Day Two of Supervision Mission Highlights Teacher Accountability and School Development
Freetown, Sierra Leone – July 16, 2025
The second day of the Joint Supervision and Implementation Mission for the Free Education Project focused on strengthening teacher accountability systems, safeguarding in schools, and improving school infrastructure and financing.
The morning session featured presentations from the Teaching Service Commission (TSC).
Hectoria Pyne Bailey, Director of Registration and Listening, provided an update on the nationwide teacher verification exercise, aimed at eliminating payroll irregularities and improving teacher data accuracy.
Princess E. Martha, Director of Teacher Employer Relations, discussed the Commission’s ongoing safeguarding efforts, including the reintroduction of school counselling services and a toll-free line for reporting abuse.
Lans Keifala, Director at TSC, shared progress on the Teacher Management Information System (TMIS) and the Online Teacher Payroll System (OTPS)—digital tools improving payroll transparency and recordkeeping.
Ezekiel Nonie, Director of Teacher Professional Development, highlighted how teacher appraisals are now being used to guide promotions and targeted training.
In the afternoon, attention shifted to school-level development.
Valentine Bangali reported that over Le110 million has been disbursed to 5,074 schools through the Performance-Based Financing (PBF) program, which supports improved school management and learning outcomes.
Engineer Serrie presented updates on classroom construction, renovations, and the rollout of WASH facilities, all aimed at making school environments safer and more inclusive.
The supervision mission continues this week with sessions on curriculum reform, inclusive education, and governance, reinforcing the government’s commitment to a stronger and more accountable education system.
