NCSS was pleased to welcome representatives from the Hong Kong Council of Social Service (HKCSS ้ฆ™ๆธฏ็คพๆœƒๆœๅ‹™่ฏๆœƒ) and The Hong Kong Federation of Youth Groups (HKFYG) ้ฆ™ๆธฏ้’ๅนดๅ”ๆœƒ, who visited Singapore last month to learn more about NCSS' approach to sector evaluation and translational research.

During their visit, we shared how our Sector Evaluation Framework (SEF) measures sector-level progress and outcomes, and how translational research can bridge research, policy, and practice to drive meaningful change on the ground.

The exchange gave us valuable perspectives on research approaches, measurement frameworks, and evidence-informed decision-making โ€” a reminder that the challenges and opportunities in strengthening social service systems are ones we navigate together, whether in Singapore or elsewhere.

NCSS is committed to building a stronger, more evidence-informed social service sector by learning from and with peers across the region. We look forward to continued collaboration as we work towards building resilient, impactful social service sectors for the communities we serve!

๐Ÿ† We are heartened to announce that our Service Delivery team, led by Ms Jerica Goh, has been recognised with the Stakeholder Recognition โ€“ Leadership Award at the SHINE Youth Care Local Network (YCLN) West Appointment & Awards Ceremony 2026.

This recognition reflects NCSSโ€™ commitment to strengthening support for youths and empowering them to become leaders and positive influences among their peers.

YCLN West is a multi-agency network that brings together partners across sectors to coordinate support for children and youth in the community, while facilitating learning and collaboration among partners.

Through our work as sector developer, NCSS partners agencies like SHINE to enhance programme development, foster strategic collaborations, and advance a more coordinated and resilient social service ecosystem.

Working closely with SHINE to convene stakeholders, our Service Delivery team guides the evaluation and continued development of the Youth Community Outreach Patrol (COP) programme, and drives efforts to scale this leadership development initiative across more schools, making a meaningful difference and contributing to safer, more caring school and community environments. ๐Ÿซฑ๐Ÿผโ€๐Ÿซฒ๐Ÿผ๐ŸŒฑ

๐Ÿ’ฌ Amid growing concerns over behavioural addictions such as excessive gaming, po*******hy consumption, and problematic cyber or social media use, NCSS has brought together 10 social service agencies (SSAs) in a three-year partnership to make help more accessible in the community.

โ€œASPIREโ€, or the Addiction Support Programme for Inclusion, Recovery and Empowerment, seeks to strengthen behavioural addiction support within counselling services offered by participating SSAs. WE CARE Community Services will provide training, clinical supervision and mentoring to nine other SSAs to build their capability in delivering behavioural addiction support services. ๐Ÿ’ช

The initiative comes as social service agencies reported a rise in new behavioural addiction cases, from more than 520 in 2020 to over 780 in 2024, with shame, stigma, and denial often delaying treatment.

By partnering with agencies that already serve diverse community needs, ASPIRE will test triage, primary intervention, and clear referral pathways for complex cases, to help individuals receive the right assessment and services earlier and more seamlessly.

I recently joined NCSS Singapore to thank our outgoing Board Members for their contributions and welcome our incoming Council Members.

Over the past two years, our Board Members have brought valuable experience, ideas and commitment to strengthening our social service sector. I am grateful for their service and the strong foundation that they have helped to build. NCSS plays an important role as the Sector Developer โ€“ building capabilities, fostering partnerships, and shaping a future-ready and innovative social service sector that improves quality of life.

We are especially proud to celebrate our former President, Ms Anita Fam, recipient of the Meritorious Service Medal, our Chairman, Mr Gregory Vijayendran and former Board Member, Dr Teo-Koh Sock Miang, recipients of the Public Service Star.
