World Intellectual Property Organization (WIPO) brought together representatives of national IP offices, international organizations and the global IP community to discuss the future of the international intellectual property system.

Throughout the Assemblies the participants reviewed latest achievements and exchanged views on a wide range of issues, including international cooperation, digital transformation, modernization of WIPO services and support for innovation.

During the opening session, WIPO Director General Daren Tang highlighted the profound transformation currently taking place across the global IP ecosystem, driven by fundamental changes in technology and the world economy. He emphasized the importance of ensuring that the international IP system remains future-oriented and responsive to the needs of innovators worldwide.

The Eurasian Patent Office, together with the delegations from the EAPO Member States, actively participated in the discussions during the event.

The EAPO President Grigory Ivliev held a series of bilateral meetings with representatives of the UAE, Uzbekistan, Kyrgystan, Mongolia, and Kazahstan, focusing on strengthening practical cooperation, experience exchange, and new opportunities for joint initiatives in the IP field.

As part of the Assemblies’ cultural program, an exhibition dedicated to the historical and cultural heritage of Kazakhstan was organized with the support of the EAPO, showcasing traditional artefacts, national craftsmanship, and multimedia formats celebrating the country’s rich cultural identity.

EAPO remains committed to strengthening international partnerships and expanding cooperation with national and regional IP offices in support of innovation and the continued development of the Eurasian and global intellectual property systems.

Floating image generation system

Wuhan China Star Optoelectronics Technology CO., Ltd, has been granted Eurasian Patent No. 051468 for an innovative floating image generation system. This invention unlocks new horizons for the metaverse and augmented reality enabling the creation of three-dimensional holograms without special glasses or helmets.

Its main advantage is that it creates a deep, immersive visual field while remaining compact, consisting of a display, mirror, and special screen.

Through the smart synchronous rotation mechanism of the display and mirror, the system achieves a striking three-dimensional effect without increasing the size of the device.

For the digital-native generation, this is a step towards futuristic user interfaces straight out of science fiction. Imagine video games with holographic characters floating in your room or interactive educational materials that can literally be “explored” in mid-air.

This invention doesn’t merely improve visual quality. It blurs the line between the digital and physical worlds, making technology more immersive, engaging, and accessible for interaction.

EAPO shares its digital transformation expertise at WIPO

EAPO delegation took part in the 13th session of the Committee on WIPO Standards in Geneva.

The session agenda included reviewing reports on the activities of the Committee’s 13 task forces, discussing a new standard, and adopting new versions of five existing standards. These include key standards in the field of technical integration:
• a standard for machine-to-machine communication between information systems of various offices,
• a standard for the international electronic exchange of priority documents.

Participants also discussed the development of WIPO’s global systems and tools, including the API Catalog for Intellectual Property (API), the Digital Access Service (DAS) for priority documents, and a digital tool for authoring and validating gene sequence listings.

The participants further focused on how PCT International Authorities comply with the technical provisions for data preparation under the new PCT Minimum Documentation requirements.

Denis Zastavny, Director of the EAPO Information Technologies Department, presented the EAPO latest achievements:
• publication preparation tool within the new EAPO Integrated Information System,
• a service for digitizing Eurasian patent applications to meet the new requirements for PCT International Searching Authorities,
• daily updates of digitization results in the EAPO Authority File , in accordance with WIPO Standard ST.37.

Andrey Sekretov, Director of the Integration Solutions Division of the EAPO IT Department, informed about the implementation of the latest-generation XML standard ST.96 for both inventions and industrial designs in 2025.

This will enable the EAPO to participate in the leading international information projects and systems, including the integration of data on Eurasian industrial designs into WIPO’s Global Design Database.

Current challenges in the development of IP regulation were discussed in Tomsk

EAPO President Grigory Ivliev took part in the plenary session of the 7th International Research-to-Practice Conference “Intellectual Rights: Challenges of the 21st Century”. He focused on the relevant aspects in the development of intellectual property regulation. In particular, he highlighted the following topics.

- Unilateral illegitimate measures in IP field imposed by the European Union
- Protection of standard-essential patents
The global agenda includes the regulation of situations in which protected IP objects are incorporated into national or international standards. Such cases involve patent law, competition law, and contract law.

- Application of international and national standards for the protection and enforcement of IP rights, harmonization of law enforcement practices for Eurasian patents
This issue often arises when disputes concerning Eurasian patents are considered in the Russian Federation, both through administrative procedures and in judicial proceedings.

- Impact of digital transformation on the IP sector
The principles of protection established in the 19th century are applied to new digital solutions and designations. For example, graphical user interfaces are protected as industrial designs (this approach is expected to be formalized in Russian legislation soon).
