Purchase Agreements, MoUs and Financing Agreements Signed on Sidelines of French-Saudi Roundtable to Advance Energy, Industry Cooperation

On the sidelines of the state visit to France by HRH Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, a number of purchase agreements, memoranda of understanding and financing solutions in the energy and industrial sectors were signed during the Saudi-French Roundtable, strengthening economic and investment cooperation between Saudi Arabia and France and supporting partnership opportunities between companies and institutions in both countries.

The agreements included purchase agreements between Saudi Aramco and French companies SLB and Vallourec for the supply of oil and gas well drilling materials and steel pipes for oil and gas fields, with a combined value of approximately $3.7 billion.

Aramco Digital also signed a memorandum of understanding with French company Dassault Systèmes to cooperate in artificial intelligence, virtual twin technologies, including exploring potential applications in the oil and gas sector.

In the electricity sector, Saudi Energy signed a cooperation and financing agreement with French public investment bank Bpifrance to support the development and modernization of Saudi Arabia’s electricity grid. The agreement builds on a memorandum of understanding signed in November 2025 to establish a financing facility of up to $3 billion, providing a financing framework to support the company’s procurement program and electricity infrastructure projects.

The Saudi Export-Import Bank (Saudi EXIM) signed a tripartite memorandum of understanding with Saudia Group and Crédit Agricole CIB to arrange financing solutions for the group’s acquisition of new Airbus aircraft. Under the memorandum, Saudi EXIM, in its capacity as Saudi Arabia’s export credit agency, will provide insurance coverage for credit risks associated with the transaction.

The memorandum combines international bank financing with national export credit instruments, providing companies and projects associated with Saudi exports with greater access to international financing, while supporting Saudia Group’s plans to expand and modernize its fleet and strengthen its operational capabilities in international markets.

توقيع اتفاقيات شراء ومذكرات تفاهم وحلول تمويلية للتعاون في مجالي الطاقة والصناعة على هامش الطاولة المستديرة الفرنسية السعودية

على هامش زيارة الدولة التي يقوم بها صاحب السمو الملكي الأمير محمد بن سلمان بن عبدالعزيز آل سعود، ولي العهد رئيس مجلس الوزراء ـ حفظه الله ـ إلى فرنسا، أُعلن، ضمن أعمال الطاولة المستديرة الفرنسية السعودية، عن توقيع عدد من الاتفاقيات ومذكرات التفاهم والحلول التمويلية في قطاعي الطاقة والصناعة، بما يعزز التعاون الاقتصادي والاستثماري بين المملكة العربية السعودية والجمهورية الفرنسية، ويدعم فرص الشراكة بين الشركات والمؤسسات في البلدين.
وشملت الاتفاقيات توقيع اتفاقيات شراء بين شركة أرامكو السعودية وكل من شركتي SLB وVallourec الفرنسيتين، لتوريد مواد حفر آبار البترول والغاز والأنابيب الفولاذية الخاصة بحقول البترول والغاز، بقيمة إجمالية بلغت نحو 3.7 مليارات دولار أمريكي.
كما وقعت شركة أرامكو الرقمية مذكرة تفاهم مع شركة Dassault Systèmes الفرنسية، للتعاون في مجالات الذكاء الاصطناعي وتقنيات التوأم الافتراضي الرقمي وتقنيات داسو سيستمز ذات الصلة، بما يشمل دراسة التطبيقات المحتملة في قطاع البترول والغاز.
وفي قطاع الكهرباء، وقعت الشركة السعودية للطاقة اتفاقية تعاون وتمويل مع البنك الاستثماري الوطني الفرنسي Bpifrance، لدعم تطوير وتحديث شبكة الكهرباء في المملكة العربية السعودية. ويأتي ذلك استناداً إلى مذكرة تفاهم موقعة في نوفمبر 2025 بشأن إنشاء تسهيل مالي بقيمة تصل إلى 3 مليارات دولار أمريكي، بهدف توفير إطار تمويلي يدعم برنامج مشتريات الشركة ومشروعات البنية التحتية للطاقة الكهربائية.
وفي السياق ذاته، أبرم بنك التصدير والاستيراد السعودي مذكرة تفاهم ثلاثية مع مجموعة السعودية وبنك Crédit Agricole CIB، تستهدف ترتيب حلول تمويلية لاستحواذ المجموعة على طائرات إيرباص جديدة. وتعكس المذكرة دور بنك التصدير والاستيراد السعودي، بصفته وكالة ائتمان للصادرات السعودية، حيث سيوفر التغطية التأمينية لمخاطر الائتمان المرتبطة بالصفقة.
وتمثل المذكرة خطوة نوعية تجمع بين التمويل المصرفي الدولي وأدوات ائتمان الصادرات الوطنية، بما يفتح قنوات جديدة أمام الشركات والمشروعات المرتبطة بالصادرات السعودية للوصول إلى مصادر التمويل الدولية، ويدعم في الوقت ذاته خطط مجموعة السعودية لتنمية وتحديث أسطولها وتعزيز قدراتها التشغيلية في الأسواق الدولية.

Energy and Industry and Mineral Resources Minister, Finance Minister Meet Iraqi Finance, Oil Ministers

The Minister of Energy and Minister of Industry and Mineral Resources, Prince Abdulaziz bin Salman bin Abdulaziz, and the Minister of Finance, Mohammed bin Abdullah Al-Jadaan, met in Riyadh today with the Iraqi Minister of Finance, Falih Al-Sari, and the Iraqi Minister of Oil, Bassem Mohammed Khudair Al-Abadi.

During the meeting, the two sides discussed matters of mutual interest between Saudi Arabia and Iraq and opportunities to strengthen cooperation across various fields in support of their shared interests. They also reviewed regional developments and ongoing efforts to support energy security and the stability of energy supplies.
