Day Two of Supervision Mission Highlights Teacher Accountability and School Development

Freetown, Sierra Leone – July 16, 2025

The second day of the Joint Supervision and Implementation Mission for the Free Education Project focused on strengthening teacher accountability systems, safeguarding in schools, and improving school infrastructure and financing.

The morning session featured presentations from the Teaching Service Commission (TSC).
Hectoria Pyne Bailey, Director of Registration and Listening, provided an update on the nationwide teacher verification exercise, aimed at eliminating payroll irregularities and improving teacher data accuracy.
Princess E. Martha, Director of Teacher Employer Relations, discussed the Commission’s ongoing safeguarding efforts, including the reintroduction of school counselling services and a toll-free line for reporting abuse.
Lans Keifala, Director at TSC, shared progress on the Teacher Management Information System (TMIS) and the Online Teacher Payroll System (OTPS)—digital tools improving payroll transparency and recordkeeping.
Ezekiel Nonie, Director of Teacher Professional Development, highlighted how teacher appraisals are now being used to guide promotions and targeted training.

In the afternoon, attention shifted to school-level development.
Valentine Bangali reported that over Le110 million has been disbursed to 5,074 schools through the Performance-Based Financing (PBF) program, which supports improved school management and learning outcomes.
Engineer Serrie presented updates on classroom construction, renovations, and the rollout of WASH facilities, all aimed at making school environments safer and more inclusive.

The supervision mission continues this week with sessions on curriculum reform, inclusive education, and governance, reinforcing the government’s commitment to a stronger and more accountable education system.

Free Education Project Launches Supervision Mission with Strong Donor Support and Impressive Results

Freetown, Sierra Leone – July 15, 2025

The Ministry of Basic and Senior Secondary Education (MBSSE), in collaboration with the World Bank and key development partners, officially began the Joint Supervision and Implementation Mission for the Free Education Project on July 15. The mission runs until July 25 and focuses on reviewing project progress, addressing challenges, and planning for the next phase of implementation.

The opening session started at the MBSSE conference room, chaired by Minister Conrad Sackey, who applauded the “significant progress” made since the last supervision mission. It continued at the World Bank office with technical discussions.

Mr. Mokhlesur Rahman, World Bank Senior Education Specialist and Task Team Leader, said the mission aims to review implementation, resolve challenges, agree on a six-month action plan, and explore restructuring for additional financing, especially from the Education Above All and the Embassy of Ireland.

“This mission is not just about accountability; it’s about improving results, learning from implementation, and planning smarter for the future,” Rahman stated.

Mr. Ambrose Sesay, Project Coordinator, presented several key results:

57,973 teachers trained, with 85% showing improved classroom practice
279 classrooms built and 750 schools renovated, benefiting over 3 million learners, including 525,000 girls
Major policy reforms implemented, including the Education Sector Plan 2022–2026, School Catchment Area Policy, and completion of a National Learning Assessment
Additional results on gender, inclusive education, school financing, and first aid support were also presented.

Day one also included discussions on foundational learning (Component 7), Primary1 and Primary 2 literacy material distribution, out-of-school children support.

Mr. Venkatesh Sundararaman, Lead Economist from the World Bank global office, noted:

“Most projects face challenges during the design and ex*****on stages. It is encouraging to see that here in Sierra Leone, there is strong evidence of progress in actual implementation.”

The supervision mission continues in the days ahead with sessions focused on teacher management, curriculum reform, project monitoring, and inclusive education. As Sierra Leone continues to invest in its future through education, the Free Education Project remains a leading example of government leadership, effective implementation, and strong development partnership.

Ministry of Basic & Senior Secondary Education Sierra Leone distributed free uniforms, shoes, and assistive devices, including wheelchairs, brail embossers, and underarm crutches to Special-Needs Schools countrywide at a formal ceremony held Margai School for the Blind, Wilkinson Road, Freetown on January 4, 2023.

The items were procured under the Sierra Leone Free Education Project, financed by World Bank, Global Partnership for Education, and Multi-donor Trust Fund, in support of the Free Quality Education Initiative and the Radical Inclusion Policy of the Government of Sierra Leone, which aims at ensuring that pregnant girls, children with disabilities, and children from remote rural areas access free quality education.

In all, 1,206 pupils in all 17 Special Needs Schools nationwide are are benefiting from this disribution exercise of uniforms and shoes, and some will benefit from the Assistive Devices. The remaining uniforms will be distributed to 13,463 pupils in 53 schools and shoes will be distributed to 5,118 pupils in 28 School, all in extremely poor communities.

FEPS hands over Uniforms and Shoes to MBSSE for Children with Special Needs

The Hon Minister, Ministry of Basic and senior Secondary education (MBSSE) today received various sets of school uniforms and shoes from the Free Education Project Secretariat for onward supply to pupils with special needs. They comprised 14,666 pairs of uniforms (including shirts, shorts, dresses), and 6,326 pairs of shoes.

The target beneficiaries include primary school children with disabilities, those in hard-to-reach communities and the poor and vulnerable in Classes 1-5.

The symbolic handing over event was held at the Conference Room of the ministry at New England, Freetown on Dec 23. In attendance were MBSSE and FEPS staff and representatives of the physically challenged.

The distribution of the uniforms and shoes to the beneficiaries nationwide will be led by the President of Sierra Leone, H.E. Dr Julius Maada Bio.

MBSSE FEPS hosts Closing Event, Stakeholder Engagement Session on the COVID-19 Education Emergency Response Project

Ministry of Basic & Senior Secondary Education in collaboration with implementing partners and key national and international education sector stakeholders hosted the national closing event & stakeholders engagement on Component 6 of the Sierra Leone Free Education Project (COVID-19 Education Emergency Response) , Lumley, Freetown on December 20, 2022,

The event showcased success stories of the project and the importance of effective partnership in emergency response.

The project was funded by the Global Partnership for Education (GPE) as part of the Sierra Leone Free Education Project and implemented by MBSSE, Teaching Service Commission (TSC) and an NGO Consortium, comprising Save the Children, Concern Worldwide, Focus 1000, Foundation for Rural and Urban Transformation (FORUT), Humanity & Inclusion (formerly Handicap International), Plan International, and Street Child.

GOVERNMENT OF SIERRA LEONE DISBURSES LE 29.7 BILLION (USD 2.1 MILLION) IN RENOVATION/MAINTENANCE GRANTS TO 538 SCHOOLS NATIONWIDE

The Ministry of Basic & Senior Secondary Education (MBSSE) has through the Sierra Leone Free Education Project, disbursed the sum of Twenty-Nine Billion Six Hundred and Ninety-Three Million Five Hundred & Twenty Thousand [Old] Leones (Le 29,693,520.00) in the form of Renovation/Maintenance Grants to 538 ‘Government’ and ‘Government-Assisted’ primary schools in all sixteen districts.

The beneficiary schools comprise Eastern Region (125), Northern Region (134), North-West Region (97), South (123), Western Area Urban (28), and Western Area Rural (31). The schools were selected based on the data of schools identified with dire maintenance and repair needs that affect their operations as assessed in the 2021 Annual School Census report. Large schools or schools with significant damages received the sum of Sixty Nine Million Nine Hundred Thousand [Old] Leones (Le 69,900,000.00), equivalent of US$ 5,000 each at the time of disbursement, while smaller schools received Twenty Seven Million Nine Hundred and Sixty Thousand [Old] Leones (Le 27,960,000.00), equivalent to US$2,000 each.

The renovation/maintenance grants finance the School Improvement Plans (SIPs) prepared by the School Management Committees (SMC) and approved by the Local Councils and MBSSE. The purpose of the grant is to make the school environment safe, conducive for teaching and learning, and accessible to persons with special needs by improving the school infrastructure.

The Government of Sierra Leone continues to support public schools, including the payment of subsidies and operational costs, provision of basic teaching and learning materials, performance-based financing, and improving infrastructure. However, these resources are inadequate to cover all the expenses and needs of beneficiary schools, especially the aspect of renovation/maintenance, hence the grant.

MBSSE also provides Performance Based Financing (PBF) grants to schools. However, some schools benefiting from the Fund require significant renovation/maintenance works, including replacement of damaged furniture, fixing/replacement of roof panels or floors, or rehabilitation of Water, Hygiene and Sanitation (WASH) facilities. The School Renovation/Maintenance Grant enhances the pace of these repairs and maintenance, and supplements the regular PBF grant.

Guidelines for the rational use of the Grant are available in the School Renovation/Maintenance Manual developed by MBSSE in February 2022, on which all School Management Committees (SMCs), including Head Teachers, Local Council Engineers and the Free Education Project Clerks of Works have been trained.
The utilization of the funds is monitored by the Free Education Project Secretariat of the MBSSE, the Local Councils, and the Community.

The Government of Sierra Leone Free Education Project / Multi-Donor Trust Fund is implemented by the Ministry of Basic and Senior Secondary Education through the Free Education Project Secretariat, with the development objectives to improve management of the educational system, teaching practices and learning conditions. It is supported by the World Bank (IDA), European Union, Irish Aid, Foreign Commonwealth Development Office, and the Global Partnership for Education.

FEPS commences Environmental Public Disclosure Meetings on the Sierra Leone Free Education Project

The Free Education Project Secretariat of the Ministry of Basic & Senior Secondary Education has commenced a two-day Regional and Social Safeguards Training and Public Disclosure Meeting of the Free Education Project Environmental Social Management Plan at Amota Hall, Kenema City on September 8, 2022.

The regional meetings are scheduled as follow:

8-9 September: Kenema (Eastern Region)

12-13 September: Bo (Southern Regions)

15-16 September: Makeni (Northern Region)

19-20 September: Port Loko (North-West Region)

iINCLUSIVE EDUCATION CHAMPIONS GET CAPACITATY BOOST

Champions in primary schools in Kenema and Bo Districts have benefitted from pilot training progammes on their roles, obligations and responsibilities.

The training sessions were held at Hotel Albertson, City from 22-23 August and the Methodist Youth Centre in Bo City from 24-25 August 2022.

The objective of the pilot exercise was to enable them to effectively promote sustained inclusive education activities in and local communities.
