𝐜𝐥𝐢𝐦𝐚𝐭𝐞 𝐚𝐜𝐭𝐢𝐨𝐧 𝐚𝐭 𝐂𝐎𝐏𝟑𝟎

Belem, Brazil- With strong global backing and over US$167 million pledged, COP30 served as an opportune occasion for the Pacific to convene at the Pacific Resilience Facility (PRF) Partners Roundtable Tok Stori, advancing Pacific-led solutions for climate resilience.

The Tok Stori, held on Tuesday 11 November was well attended by Pacific Political Champions, sovereign and multilateral investors, civil society, youth, and development partners to discuss investment opportunities, ratification progress and next steps for operationalising the Facility by 2026.

The Government of the Solomon Islands, in its capacity as Chair of the Pacific Islands Forum (PIF), was represented by Mr. Thaddeus Siota, Director of the Climate Change Division, who spoke on behalf of the Hon. Polycarp Paea (MP), Minister for Environment, Climate Change, Disaster Management and Meteorology.

Director Siota, commended the PRF, stating that it epitomised the theme of the 54th Pacific Islands Forum Leaders Meeting, hosted in Honiara, earlier this year, “Iumi Tugeda: Act Now for an Integrated Blue Pacific Continent, and that as a collective we are strengthening our resilience by establishing the PRF as our first Pacific led, owned and managed regional climate and disaster resilience financing facility for Pacific communities facing the existential threats of climate change.”

He continued, speaking on the power of working together, as a region, for a shared future.

"It means we are implementing our 2050 Strategy, for our Blue Pacific Continent, rooted in our collective and united desire to survive and thrive in a 1.5-degree world."

The PRF, endorsed by Pacific Leaders in 2025, through the historic signing of the PRF Treaty in Honiara, represents the region’s first Pacific-led, owned and managed climate and disaster financing facility.

The initiative is a bold response to the long-standing challenge of slow and unpredictable access to global climate finance for vulnerable island communities.

With an initial capitalisation target of US$500 million, the PRF aims to scale up to US$1.5 billion to help Pacific communities adapt, build resilience, and thrive in a 1.5°C world.

Solomon Islands and Nauru have pledged contributions as Member States, reinforcing the Pacific’s ownership and commitment to the Facility.

Further ratifications from Solomon Islands, Tuvalu, Vanuatu, Kiribati, and Fiji are anticipated ahead of the PRF’s entry into force in early 2026.

The PRF Talanoa will serve as a unifying platform for dialogue and partnership — “by the Pacific, for the Pacific”—bringing global attention to the Pacific’s resilience, innovation, and leadership in addressing the world’s most urgent climate challenges.

SIIVA Assessment in Komuniboli, Guadalcanal Province.

On November 3, 2025, the Climate Change Division (CCD) of the Ministry of Environment, Climate Change, Disaster Management and Meteorology (MECDM), alongside the Extension Division of the Ministry of Agriculture and Livestock (MAL), partnered with UNDP’s Governance For Resilience Development in the Pacific (Gov4Res) Project and the Climate Finance Capacity Support Programme (CFCSP) carry out a Solomon Islands Integrated Vulnerability and Adaptation Assessment (SIIVA) in Komuniboli community, Guadalcanal Province. This site was the sixth and final farm site evaluated this year under the UNDP Gov4Res initiative, following assessments in Isabel, Makira, Western, and Choiseul Provinces.

Like the previous assessments, this is to strengthen resilience in isolated and climate-sensitive communities by collecting valuable data on climate and development challenges. These findings will inform MAL’s extension services, helping them to design targeted development projects for vulnerable regions. The evidence gathered on climate and disaster risks will also support strategic planning and promote sustainable farming practices through MAL’s model farms.

During the assessment, CCD and MAL teams worked closely with local residents to document farming methods, environmental risks, and community adaptation strategies. Given agriculture’s central role in livelihoods, the initiative raised awareness and empowered communities to take charge of their resilience efforts. Through participatory sessions and open dialogue, SIIVA helped surface local priorities and ensured future adaptation plans align with national frameworks and policies.

The Solomon Islands Climate Change Division (CCD) is hiring 2 Geographical Information Systems (GIS) Officers.

Supporting the development of GIS to understand the nation’s vulnerability, the GIS Officers will conduct data collection, geospatial analysis and mapping across national and provincial projects to inform climate action planning, policy development and public reporting.

These roles are:
📈 Long-term embedded officer positions within the CCD.
📈 Based in Honiara, Solomon Islands.
📈 Open to national candidates of the Solomon Islands.
📈 Suitable for applicants with a degree in GIS, climate change, environmental science or a related field, and demonstrated experience using GIS and mapping software.

🌱SIIVA Assessment in Duadua, Choiseul Province

The Climate Change Division (CCD) of the Ministry of Environment, Climate Change, Disaster Management and Meteorology (MECDM), together with the Extension Division of the Ministry of Agriculture and Livestock, in partnership with UNDP’s Gov4Res Project, conducted a Solomon Islands Integrated Vulnerability and Adaptation Assessment (SIIVA) in Duadua, Choiseul Province. This marks the fifth farm site assessed this year under the Gov4Res Project, following sites in Isabel, Makira, and Western Province. The assessment, held on August 28th, aimed to enhance resilience in some of the most remote and climate-sensitive communities and ensure informative climate and development issues are captured.

Insights from the assessment will guide MAL’s extension services in tailoring development projects to vulnerable areas. The climate and disaster risk evidence-based data will support strategic planning and sustainable farm development (MAL model farms). 📊

CCD and the Extension Division of the Ministry of Agriculture and Livestock (MAL) engaged directly with locals to gather data on farming practices, environmental threats, and adaptive capacities. Agriculture being a key livelihood, the initiative helped raise awareness and empowered communities to lead their own resilience. SIIVA approach through interactive sessions and community discussions helped highlight local priorities, while aligning future adaptation initiatives with national policies and frameworks.

Ongoing SIIVA Assessment Conducted in Gnulahage, Isabel Province.

The Climate Change Division (CCD) of the Ministry of Environment, Climate Change, Disaster Management and Meteorology (MECDM), in partnership with the Governance for Resilient Development in the Pacific (Gov4Res) Project under UNDP, and with support from the Climate Finance Capacity Support Programme (CFCSP), has successfully conducted the Solomon Islands Integrated Vulnerability and Adaptation Assessment (SIIVA) in Gnulahage community in Isabel Province.

The Gnulahage community is the fourth farm site assessed this year, following the Makia farm in Makira and two farm sites in the Western Province. The assessment took place on Monday, 19th May 2025, as part of an ongoing initiative by CCD to identify climate vulnerabilities at the community level. This effort aims to enhance resilience in some of the most remote and climate-sensitive communities and ensure informative climate and development issues are captured.

The SIIVA process provided an opportunity for CCD, in collaboration with the Ministry of Agriculture and Livestock (MAL), to directly engage with local residents. The team gathered vital information on agricultural practices, environmental risks, and adaptive capacities—particularly important given that agriculture is the main livelihood source for many rural Solomon Islanders. The assessment played a critical role in raising awareness about climate change impacts and empowering communities to play a central role in building their own resilience. Interactive sessions and community discussions helped highlight local priorities, while aligning future adaptation initiatives with national policies and frameworks.

The Climate Change Division (CCD) of the Ministry of Environment, Climate Change, Disaster Management and Meteorology (MECDM), in partnership with the Governance for Resilient Development in the Pacific (Gov4Res) Project under UNDP, and with support from the Climate Finance Capacity Support Program (CFCSP), has successfully conducted the Solomon Islands Integrated Vulnerability and Adaptation Assessment (SIIVA) in Makia community, located on Ugi Island in Makira Province.

This milestone assessment, carried out on Wednesday, May 7, 2025, marks a key step forward in the country’s ongoing efforts to understand climate vulnerabilities at the community level and to enhance resilience in some of the most remote and climate-sensitive communities in the Solomon Islands.
