📝Measuring Change: Process Feedback Survey

Good development doesn’t stop at implementation…it checks back in.

In December 2025, enumerators returned for refresher training and Process Feedback survey preparation in Auki, Malaita. This step focused on:

☑️Refreshing survey skills and data ethics
☑️Testing feedback questionnaires
☑️Ensuring consistency with the overall process

By revisiting the same communities and participants, the process feedback survey helps capture perception of communities, members of the committees, provincial and central government officials regarding, what has worked, and what still needs attention.

Together, the KAP and Process Feedback surveys help ensure that community voices remain central throughout the journey🙌

🤝 From Listening to Planning and Governance: Bringing Communities and Institutions Together Through Structured Engagement

Across eight wards in North Malaita, community members took part in consultations and participatory workshops as part of the Area-Based Approach.

Through open discussions and focus group conversations, women, men, and youth shared their experiences, priorities, and concerns including development priorities, local governance, peacebuilding and social cohesion, inclusion, climate risks, and livelihood and market access.

At the institutional level, the initiative strengthened coordination between Ward Development Committees, Constituency Committees, and the Provincial Government. Through facilitated dialogue, roles and responsibilities were clarified, communication channels improved, and agreed protocols for collaboration were established. While modest in scale, these efforts represented an important step toward more transparent, inclusive, and coordinated local governance arrangements.

This process helped ensure that:
☑️ Community voices directly informed planning
☑️ Local realities shaped proposed solutions
☑️ Coordination across institutions was strengthened, with clearer feedback channels

From listening in villages to planning together, this is what development with communities looks like.

👂Listening First: KAP Survey Training

Before asking questions in communities, it’s important to ask the right questions in the right way.

In November 2025, enumerators from World Vision Solomon Islands, together with UNDP, took part in KAP survey training and a pilot survey in Auki, Malaita. The training focused on:

☑️Ethical and informed data collection
☑️Using mobile tools for accurate surveys
☑️Practicing interviews in real community settings

The pilot survey helped fine-tune questions and tools, ensuring they were clear, respectful, and relevant before rolling out the full household survey.

This KAP survey set the starting point helping us understand community conditions before programme activities began.

🗣️🙌Development works best when it starts with the people

Introducing the Area-Based Approach (ABA)

The ABA approach looks at a whole community’s its needs, strengths, and priorities rather than focusing on one issue at a time. By working closely with communities and local partners, this approach helps ensure that solutions are relevant, inclusive, and grounded in local realities.

At the heart of ABA is listening: understanding where communities are starting from, what matters most to them, and how change happens over time. That’s where community surveys come in.

📊Over the past months, UNDP and partners have been working alongside communities in eight wards of Northern Malaita to capture this picture through a Knowledge, Attitudes and Perceptions (KAP) Survey and again process feedback survey, generating evidence to support risk-informed planning and data driven development that communities and institutions can use moving forward.

⚡️We are committed to working with the 🇸🇧Ministry of Mines, Energy and Rural Electrification (MMERE) to position energy as an essential public service and also as a transformative engine for development.

Our joint MMERE-UNDP Energy Campaign builds from the 2024 National Energy Summit in Honiara, which highlighted the need for accessible, affordable and sustainable clean energy.

Hear from some of our key stakeholders as we continue a national dialogue around electricity reform, drawing attention to ways energy access shapes people’s lives and what can be done to improve it.

📢Want to have a say in this vital part of the country’s development? Our survey is still open, which aims to understand electricity access, usage, and needs from individuals, communities, and businesses to improve affordable and sustainable power for all.

⚡️Energy and the Future: A panel discussion on pathways towards better electricity availability, affordability and sustainability

On Friday 17 November 2025, the Ministry of Mines, Energy and Rural Electrification (MMERE) and UN Development Programme (UNDP) in Solomon Islands brought together major sectors involved in energy planning to share thought and conversations around Solomon Islands, about what a stronger energy sector can do for the country and how, together, all stakeholders can collaborate to deliver this for all Solomon Islanders.

This is part of a joint campaign aimed at informing the government’s energy planning process. With the intention to spark a national dialogue around electricity reform, drawing attention to ways energy access shapes people’s lives and what can be done to improve it.

Over the past couple of months, we have been surveying Solomon Islanders about their energy challenges, needs and ambitions.

Solomon Islanders with an interest in the future of the country’s electricity network are encouraged to participate so they can have a say in this vital part of the country’s development.
