What does it take to lead adaptively in a complex world? That was at the heart of a three-day Study Visit jointly organised by Civil Service College Singapore and the Royal Academy of Management (RAM) in Muscat, the Sultanate of Oman, for Omani participants from 7 to 9 April 2026.

From classroom sessions on governance and public sector transformation to learning visits at the Urban Redevelopment Authority's Singapore City Gallery and One Punggol, participants explored how Singapore's Whole-of-Government approach translates from policy to practice.

The programme wrapped up with a heartfelt reflection session and a rich dialogue on what it means to lead adaptively in today's complex world.

It was a wonderful three days of learning, sharing, and connecting. We hope our friends from the Sultanate of Oman bring home insights that inspire, and we look forward to further collaboration with RAM in the future!

Civil Service College Singapore (CSC) was honoured to participate in the GovHR Forum 2.0 hosted by the Academy of Public Administration (APA) of Kazakhstan on 19 June 2026 in Astana.

CSC shared insights on how innovation and emerging technologies are reshaping HR processes in the Singapore Public Service. During the Panel Session on Public Value, CSC International Executive Director Mr Christopher Pragasam spoke on two key focuses: how HR reform builds the institutional trustworthiness that sustains public trust, and how meritocracy in HR processes delivers fairness, effectiveness, and legitimacy, thereby strengthening the quality of public service delivery.

Beyond the forum, CSC had meaningful engagements with APA, Agency of the Republic of Kazakhstan for Civil Service Affairs (ACSA), Kazakhstan Agency of International Development (KazAID), and Nazarbayev University Graduate School of Public Policy (NU GSPP), with rich exchanges on leadership development, capability building, and opportunities for deeper collaboration. We look forward to deepening our partnerships with our Kazakhstan partners!

Five days, five themes, and plenty of food for thought.

Civil Service College Singapore was thrilled to host participants from Qatar's Government Rising Leaders Programme for a five-day Learning Journey from 20 to 24 April 2026, in partnership with Qatar Leadership Centre!

The programme took participants from smart city planning at the Urban Redevelopment Authority's Singapore City Gallery to seeing how NorthLight School reimagines education for diverse learners. A highlight was the self-directed Exploratory Mission, where participants ventured out across our sunny island to experience how Singapore's policies come to life before coming together to share their observations.

Rounding off the week were insightful dialogues on leadership in a disruptive era and futures thinking — conversations that are especially relevant for public sector leaders navigating an increasingly complex world.

To our friends from Qatar, thank you for your energy, curiosity, and the rich exchanges throughout the week. We hope to see you again and look forward to more collaborations with Qatar Leadership Centre ahead!

As we conclude the Connect ASEAN Leaders (CAL) Programme, we reflect on five days of meaningful exchange, new perspectives, and lasting connections forged across ASEAN. 🌏

On the final day, our participants engaged in an insightful Closing Dialogue — "Power Beyond Borders" — with Mr Chan Chun Sing, Coordinating Minister for Public Services and Minister-in-charge of the Public Service. It was a fitting close to a week of rich and candid conversations about the challenges and opportunities that lie ahead for our region.

We are honoured to have brought together this remarkable group of senior public service leaders, and deeply grateful to all our speakers, hosts, and partners who made the CAL Programme such a rewarding experience. To our participants — thank you for your openness, your generosity of spirit, and the warmth you brought to every session. We hope the friendships and connections made here will continue to grow long after the programme has ended.

From the classroom to the field — the Connect ASEAN Leaders (CAL) Programme was packed with learning at every turn!

Our participants dived deep into the themes shaping Southeast Asia: digitalisation and AI governance, healthcare and pandemic preparedness, climate change and sustainability, and the shifting dynamics of a multi-polar world. They heard from leading voices in government, academia, and industry, and engaged in candid, facilitated discussions that drew on the diverse experiences each participant brought to the room.

Beyond the sessions, participants also went on learning journeys to Amazon Web Services, ITE College West, and Commonwealth Capital — exploring how technology and climate change is re-shaping the future.

And of course, no programme is complete without some time to unwind — participants also enjoyed an evening together at Gardens by the Bay, taking in one of Singapore's most iconic landmarks.🌿

We are grateful for every participant's active engagement, as well as the resource persons’ and learning journey hosts’ contribution to the richness of perspectives shared throughout the week!

The Connect ASEAN Leaders (CAL) Programme got off to a wonderful start!

On 19 April, Participants from across ASEAN came together for a casual Pre-Programme Dinner — a chance to get acquainted before the week ahead. The following evening, Ms Tan Gee Keow, Permanent Secretary (Public Service Division), Prime Minister's Office, officially welcomed everyone to Singapore at the Welcome Dinner. 🍽️

It was a warm and convivial start to five days of learning, dialogue, and friendship.

On 23 January, Civil Service College Singapore (CSC) had the pleasure of hosting Dr Subho Banerjee, Deputy Commissioner, Head of the Australian Public Service Academy (APSA) and Capability, Australian Public Service Commission. Dr Banerjee's visit coincided with his attendance at the Global Government Summit, providing an excellent opportunity for knowledge exchange between our organisations.

The discussions were enriching as we explored current trends in public sector learning and capability development. We shared insights on our respective journeys towards performance-anchored learning approaches and discussed how AI-powered learning innovations hold significant potential for transforming public sector development.

These exchanges highlight the value of international collaboration in advancing public sector capability development, and we look forward to continued partnership between our organisations! 🇸🇬🇦🇺

On 23 January, Civil Service College Singapore (CSC) welcomed Mr Esala Nayasi, Deputy Secretary General of the Pacific Islands Forum.

DSG Esala was keen to learn about Singapore's leadership development framework and CSC's approach to developing public sector leadership competencies. The meeting sparked engaging discussions on leadership milestone programmes, values integration across the civil service, and CSC's existing engagements with the Pacific. There were also discussions on potential collaboration opportunities and how CSC could support Pacific leadership development through our international programmes and consultancy work.

We were glad to host DSG Esala and look forward to future collaboration opportunities with the Pacific Islands Forum in capacity building and leadership development!

On 16 December, Civil Service College Singapore (CSC) welcomed H.E. Counsellor Shireen Al Zadjali, Chargé d'affaires of the Embassy of the Sultanate of Oman, and a delegation from the National Defence College of Oman, led by Rear Admiral Ali Bin Abdullah Bin Mohammed Al Shidi, Commandant of the National Defence College (NDC).

The officials were participants of a leadership development course by the NDC, which included a study visit programme to Singapore. As part of their visit to CSC, the delegation was keen to learn about capacity building capabilities across the Singapore Public Service and approach to developing public sector leadership competencies. The meeting sparked engaging discussions on training approaches for public sector officers, performance management, and CSC’s executive leadership development programmes. There were also discussions on how CSC could bring the Singapore experience to Oman via the programmes organised by NDC.

We were glad to host the delegation and look forward to future collaboration opportunities with NDC in capacity building and leadership development! 🇸🇬🇴🇲

Civil Service College Singapore (CSC) concluded our working visit to the Gulf States with a stop in the United Arab Emirates (UAE) from 4-5 December 2025.

The CSC team engaged with our key partner - the Department of Government Enablement - Abu Dhabi (DGE) / Gov Academy in Abu Dhabi and visited Mohammed Bin Rashid School of Government (MBR School of Government) in Dubai.

We had valuable exchanges on leadership development and capability building, sharing our experiences, and exploring opportunities for collaboration. We look forward to translating these discussions into meaningful collaborations and strengthening our partnership with the UAE!🇸🇬🇦🇪
