Established in 1992, the Singapore Cooperation Programme (SCP) is Singapore’s way of contributing to the international community. Singapore benefited from technical assistance in our early nation-building years and the SCP is our way of giving back. As a small island state with no natural resources, Singapore believes that human resource development is key to a country's sustainable development an

d progress. Working with more than 50 international and local partners, we have shared our development experiences with close to 150,000 government officials from over 180 countries, territories & intergovernmental organisations.

For Small States, digital technologies can be a powerful catalyst for change, to uplift communities and improve lives.

16 senior officials from Forum of Small States (FOSS) Member States recently gathered in Singapore for the FOSS Executive Programme on “Digital Governance, Cybersecurity and AI Adoption for Public Service”, conducted under the FOSS for Good Package, in partnership with United Nations Development Programme - UNDP.

Through panel discussions, case studies, peer learning exchanges and a learning journey to ITE College East, participants explored how whole-of-government and whole-of-society approaches to digital transformation can help build a resilient and future-ready Public Service.

West Africa has one of the world’s youngest populations. Technical and Vocational Education and Training (TVET) helps turn that youth potential into skills, jobs and growth.

From 11 to 22 May 2026, the SCP partnered with the Ghana TVET Service and ITE Education Services - ITEES to deliver the TVET Leadership and Management workshop in Ghana for West African officials. The programme focused on system-level levers such as curriculum, assessment, pedagogy, staff development and industry partnerships.

As the inaugural course under the Singapore-Africa Partnership Leading to Growth and Sustainability (SAPLINGS) Package, this course marks a new chapter in Singapore’s partnership with Africa, reinforcing our shared commitment to closer cooperation. Unveiled in 2025 by Prime Minister Lawrence Wong, the SAPLINGS Package supports capacity building across priority areas like sustainability, digitalisation, and trade facilitation in Africa.

When faced with a crisis, preparedness isn’t improvised–it’s built ahead of time.

The SCP has once again partnered with Toronto Centre in bridging theoretical regulations and real-work financial management.

From 25 to 29 May 2026, senior African officials participated in Toronto Centre’s Certified Financial Supervisor (CFS) Crisis Preparedness Programme in Cape Town, South Africa. Building on the first module’s technical foundations, participants progress from individual expertise to coordinated crisis decision-making through crisis simulations, contingency planning, and cross-agency collaboration.

The SCP is proud to support our alumni as they continue to deepen their expertise and grow into effective financial sector supervisors. Here’s to our continued partnership with Toronto Centre in Africa and beyond!

No two countries experience climate change in exactly the same way, so sharing experiences can help us find more resilient and sustainable pathways forward.

This June, city leaders and senior officials from 9 Pacific Islands Forum (PIF) member states gathered in Singapore for SPARKS Module 3: Towards Climate Resilience and Urban Sustainability for the Pacific — the final chapter of a three-year journey designed to strengthen urban governance, planning and climate resilience.

Launched for PIF member states in 2023, the Singapore-Pacific Resilience and Knowledge Sharing (SPARKS) Package supports capacity building in priority areas such as climate resilience.

As this three-year programme draws to a close, we hope the experiences shared and partnerships built will continue to support our in strengthening climate resilience back home!

What does leadership for a country’s next chapter look like?

For 25 officials from 19 ministries and government agencies in Timor-Leste 🇹🇱, it began with the inaugural Young Leaders’ Programme under the SCP’s Enhanced Singapore–Timor-Leste ASEAN Readiness Support (eSTARS) Package.

Delivered in two parts, the programme began with a virtual introductory module followed by a five-day in-person course. It offered participants a closer look at Singapore’s experience in governance, public administration, economic development and leadership.

Through dialogues, action projects and learning journeys, participants explored ideas to support a resilient, forward-looking public service in Timor-Leste. One such visit brought them to Singapore Polytechnic, where they saw how Institutes of Higher Learning nurture a future-ready digital workforce.

Singapore and the Republic of Korea recently marked a new milestone under the Singapore-Republic of Korea Third Country Training Programme (SIN-ROK TCTP), where we concluded three years of collaboration on a Digital Economy and Cooperation programme for Southeast Asia countries.

During the week, we met our counterparts from the Korea International Cooperation Agency (KOICA) 한국국제협력단(Korea International Cooperation Agency) to review our fruitful partnership under the SIN-ROK TCTP and to discuss future capacity-building collaboration in new and emerging areas.

Alongside the meeting, 20 government officials from across Southeast Asia attended a course on Capacity Building on Digital Economy and Cooperation in Singapore, delivered by IPOS International and trainers from Korea University, which combined policy discussions with applied learning through learning journeys in Singapore. Programmes under the SIN–ROK TCTP support public officers across the region to drive real-world policy outcomes.

Through the Cambodia-Singapore Cooperation Centre, Singapore continues its capacity-building efforts on the ground, offering targeted courses that respond to Cambodia’s evolving development needs, while promoting mutual learning and exchange. Here’s to deeper Cambodia-Singapore cooperation, built on knowledge exchange and friendships that continue to grow! 🇸🇬🇰🇭

Strong Borders are built not just at checkpoints, but through trusted partnerships and shared expertise across the region.

At the 14th ASEAN Border Leadership Exchange (ABLE) Programme, Immigration & Checkpoints Authority and the SCP jointly hosted 15 senior immigration and customs officials from across ASEAN. Participants got a close look at Singapore’s border operations, and learnt about Singapore’s approach, including its journey in technology innovation and AI. Tours of the ICA Heritage Displays, Woodlands Checkpoint, Ports Command and INTERPOL Headquarters reinforced the importance of strong operations and partnerships in effective border security.

By bringing diverse perspectives, participants strengthened collaboration on shared border security challenges. We are proud that ABLE continues to bring partners together to enhance regional border security.

We concluded the second workshop under the Singapore-Brazil Third Country Training Programme in Florianópolis, Brazil! 🇧🇷

This workshop on Food Safety brought together 25 officials from 10 Latin American and Caribbean countries to learn Singapore’s food regulatory approaches and Brazil’s expertise in animal and plant inspection systems perspective as an import-dependent nation, while Brazil contributed deep expertise as a key food exporter – supporting more resilient and reliable food systems across regions. Excited for more courses ahead as we continue harnessing our mutual knowledge and experiences to benefit our friends worldwide!
