“STUDY TOUR ENDS IN EGYPT AS WE ATTEND THE 44th. ANNUAL CONFERENCE OF THE AFRICAN ASSOCIATION OF PUBLIC ADMINISTRATION AND MANAGEMENT (AAPAM), KINGDOM OF ESWATINI”

We left Egypt with a huge sense of responsibility to further on reforming the public service of Sierra Leone.
Looking beyond the greatness of the pyramids that are the seventh wonders of the world to the horizons of making Africa great. Making Africa great begins with making one’s nation great.

While we return home self-fulfilled with the knowledge and experiences gathered in Egypt, we are not defined by the height of our imagination but by the mindset to transform imagination into practice and realities.

*PRESIDENT BIO AGREES FOR THE IMPLEMENTATION OF A RADIOTHERAPY DEVELOPMENT PROJECT IN SIERRA LEONE*

On the margins of the U.S. -Africa Leaders Summit, His Excellency Brigadier Rtd Dr. Julius Maada Bio today 16th, December 2022 instructed his Minister of Health and Sanitation Dr. Austin Demby to go ahead and sign Memorandum of Understanding with Varian CEO Chris Toth for the implementation of a Radiotherapy Development Project in Sierra Leone.

After healthy discussions at the Fairmont Hotel in Washington, DC , President Bio expressed his delight in the implementation of the project, reminding all present that the project is inline with his government’s human capital development, stretching from education, food security and quality healthcare services.

According to President Bio, the Cancer Research Center will help in diagnosing as early as possible, and will help Sierra Leoneans from traveling to either Ghana or other countries for treatment. He dilated that the Radiotherapy in Sierra Leone will also serve the Mano River Countries.

Dr. Austin Demby who signed the MoU on behalf of the country expressed his appreciation to the CEO of Varian for his patience. He said the discussions on the implementation of the project started in 2018, and that the implementation is very critical to the healthcare services in Sierra Leone.

His Excellency Ambassador Sidique Abou-Bakarr Wai thanked President Bio for agreeing to the implementation of the project in Sierra Leone. Ambassador Wai had been in constant touch with Varian, encouraging them to pursue their goal.

In the Memorandum of Understanding, Sierra Leone identified the need to expand access to radiotherapy via a specialized cancer treatment serving the population of Sierra Leone. Whereas, Varian, a Siemens Healthineers Company, headquartered globally in Palo Alto, California, United States of America, is the world’s leading manufacturer of medical devices for treating cancer and other medical conditions with radiotherapy, radiosurgery, proton and brachytherapy.

Varian is a subsidiary of Siemens Healthineers and has directly or indirectly wholly owned subsidiaries operating all over the world and may rely on its affiliates -the Varian Affiliates in certain territories in order to perform certain tasks under the current Memorandum of Understanding.

In responding to President Bio’s acceptance of the implementation of the project, the CEO of Varian Chris Toth reiterated his desire to develop and execute the Project Elements in cooperation with the Ministry of Health, including Oncology Program Planning, Facility Planning, Equipment Planning, Oncology Center Implementation, Technology Implementation, Training and Education.

Based on the needs of the project, it is envisioned that the deliverables of the operational services will include broad activities which will be mutually agreed upon in the MoU, especially in the areas of treatment planning, oncology programmatic planning, oncology strategic planning, oncology referral mapping and operational support.

To ascertain the legitimacy of the project, President Bio told his friends from Varian that his cabinet will discuss further details of the project, and the agreement sent to Parliament for approval.

Present at the signing of the Memorandum of Understanding were Hon. Alpha Kanu, Resident Minister North -West, Dr. Maada Mustapha-Director, National Investment Board, staff of the Embassy of Sierra Leone in Washington,DC, and members of the Varian group.

A dozen and three things to know about MCC & SL under President Bio

1. Contrary to opposition speculations, MCC states the sources of their objective data.

2. Outstanding passes in the hard control of corruption indicator - no surprises.

3. In Africa, President Bio leads in investing in people with a 100% in education and 90% in girl's education.

4. Health expenditures are up and immunisation rates are higher than in peer countries. With new investments in reducing maternal and infant mortality, figures will be on the upside for child health. Already, the MCC is clear that it has gotten better and better under President Bio.

5. Freedom of expression and information is assured in Sierra Leone with a hefty 98% score. In other global scores, Sierra Leone has moved up 29 places for freedom of expression

7. Rule of law, civil liberties, and political rights all receive unqualified passing scores unlike most of Africa

8. Land rights and access to land have improved

9. In spite of global economic headwinds and troubles, President Bio's handling of inflation is better than with what the APC government

10. Fiscal policy is on an upward turn under President Bio in spite of the near pass.

11. Gender in the economy indicator is red but the graph shows an upward turn with over 40%. With the passing of the new Gender Bill that will prohibits gender discrimination and addresses equal pay for women, Sierra Leone will pass soon.

12. The new employment bill laid by President Bio already and labour reforms by President Bio will address the new employment opportunity indicator.

13. Access to credit indicator shows a marked improvement and with more use of NINs, financial literacy, and continued expansion of the financial sector space under President Bio, the passing score are assured.

14. Policy benchmarking scores show marked improvements in spite of failing scores. With ongoing policy reviews, it is a matter of time before Salone passes.

The final word - independent global indicators show that President Bio is ruling justly, controlling corruption, investing in people, expanded free speech and civil liberties, and introducing and implementing measures, policies, and reforms, that are in the best interests of sustainable and inclusive national development.*

THE COMING OF AGE IN GLOBAL DEVELOPMENT:

An infrastructural development is going on across the river rokel which many Sierra leoneans are still not aware of. With President's Bio's vision, the Slpp had envisioned that it is about time the country erects a new airport with all the fundamentals of international aviation standards. In the first quarter of 2019,President Bio Maada Bio walked through his vision by summoning his key infrastructure planners and gave them a mandate to present a comprehensive plan for a new airport. All hands were hurriedly put on deck and a masterpiece plan was developed in consultation with a Turkish company. The specs of the design dictated that a bird's shape structure has to be built with unique features. Public/private sector consultations were constructively completed and work got started. Today, the finishing touches of the airport project is showing an engineering marvel with even an airplane passenger bridge. This airport is a complete departure from what the current airport is offering.

*Koidu City,Kono District,Monday October 10, 2022-----* His Excellency President Julius Maada Bio has said that it was time to correct the historical injustices that Kono had suffered from for far too long by delivering to the district a fair share of national development in appreciation of its critical place and significance within Sierra Leone's economic and revenue matrix.

President Julius Maada Bio was speaking at the commissioning ceremony of the CLSG electricity in Kono, where he also extolled his government's human capital development initiative and called for the productive use of energy.

Welcoming His Excellency and his entourage, Regent Chief of Gbense Chiefdom and the Chairman Council of Kono Paramount Chiefs, Chiefs A.M. Kamanda and E.Torcheh Foyor in that order, said the people of Kono were more than delighted to be connected to the CLSG grid, noting that Kono was determined to show their appreciation to the President at the polls.

While officially switching on the light, President Bio said electricity was a critical driver of national development, adding that there was no way his government was going to maximize the benefits of its flagship human capital development initiative without energy.

He praised the Minister of Energy and his team for achieving such a stunning feat, noting that the Minister needed to take the plaudits for his special effort in making sure that Sierra Leone started to use the CLSG electricity even before Liberia and Guinea.

President Bio said his government was still making serious development strides in the face of the harsh economic situation brought to bear on the entire world by the COVID-19 shocks and the lingering Russia-Ukraine crisis.

He spoke about the Millennium Challenge Compact which he said was holding a lot of positives in store for the energy sector and appealed to the people of Kono to overwhelmingly support him in his second term bid.

President Bio concluded by calling for the productive use of energy and by encouraging women and artisans or skilled men to make good use of the electricity to enhance their livelihoods.

Energy Minister, Alhaji Kanja Sesay, said the occasion was in fulfillment of a promise President Julius Maada Bio had made to the people of Kono with respect to electricity.

He gave a historical background to the CLSG project and informed the gathering of the significant technical works that had been done on the project in
Sierra Leone, adding that the CLSG electricity in Kono was going to be on a 24-hour basis.

"Let me use this opportunity to announce that with the intervention of President Bio, we have come with five thousand meters for the people of Kono which you are going to get without any cost," the Energy Minister announced to the acclamation of the jubilant crowds, while also cataloging a number of towns in the district that would soon benefit from electricity.

Mr. Sesay concluded by informing the gathering about mutually beneficial partnerships that his Ministry had forged with mining companies for the productive use of energy,citing the Power Purchase Agreement he signed with Koidu Holdings as a typical example.

One district headquarter town to another, we light them up while mini grids are underway for chiefdom and some sectional and economically viable communities. This is an unstoppable development train delivering sustainable development at the doorsteps of the citizens of this country. People need a viable and an enabling environment to generate income for themselves through entrepreneurship and skilled self-employments. Once we get these done, the bread and butter issue becomes a thing of the past. Our service delivery is not about votes but about the welfare of the people who trusted us with their future through the ballot box. They are at the center of our reasoning and actions.

Sierra Leone’s President Julius Maada Bio Holds Bilateral Meetings with New CEO for Millennium Challenge Corporation.

New York, USA, Tuesday 20 September 2022. His Excellency President Dr Julius Maada Bio has held a productive bilateral meeting with the new Chief Executive Officer of the Millennium Challenge Corporation, MCC, Alice Albright, on the margins of the 77th United Nations General Assembly.

The MCC CEO expressed commitment to supporting Sierra Leone’s compact development process and willingness to promote private sector participation in addressing challenges in the energy sector.

She updated the President on the various stages of the compact development process and commended his leadership for the satisfactory progress made so far.

The National Coordinator, Sierra Leone Compact Development Unit, Ndeye Koroma, explained some of the challenges in the energy sector and the plan of the government to mobilise donor partners and private investments in the energy sector.

In response, President Julius Maada Bio expressed his commitment to the development of the compact, adding that the process would be transparent and credible.

He also assured the MCC CEO that his government would continue to improve on the MCC scorecard despite the challenging circumstances. He highlighted the progress he had made on legislative reforms, investment in human capital development and the protection and empowerment of women and girls.

"We are eagerly waiting for the completion of the compact development process," President Bio stated.

Earlier this year the MCC, which is an innovative and independent U.S. foreign assistance agency that is helping lead the fight against global poverty, notified the Government of Sierra Leone of its plans to finance critical feasibility studies to further develop and design the proposed Sierra Leone compact in four areas of opportunity, including assessing the expected impact of the proposed compact, furthering design activities, and developing implementation strategies.
