Welcome to the official page of the Agency for Care Effectiveness (ACE). Established by the Ministry of Health, the Agency for Care Effectiveness (ACE) is the national Health Technology Assessment (HTA) and Clinical Guidance Agency in Singapore. We support providers, patients, and payers make better-informed decisions about patient care. We achieve this by conducting health technology ass

essments (HTAs), publishing healthcare guidances and providing education. HTA

Established by the Ministry of Health in 2015, we are the national HTA agency in Singapore. We conduct technical evaluations that inform funding decisions for health technologies, and drive their appropriate use by:

• Publishing technology guidances on the clinical effectiveness, safety, and cost-effectiveness of health technologies;
• Conducting value-based pricing negotiations with manufacturers to ensure that prices of patented health technologies are commensurate with the outcomes they deliver for patients and the Singapore health system;
• Tracking utilisation and outcomes related to funded health technologies to study the impact of funding decisions;
• Developing and implementing adoption strategies within public healthcare institutions to drive uptake of technology guidances. Clinical Guidance

We develop and publish clinical guidances that provide concise, evidence-based recommendations to inform specific areas of clinical practice. Healthcare Professional Education

We assist healthcare professionals to apply the best available evidence in their practice through collaborative continuing professional education. Healthcare Consumer Education

We provide information and tools for patients and caregivers to help them find out more about different medical conditions and treatment options, and to take part in shared decision-making with their clinicians about their healthcare needs. On 13 May 2026, ACE's Consumer Engagement and Education (CEE) team welcomed Consumer Panel members as they begin a new term, during a productive meeting focused on strengthening patient involvement in healthcare decision-making.

Together, we discussed how the Panel can play a greater role in ACE's work including strengthening patient involvement across ACE’s activities, enhancing stakeholder understanding of ACE’s role, maximising the reach and impact of our consumer education efforts, and demonstrating the Panel's influence on healthcare decision-making in Singapore.

A big thank you to all Panel members for your valuable insights and thoughtful suggestions. We look forward to continuing our collaboration to further strengthen patient involvement in health technology assessment (HTA) in Singapore!

ACE was proud to present at a workshop hosted by the Centre for Innovation in Regulatory Science, held from 3-5 March in Kuala Lumpur! The workshop brought together stakeholders from regulatory agencies, HTA bodies, industry and patient organisations to explore how to build capacity for patient involvement in regulatory and HTA decision-making across the Asia-Pacific region.

Valuable insights were shared during the workshop – Senior Advisor Fiona Pearce presented on global versus Asia-Pacific patient involvement practices, drawing from recent HTAi 360 studies, while Senior Specialist Mr Shawn Quek discussed approaches to building capacity for patient involvement in Singapore's HTA process.

We congratulate CIRS on delivering such an informative session and look forward to future workshops.

In a health technology assessment (HTA), the PICO framework, which stands for Population, Intervention, Comparison, and Outcome, is used to define the research question that the HTA aims to answer. It also helps develop clear search terms to find the best available evidence to inform the assessment.

Hypertension is often called a “silent” condition — but its effects are far from invisible.

In Singapore, more than 1 in 3 adults has hypertension, and over half remain undiagnosed. If left unmanaged, it can lead to serious complications such as stroke, heart disease, and kidney damage.

Managing hypertension involves more than just lowering blood pressure. It includes understanding overall cardiovascular risk and taking appropriate steps — from lifestyle changes to treatment where needed.

🎉We are pleased to share that ACE has published two articles in the International Journal of Technology Assessment in Health Care, highlighting Singapore's journey in strengthening patient involvement in health technology assessment (HTA)!

📄The first publication - "Patient involvement in health technology assessment: a new process in Singapore" describes ACE’s approach to identifying relevant local patient organisations through stakeholder mapping, co-developing processes with these organisations, and building capacity to support meaningful patient input.

📄The second publication - "Establishing a Consumer Panel to Inform Health Technology Assessment Processes and Policy: impact and insights from Singapore's experience", outlines ACE's approach to establishing the Consumer Panel and highlights its contributions. These include co-developing patient involvement processes and educational resources, supporting health literacy efforts, and strengthening collaboration between ACE and patient communities. Panel members Prof Lau Tang Ching and Dr Ritu Jain also contributed to this article as co-authors.

These publications demonstrate ACE’s ongoing efforts to strengthen patient voices in healthcare decision-making.
