Office of the Ombudsman of Rwanda It became operational in 2004. They are required to be Rwandans known for their honesty, wisdom and capacity to fulfil their mandate.

ABOUT THE OFFICE OF THE OMBUDSMAN

The Office of Ombudsman is an independent public institution which was established in 2003 by the Constitution of Republic of Rwanda of 4 th June 2003 in article 182. Its Organization and Functioning were established by law n° 25/2003 of 15th August 2003 which was modified and complemented by law n° 17/2005 of 18th August 2005. Article 4 of Law n° 25/2003 of 15/0

8/2003 establishing the organization and functioning of the Office of the Ombudsman is modified and complemented stipulate that the Office is made up of the Chief Ombudsman and two Deputy Ombudsman. For each position of the members of the Ombudsman team, the Government submit names of the candidates agreed upon by Cabinet to the Senate for approval. Approved candidates are appointed by a Presidential order. The Chief Ombudsman shall serve a four (4) year term, while Deputies Ombudsman serve a three (3) year term. The mandate of the Chief Ombudsman and Deputy Ombudsman are renewable only once through the procedure that was applied in the first mandate. The Office of the Ombudsman has 68 staff include the Chief Ombudsman and two Deputies Ombudsman. The Permanent Secretary of the Office of the Ombudsman is called Xavier MBARUBUKEYE. The speaker of the Office of the Ombudsman and the advisor to the Chief Ombudsman is Jean Pierre NKURUNZIZA

The Office of the Ombudsman works in 6 units :

* Administration and finance Unit ;
* Preventing and Fighting Injustice Unit (P.F.I.U.) ;
* Preventing and Fighting corruption Unit (P.F.C.U) ;
* Special Anti corruption Unit;
* Declaration of Assets Unit ;

Today, in Nairobi,Kemya , the Ombudsman of Rwanda participated in the 16th EAAACA Annual General Meeting, the Executive Committee (EXCOM) Meeting, the Anti-Corruption Conference, and the ARIN-EA Annual General Meeting.
These high-level engagements, taking place from 21st to 24th April 2026, bring together anti-corruption stakeholders from across the region to strengthen collaboration, share best practices, and enhance collective efforts in preventing and combating corruption.
Rwanda, as an active member of the East African Association of Anti-Corruption Authorities (EAAACA), continues to play a key role in promoting integrity, accountability, and good governance at both national and regional levels.
