Established under the Ministry of ICT and Innovation; Rwanda Information Society Authority “RISA” is a public institution established in 2017, governed by presidential order N° 077/01 of 09/12/2022. RISA has the mission of digitizing the Rwandan society through increased usage of Information and Communication Technologies and innovation technology as a cross-cutting enabler for the development of other sectors spearheading Rwanda’s digital and social economic transformation.

CEO, Antoine Sebera joined the 15th African Peering & Interconnection Forum at the Kigali Marriott Hotel, organized by the African IXP Association -IX and supported by RICTA bringing together leaders and experts from across Africa and the global Internet community to advance discussions on Africa’s digital infrastructure and Internet ecosystem.

He shared Rwanda’s experience in strengthening digital connectivity and infrastructure, highlighting the importance of stronger interconnection, resilient and secure infrastructure, regional cooperation, and affordable access.

He also emphasized the need to build the infrastructure and capabilities required for Africa to harness AI and shape its own digital future.

Today, RISA CEO Antoine Sebera received delegation from the Tony Blair Institute, led by Country Director Stella Ford Mugabo, for a productive discussion on advancing Rwanda's digital transformation journey.

The conversation touched on some of the most important building blocks of that journey including digital connectivity, infrastructure, AI readiness, and data center investments. In addition, they discussed on how RISA and its partners can work together to deliver on Rwanda's digital and AI ambitions in the months ahead.

Yesterday, about 500 leaders & staff from Rwanda’s ICT sector: including public institutions, private sector partners, and development partners, came together to mark the 32nd commemoration of the 1994 Genocide against the Tutsi.

The commemoration began at IPOSITA RWANDA Headquarters, where leaders laid wreaths in memory of Iposita staff who were killed during the Genocide. Participants then visited Ntarama Genocide Memorial, where they toured the historical museum and the former Catholic church (now a genocide memorial site.) where more than 5,000 Tutsi who had sought refuge were massacred in April 1994.

The commemoration concluded with the donation of six cows to six genocide survivor families, reaffirming the ICT Sector’s solidarity with survivors and its commitment to supporting their welfare, dignity and resilience.

The Government of Rwanda, through the Ministry of ICT & Innovation and , in collaboration with the World Bank Group, convened a high-level stakeholder meeting to advance the development of Rwanda’s Digital & AI Compact.

In her remarks, Hon. Minister Paula Ingabire emphasized the critical role of digital technologies in driving economic transformation, boosting productivity, and improving public service delivery.

Discussions focused on strengthening digital infrastructure, advancing AI talent, and supporting innovation through coordinated action among government, partners, and the private sector.

Rwanda Information Society Authority welcomed students from Hope Haven Christian School for a study visit aimed at strengthening their understanding of ICT governance and digital innovation in Rwanda.

During the visit, students attended presentations on key national IT projects and initiatives implemented by RISA, including the Single Digital ID , the Digital Ambassadors Program, and the Network Modernization Project, before touring the National Data Center and the Network Operations Center .
