Accreditation of the New IMF Resident Representative

The new Resident Representative of the International Monetary Fund (IMF), Mrs. Aissatou Diallo presented her credentials to the Minister for Foreign Affairs and Tourism, Mr. Sylvestre Radegonde, on Monday 05 December 2022 at Maison Quéau de Quinssy.

Minister Radegonde congratulated Mrs. Diallo for being the first Resident Representative of the IMF. He also expressed his appreciation to the organisation for all the support it has extended to the country over the years, especially during the COVID-19 pandemic.

On her part, Mrs. Diallo remarked: “I would like to acknowledge the excellent relationship between IMF and Seychelles and will endeavour to take our partnership to greater heights”.

Mrs. Diallo went on to commend Seychelles for the financial challenges it overcame as a nation and the efforts put into the economy’s stability, especially during the pandemic. She classified Seychelles as a good example in the sub-African region and stated that Seychelles is heading in the right direction, especially with the diversification of its tourism market.

The IMF Resident Representative added that Seychelles and Rwanda will be eligible to access new special fund at concessionary rates as part of a new pilot project being introduced by the IMF. “We want to be a good partner, making very judicious use of funds provided by the IMF”, commented Minister Radegonde.

Other topics discussed were the challenges being faced by the Tourism Industry and its effect on the economy as well as training opportunities for staff at the Foreign Affairs Department.

Mrs. Diallo is Senegalese and her appointment as IMF’s Resident Representative is for 3 years.

Also present at the meeting were Principal Secretary for Foreign Affairs, Ambassador Vivianne Fock Tave, and Director General for Multilateral Affairs, Amenda Padayachy.

43rd COMESA Meeting of Intergovernmental Committee and 43rd Council of Ministers Meeting.

High Commissioner Claude Morel, based in Pretoria, South Africa, and Permanent Representative to the Common Market for Eastern and Southern Africa (COMESA), represented Seychelles at the meetings of the 43rd Intergovernmental Committee and Council of Ministers held in Lusaka, Zambia, from 29th November to 1st December 2022.

The meetings, held under the theme of “Building Resilience through Strategic Digital Economic Integration”, allowed member states to review progress of several COMESA programmes directed at enhancing regional integration across the region. Interventions in the meetings centered on the role Seychelles has played in supporting specific activities under COMESA, such as Intra –African Trade and Infrastructure Programmes, as well as reaffirming the country’s commitment through continuous support for these initiatives.

Additionally, the Seychelles delegation requested that the modalities that are specific to island states be taken into consideration. One of the important outcomes of the meetings was the adoption of the COMESA Regional Blue Economy Strategy. In his intervention Ambassador Claude Morel stated that, as chair of the African Union Blue Economy chapter, Seychelles possesses the expertise and experience that will help to contribute significantly towards the organisation’s mandate aimed towards sustainable practices. Another important issue addressed during the meetings was the focus on maritime connectivity, and the need to have shipping lines in order to increase trade between the Indian Ocean islands and mainland Africa.

The Principal Secretary for Foreign Affairs receives the Ambassador-designate of the Republic of Korea

On Monday, 28 November 2022, the Principal Secretary for Foreign Affairs, Ambassador Vivianne Fock Tave, received the Ambassador-designate of the Republic of Korea, His Excellency Mr Kang Seokhee, at Maison Quéau de Quinssy ahead of his accreditation.

Seychelles and Korea enjoy a long-standing friendship dating back to 1976. The two countries have supported each other on issues relating to multilateralism and cooperated on international fora and other matters of mutual interests.

The meeting between the two diplomats focused on ways to bring a new impetus to the relationship and areas of cooperation. They also discussed the resumption of Seychelles - Korea Joint Commission on Bilateral Cooperation, noting that the last one was seven years ago. This would allow both parties to take stock of the existing cooperation and identify new areas in which the two countries could collaborate.

The Ambassador briefed the Principal Secretary on current affairs in the Korean Peninsula and their efforts toward maintaining peace in the region. Seychelles is a party to the Non-Nuclear Proliferation Treaty (NPT), the objective of which is to prevent the proliferation of nuclear weapons in the world and the promotion of cooperation in the peaceful use of nuclear energy.

As Seychelles maintains its advocacy for the specificities of SIDS to be at the forefront of global dialogues, Ambassador Fock Tave briefed Ambassador Seokhee on the work being undertaken on the development of a Multidimensional Vulnerability Index and sought Korea's support to advocate for the adoption of the MVI.

Also present at the meeting were high officials of the Ministry of Foreign Affairs and Tourism. Ambassador Seokhee was accompanied by the Honorary Consul for the Republic of Korea, Mr Conrad Benoiton, and diplomats from the Embassy of the Republic of Korea based in Addis Ababa, Ethiopia.

The government of Seychelles signs two Memoranda of Understanding under the high Impact Community Development Project Grant with the Government of India.

The signing of two Memoranda of Understanding (MoUs) under the High Impact Community Development Project (HICDP) grant financed by the Government of India took place in a short ceremony yesterday at Maison Quéau de Quinssy.

The two MoUs are (1) for the financing of a new access road in upper Petit Paris in the district of Cascade and (2) for the financing of two road access projects, the Adela road of Pointe Larue district and the Bodamyen road of Anse Aux Pins district.

The first MoU was signed by Mr Billy Rangasamy, Minister for Land Use and Housing, and Mr Sylvestre Radegonde, Minister for Foreign Affairs and Tourism on behalf of the Government of Seychelles and the newly accredited High Commissioner of India, H.E. Mr Kartik Pande on behalf of the Government of India.

The other MoU was signed by Mrs Rose-Marie Hoareau, Minister for Local Government and Community Affairs, and Mr. Sylvestre Radegonde, Minister for Foreign Affairs and Tourism on behalf of the Government of Seychelles and High Commissioner Pande signed on behalf of the Government of India.

In a press conference following the signing of the MoUs, Minister Rangasamy and Minister Hoareau thanked the Government of India for its continuous support in the development of infrastructure in the communities in Seychelles for the benefit of its people.

On his part, High Commissioner Pande stated: "India and Seychelles enjoy warm and cordial relations. India is a trusted development partner of Seychelles and these two MoUs signed today will further consolidate bilateral development cooperation."

The third MoU will be signed by Mr Justin Valentin, Minister for Education and High Commissioner Pande at a later date during the year.

The signing ceremony was witnessed by Principal Secretary for Foreign Affairs, Ambassador Vivianne Fock Tave, and other high officials of the Department of Foreign Affairs, Ministry of Lands and Housing and Ministry for Local Government and Second Secretary and Head Chancery of the Indian High Commission Mr Vikram Grewal.
