Pleased to welcome the Permanent Member of the Communist Party of Vietnam (CPV) Central Committee Secretariat Tran Cam Tu, along with other members of the Vietnam delegation to Singapore over the past two days.

Singapore and Vietnam share a warm and longstanding friendship, built through successive generations of leaders who have invested in strengthening ties and building trust between our two countries.

This marks the first Singapore-Vietnam Strategic Dialogue, where we exchanged perspectives on emerging challenges, and identified areas where we could work together bilaterally and regionally.

At the Dialogue, I spoke about the need to deepen cooperation, build capable future-ready governments, and harness technology amid a more complex global environment. I also shared the importance of values-based leadership and stewardship, and fostering strong citizen engagement and cross-government collaboration to serve the long-term national interests.

We had good discussions and exchanges on issues such as governance, public administration, and transformation to strengthen trust and facilitate closer cooperation.

I hope this Dialogue will help to build relationships between the next generation of Singaporean and Vietnamese leaders, as many of the opportunities we discussed will take time to materialise and the leaders on both sides will need to continue working together.

Looking forward to advancing our partnership with Vietnam and strengthening our cooperation further.

‘We, the citizens of Singapore…’

Every Singaporean knows the words that follow this sentence. These words from our National Pledge unite us as one people and one nation.

The National Pledge was first recited in schools in 1966. Today, 60 years later, we recited the same words as One Public Service at National Day Observance Ceremonies and celebrations across the island. The words are a timely reminder to ensure that the work we do will benefit our country and our people — not just today but for many generations to come.

Happy 61st Birthday, Singapore! Let us continue to work together to achieve happiness, prosperity and progress for our nation.

Senior public service leaders from Singapore and New Zealand gathered recently in Auckland, New Zealand for the 2nd Singapore-New Zealand Centre of Government Exchange, led by Singapore’s Head of Civil Service Mr Chan Heng Kee and New Zealand’s Public Service Commissioner Sir Brian Roche, as well as Secretary and Chief Executive of the Department of the Prime Minister and Cabinet Mr Ben King.

At the roundtable discussion, Singapore shared Singapore’s approach to public sector transformation (PST) and building a future-ready Public Service. Singapore and New Zealand also exchanged perspectives on how both countries’ Public Services are responding to fiscal constraints, resilience, and rapid technological changes. These discussions opened new possibilities for collaboration in areas such as digital and AI capabilities, system stewardship and human capital development.

Such exchanges remind us that every bridge built with our international counterparts creates opportunities to learn from diverse perspectives and deliver better outcomes for Singapore and Singaporeans.

Heartiest congratulations to the 74 Public Service Commission scholars who received their awards today — they will be our future public officers!

In my speech, I shared about my own journey — from receiving my scholarship 38 years ago, to the lessons I learnt when I was serving in the SAF.

I encouraged our scholars to:
•⁠ ⁠be grounded and humble in service
•⁠ ⁠give meaning to every task they do, no matter how small it is
•⁠ ⁠build teams that last
•⁠ ⁠and build relationships within and beyond Singapore’s shores.

I hope all our young public officers will carry these lessons with them and take Singapore beyond SG100 — a milestone that would see us defy the odds of history.

I wish you all the very best as you embark on your studies and I look forward to seeing the contributions you will make to Singapore in the years ahead!

Singapore and Hong Kong share a longstanding partnership and commitment towards strengthening public service excellence.

Recently, Singapore hosted the 8th Singapore-Hong Kong Permanent Secretaries Exchange Programme (PSEP), which brought together senior leaders from the Singapore Public Service and the Hong Kong Civil Service.

Led by Singapore’s Head of Civil Service Chan Heng Kee and Hong Kong Permanent Secretary for Civil Service Shirley Lam, the PSEP saw delegates participate in a fruitful exchange of ideas on three key topics: (1) the opportunities and challenges presented by AI; (2) engaging citizens on public policies; and (3) urban planning that meets present needs while preserving future flexibility.

The delegates visited the Punggol Digital District and the ServiceSG Centre @ One Punggol, where they got a closer look at Singapore’s efforts in digital innovation and the delivery of integrated public services to citizens. Both the Singapore and Hong Kong delegations also experienced our “housing-in-a-park” architecture in the Dawson HDB estate—an example of how mature Singapore housing is rejuvenated under the Remaking our Heartland initiative.

As the Singapore and Hong Kong civil services continue to explore ways to better respond to evolving needs, platforms like the PSEP provide valuable opportunities for mutual learning, collaboration, and the exchange of ideas to better serve our people.

Today, Vietnam's Minister of Foreign Affairs Mr Le Hoai Trung and I exchanged a Memorandum of Understanding (MoU) on cooperation for the Singapore-Vietnam Strategic Dialogue (SVSD).

The PSD Singapore and Ministry of Foreign Affairs of Vietnam have agreed to jointly organise the SVSD under the ambit of the Comprehensive Strategic Partnership between both countries.

The SVSD is the first regular, high-level forum that brings together senior leaders from both countries and will be a platform for the public services of both countries to exchange views and approaches on matters such as those related to governance, public administration, and digital transformation. It reflects our countries’ shared commitment to deepening cooperation and exchange on issues of mutual interest.

I look forward to meeting our Vietnam friends again in August, when Singapore hosts the inaugural SVSD.

From concept to community impact — shaped by the people it serves.

Since 2018, the Public Service has been working hard to integrate services to become more citizen-centric. And ServiceSG is one example.

With the opening of ServiceSG Centre Ang Mo Kio, there are now 10 ServiceSG Centres across Singapore — a reflection of how the Public Service continues to transform the way we serve, making services more inclusive and accessible for all.

Residents played a key role in shaping this latest centre. Through early engagement and feedback, the ServiceSG team co-created a space that reflects the community's needs — from its look and feel to how services are delivered.

Behind the seamless experience is a One Public Service effort. ServiceSG worked with co-locating government agencies to redesign workflows, implement inclusive features, and prepare the team for day-to-day operations at the centre.
