HCSA Community Services HCSA Community Services supports and empowers the vulnerable through 4 signature programmes: HCSA Highpoint, HCSA Dayspring, HCSA SPIN and HCSA Academy

HCSA Dayspring Residential Treatment Centre provides a safe and healing living environment for teenage girls who have been repeatedly abused, by applying effective clinical therapies to help them become healthy individuals. HCSA Dayspring SPIN (Single Parents INformed, INvolved and INcluded) began in 2017 and enables single parents with limited support to make informed decisions and strengthen the

ir social support network. HCSA Academy is an Approved Training Organisation (ATO) that offers a six-week course based on the Food Services Skills framework by SkillsFuture Singapore. Graduates will receive the highly coveted WSQ Higher Certificate in Food Services (Culinary Arts) and will be aided in job placements. HCSA Highpoint helps former drug offenders attain more permanent housing, gainful employment, and financial independence, in order to live a addiction-free life and successfully reintegrate into society.

Today, on World Hepatitis Day, we are proud to announce a powerful new partnership. The HCSA Educate, Test, Treat (ETT) Initiative has officially joined hands with the Singapore Anti-Narcotics Association (SANA)! 🤝

A special and heartfelt thank you to our wonderful supporters Tzu-Chi Foundation SG 慈济基金会 and Gilead Sciences for their steadfast partnership and continued commitment to this initiative.

Together, we are breaking down barriers, eliminating stigma, and bringing accessible Hepatitis C (HCV) screening, treatment support, and vital linkage-to-care deeper into our community. HCV is curable, and no one should have to walk their health journey alone. 💙

A mulligan in golf is a second chance. At HCSA, it's a reminder that second chances can change lives. 💙⛳

What a memorable day at the HCSA x Caring Touch Charity Golf & Dinner 2026, held on 17 July at Laguna National Golf Resort Club.

Centred around the theme "Mulligan", the event celebrated the power of second chances—a fitting reflection of HCSA's mission to journey alongside individuals and families as they rebuild their lives with hope and dignity.

Not even the rain could dampen our spirits! 🌧️✨ From the golf course to the dinner, the unwavering support of our sponsors, donors and partners made the day truly meaningful.

We were deeply honoured to welcome our Guest of Honour, Minister of State Mr Goh Pei Ming 吴培铭, whose presence and endorsement of HCSA's mission encouraged us all to continue creating opportunities for second chances.

One of the evening's most moving moments came from OWENA, the alumni group from HCSA Dayspring, who courageously shared their stories through a heartfelt monologue. Their resilience deeply touched everyone present. The evening culminated in a beautiful tribute by OWENA member Natasha, whose heartfelt performance left not a dry eye in the audience.

To everyone who supported this special evening, thank you for believing that every person deserves the opportunity to begin again. Together, we are making second chances possible.

For many, a second chance means more than rebuilding a life — it also means reclaiming their health.

Through HCSA Highpoint's Educate, Test, Treat! (ETT) initiative, Singapore's first halfway house-led Hepatitis C education, screening and treatment programme, former drug offenders have been given access to free HCV screening and the subsidised treatment support they need to complete their recovery journey.

Since its launch, the initiative has reached hundreds of former drug offenders across participating halfway houses, with many individuals successfully completing treatment and living HCV-free lives. Behind every number is a story of hope.

As we approach World Hepatitis Day on 28 July, we're excited to share an important announcement about how the ETT initiative is expanding its reach through new collaborations to bring Hepatitis C education, screening and treatment to even more individuals in the wider desistor community.

Stay tuned as we continue working towards a future where no one is left behind in their journey towards health, recovery and reintegration.

"Every golfer knows not to let one bad hole define the rest of the game. The same is true in life. The greatest Mulligan isn't another shot on the course—it's the second chance we choose to giv someone."

Despite the rain last Friday, the spirit on the course never wavered as more than 110 golfers came together in support of the HCSA × Caring Touch Charity Golf.

Inspired by golf's Mulligan concept, many participants embraced our Mulligan for Second Chances, purchasing Mulligan tokens that symbolised far more than an extra shot—they represented a shared belief that no one should be defined by their past, but instead be given the opportunity to begin again.

The evening was made even more meaningful through heartfelt performances by HCSA Dayspring's alumni, moving stories of healing and resilience, and an inspiring address by Minister of State Mr Goh Pei Ming 吴培铭, who reminded us that lasting transformation happens when a community chooses to show up for one another.

As HCSA celebrates 30 Years of Giving a Future and a Hope, we are deeply grateful to Caring Touch Golf, our sponsors, golfers, donors, volunteers and partners for helping to build a community where second chances are made possible.

Leadership is ultimately about stewardship — of people, purpose and possibility.

As HCSA Community Services marks our 30th anniversary, we are honoured to see our CEO, Andrew Tay, featured by Robb Report Singapore in a profile story exploring leadership, social impact and HCSA’s next chapter.

In the interview, Andrew reflects on HCSA’s 30-year journey, the evolving meaning of philanthropy, the future of the social service sector, and what it takes to lead with both head and heart — ensuring that both staff and beneficiaries are cared for.

🌸 Hope In Bloom Charity Luncheon for HCSA SPIN 🌸

What a meaningful afternoon of stories, inspiration and community spirit as supporters, partners and friends gathered to uplift single-parent families through HCSA SPIN.

Our emcee, Kimberly Anne Tan, welcomed our guests with an introduction to HCSA SPIN and the important work of empowering single parents and their children through social support, practical resources and a caring community.

We were privileged to have Mayor Denise Phua Lay Peng as our Guest-of-Honour, who honoured the courage and resilience of single parents who navigate the demands of caregiving and providing for their families every day.

Jeanne, Head of HCSA SPIN, shared about the programme's beginnings and reflected on a particularly moving full-circle moment: one of the single parents she supported in the early days was present at the luncheon with her daughter — now one of the performers for the event.

The afternoon was further enriched by beautiful performances from SPIN beneficiaries Nicole and Lili, together with Karyn Wong 黄诗敏 on the Smart Guitar.

We would also like to express our sincere appreciation to Richard Tan and Arina International Holdings Pte Ltd for their generous donation.

Most importantly, thank you to everyone who contributed through your time, effort, partnership and generosity. Because of our collective support, we raised $243,000 to empower single-parent families and strengthen their futures.

Through trauma-informed care, counselling and a safe, structured environment, HCSA Dayspring empowers young trauma survivors to rebuild trust, confidence and hope for the future.

This upcoming golf event is more than a game — it is an opportunity for our community to come together in support of healing, dignity and second chances.

The past does not define the future.

At HCSA Community Services, we believe everyone deserves a chance to rebuild — from individuals reintegrating after incarceration, to those recovering from addiction, trauma survivors and single-parent families.

Everesting for Second Chances is a community movement that invites people from all walks of life to push their limits through cycling and running, while standing in support of vulnerable individuals rebuilding their lives.

From 1 June to 31 July 2026, participants will take on the challenge as a symbol of restoration, reconnection and reintegration.

Because every climb reflects the uphill journey towards hope and healing.
And every step forward helps someone else take theirs.
