MPNSCS HANDS OVER UXO INFORMATION MANAGEMENT EQUIPMENT TO RSIPF-EOD

The Ministry of Police, National Security & Correctional Services (MPNS&CS) officially handed over essential equipment to the Royal Solomon Islands Police Force Explosive Ordnance Disposal (RSIPF EOD) department on Monday at Hells Point.

The handover ceremony was led by MPNS&CS UXO Coordination Office Director Mr. Benzily Kasutaba, who presented the equipment to RSIPF EOD. The new tools will support field operations by enabling EOD teams to use the Ministry’s Survey123 form to accurately collect, track, and report on unexploded ordnance (UXO).

Inspector Clifford Tunuki, Director of RSIPF EOD, received the equipment and emphasised its operational importance: “This UXO Information Management equipment is critical for RSIPF EOD because it enables accurate data collection, tracking, and analysis of unexploded ordnance. That capability is essential for public safety and for planning and carrying out effective clearance operations.”

Addressing the RSIPF EOD team at the handover, Director Benzily Kasutaba encouraged staff to familiarise themselves with the equipment and to continue strong collaboration between the National UXO Office and RSIPF EOD. “This handover is an important achievement for our office. The Government, through MPNSCS, remains committed to supporting our EOD operators so they can carry out safe and efficient field operations,” he said.

The Ministry expects the Information Management equipment to improve field data quality, speed up reporting, and strengthen coordination between government agencies involved in UXO clearance and public safety.

Minister John Tuhaika Jr Undertakes Official Visits to RSIPF and CSSI Facilities

The Minister for Police, National Security and Correctional Services (MPNS&CS), Honourable John Tuhaika Jr, has completed his first official visit to the Royal Solomon Islands Police Force (RSIPF) Headquarters and Correctional Service Solomon Islands (CSSI) facilities at Rove and Tetere, reaffirming the Government’s commitment to strengthening law enforcement, national security, and correctional services throughout the country.

The visits provided the newly appointed Minister with an opportunity to engage directly with senior leadership, officers, and staff, and to gain firsthand insight into the operations, challenges, and achievements of the nation’s key security institutions.

During his visit to the RSIPF Headquarters at Rove, Minister Tuhaika was accorded a ceremonial Guard of Honour and addressed officers, emphasizing the critical role of policing in maintaining peace, security, and public confidence. He commended officers for their dedication, sacrifice, and service to the nation and called for continued professionalism, integrity, and unity across the Force.

The Minister highlighted that a capable, disciplined, and future-ready police force is essential to safeguarding Solomon Islands’ development and prosperity.

At the Correctional Service Solomon Islands, Minister Tuhaika visited both the Rove Central Correctional Centre and Tetere Correctional Centre, where he met with management and staff and toured key facilities. His visit to Rove coincided with the official opening of the refurbished Gate Lodge Phase One at the Rove Central Correctional Centre, an important infrastructure development aimed at enhancing security, operational effectiveness, and working conditions for correctional officers.

Welcoming the Minister, CSSI Commissioner acknowledged that the visit marked the Minister’s first official engagement with the Correctional Service since assuming office and thanked him for demonstrating the Government’s commitment to supporting correctional services in Solomon Islands.

Minister Tuhaika commended CSSI officers for their dedication to maintaining safe, secure, and rehabilitative correctional environments. He acknowledged the important role correctional officers play in supporting rehabilitation and reintegration efforts, contributing to safer communities and national development.

The Minister also welcomed the continued support of development partners, particularly the Australian Government, whose assistance has contributed significantly to infrastructure development and institutional strengthening within the correctional sector.

Speaking at the conclusion of the visits, Minister Tuhaika said he was encouraged by the commitment and professionalism demonstrated by both RSIPF and CSSI personnel.

“The work carried out by our police officers and correctional officers is vital to maintaining peace, security, and stability in our country. I am committed to working closely with both institutions to strengthen their capacity, support reforms, and ensure they are well equipped to meet current and future challenges.”

The Minister reaffirmed the Government’s commitment to supporting both RSIPF and CSSI as key institutions within the law and justice sector and encouraged all officers to continue serving the people of Solomon Islands with integrity, discipline, and dedication.

Government Holds Consultation Retreat on National Security Bill Policy

The Ministry of Police, National Security, and Correctional Services last week held a two-day retreat consultation on the proposed National Security Bill Policy, bringing together key stakeholders to deliberate on strengthening the country’s national security framework.

Opening the retreat, Deputy Secretary for National Security, Anthony Kivolyn, welcomed participants on behalf of the Permanent Secretary and the Minister for Police, National Security and Correctional Services. He thanked stakeholders for their positive response and commitment to participating in the important consultation process.

Mr. Kivolyn emphasized that the consultation reflects the Government’s commitment to the principles outlined in the National Security Strategy, which promotes a whole-of-nation approach to addressing national threats and vulnerabilities.
He highlighted that national security extends beyond traditional security concerns and includes human security, economic resilience, and environmental sustainability.

“The proposed National Security Bill Policy aims to strengthen our national capacity to prevent, detect, and respond to security threats while promoting stability, development, and the rule of law,” Mr. Kivolyn said.

The proposed policy also outlines a national security structure consisting of several committees that will deliberate on national security matters. The proposed Bill seeks to provide the necessary legal backing for these structures.

Participants were encouraged to engage openly and constructively throughout the retreat to ensure the policy framework is practical, actionable, and suited to the Solomon Islands context.
Mr. Kivolyn noted that stakeholder input would play a critical role in ensuring the policy effectively addresses both current and emerging security challenges while balancing national security interests with the rights and interests of citizens.

The retreat is focused on three key objectives:
• Considering the key elements of the proposed National Security Bill;
• Sharing findings from the 2025 study tour to Vanuatu and Papua New Guinea; and
• Reviewing and revising the National Security Bill Policy Paper.

The Ministry reaffirmed its commitment to working collaboratively with all stakeholders to build a safer and more secure Solomon Islands.

RSIPF 105 new recruits to commence their intensive 20-week training program

The Honourable Jimson Tanangada, Minister of Police, National Security and Correctional Services, today addressed 105 new recruits at the Royal Solomon Islands Police Force (RSIPF) headquarters in Rove, marking the commencement of their intensive 20-week training program.

The recruits, comprising 70 males and 35 females from every province including Honiara, were selected through a rigorous process emphasizing diversity, fairness, and commitment to professionalism. Minister Tanangada highlighted the program's focus on producing constables with high knowledge, integrity, and honesty to enhance community safety and build public confidence in the RSIPF.

Over the next 20 weeks, recruits will receive comprehensive instruction from RSIPF academy staff, specialist instructors, and guest presenters from partner agencies such as the Chinese Police Liaison Team and the SIPSP New Zealand support program.

The updated curriculum covers Solomon Islands laws, ethical policing, community engagement methods, and practical skills to address modern challenges. Minister Tanangada urged the recruits to demonstrate full commitment, hard work, perseverance, and teamwork while adhering to academy standing orders.

"You are not just learning to uphold the law; you are training to be guardians of peace and justice," the Minister stated, emphasizing roles as mentors, advocates, and first responders against crime.

RSIPF and MPNSCS Conduct Consultation Workshop to Review Police Act 2013

The Royal Solomon Islands Police Force (RSIPF), in partnership with the Ministry of Police, National Security and Correctional Services (MPNSCS), has successfully concluded a three-day consultation workshop dedicated to reviewing the Police Act 2013 and identifying essential areas for legislative reform.

The sessions, held on April 15, 22, and 23, 2026, at the RSIPF Headquarters in Honiara, were facilitated by the RSIPF Legislative Review Working Committee and MPNSCS. The workshop convened a diverse group of participants, including RSIPF executive leadership, senior government officials, and representatives from the Ministry of Commerce, Industry, Labour and Immigration, the Ministry of Justice & Legal Affairs, and the Ministry of Fisheries & Marine Resources.

The primary objective of this initiative was to conduct a critical evaluation of the existing legislation to address current operational challenges and ensure the legal framework remains effective and responsive to the evolving policing landscape.

“This consultation reflects our collective commitment to strengthening the legal framework that governs policing in the Solomon Islands, ensuring that the Act remains relevant, responsive, and effective in addressing current and emerging challenges facing the country,” said Permanent Secretary Karen Galokale. “It also demonstrates our shared responsibility to uphold the rule of law, enhance accountability, and build public trust and confidence in the policing system”.

Beyond identifying legislative gaps, the workshop served as a vital forum for inter-agency dialogue regarding modern policing issues and coordination strategies. The recommendations developed during these sessions will directly inform the ongoing formal review process and proposed amendments to the Police Act. Following the completion of a comprehensive legal review report, the ministry plans to expand the process with nationwide consultations.

The Royal Solomon Islands Police Force (RSIPF) wants to build a strong and professional work force. In striving towards excellence, the RSIPF aim to recruit individuals who demonstrates the qualities needed for a policing career.
PLEASE TAKE NOTE OF THE FOLLOWINGS

1. Before the recruit course starts on 27 April 2026, you must attend an induction and briefing session on Saturday 25 April 2026 at 9:00am at the Police Academy, Rove.

If you do not attend, your place may offer to a reserve candidate.

2. You must bring the following items and documents:
• Police Clearance Certificate with receipt
• Medical pregnancy test certificate (for female candidates only)
• Bank account number
• NPF number
• Two pairs of sports shoes
• One drinking bottle
• One bag pack

You must bring all these items and documents before you can collect your offer letter from the Police Human Resources Office at Rove Police Headquarters.
If you fail to bring them, your offer letter may be withheld and your place may offered to a reserve candidate.

3. You must bring your offer letter to the induction and briefing session on Saturday 25 April 2026.
