SALWACO Managing Director Honoured at 50 Most Influential Sierra Leonean Women Awards

The Managing Director of the Sierra Leone Water Company (SALWACO), Ing. Tiideni Hawa Jabbi, has received a prestigious award at the 9th Edition of the 50 Most Influential Sierra Leonean Women Awards 2026, in recognition of her outstanding contribution and exceptional leadership.

The prestigious award ceremony, organised by the Kids Advocacy Network (KAN), was held at the Bintumani Conference Centre and brought together distinguished guests, including government officials, members of the diplomatic community, development partners, representatives of civil society organisations, members of the media and other prominent personalities from different sectors.

Ing. Tiideni Hawa Jabbi emerged third among over 50 influential women who were nominated and voted for during a competitive voting process that lasted for four weeks. The recognition highlights her commitment, dedication and remarkable contribution to national development.

As a highly accomplished Urban Water and Sanitation, Business Development and Management Expert, Ing. Jabbi has over 15 years of extensive experience in Sierra Leone's water sector. Her recognition is therefore a significant achievement, not only for her personally, but also for SALWACO and the wider sector.

The award further demonstrates the importance of recognising women whose leadership, expertise and contributions continue to inspire positive change and national development.

During the award ceremony, the SALWACO Managing Director was also given the honour of launching the 11th Girls Empowerment Forum, further demonstrating her role as a source of inspiration and a strong advocate for the empowerment of women and girls.

SALWACO Reviews Draft 2026–2030 Branding Strategy

The Sierra Leone Water Company (SALWACO) has held a one-day technical working session to review its draft 2026–2030 Branding Strategy at the Company’s Board Room in Freetown.

The session, organised by Senior Management, brought together the Managing Director, Ing. Tiideni Hawa Jabbi; Deputy Managing Director, Dr. Albert Harrison Harvey; Chief Utility Director, Ing. Abdul Ben Lebbie; Directors, Managers and Senior Officers from Head Office.

The engagement was held in line with SALWACO’s Strategic Development Plan (SDP) 2026–2030 and Half-Yearly Plan, particularly Goal 1.5, which seeks to develop and institutionalise an effective Water Supply and Sanitation (WSS) Branding and Communications Strategy for the Company.

Calling the session to order, the Chief Utility Director, Ing. Abdul Ben Lebbie, called on participants to pay keen attention and actively participate throughout the engagement, noting the importance of collective input in reviewing and finalising the Branding Strategy.

In his welcoming remarks, the Deputy Managing Director, Dr. Albert Harrison Harvey, described the engagement as an important step in shaping the future identity and public perception of SALWACO.

He stated that the Branding Strategy goes beyond changing the Company’s corporate image, but represents a commitment to transforming how SALWACO is seen, trusted and experienced by its customers, employees, partners and the wider public.

Dr. Harvey noted that the strategy is aimed at supporting the Company’s ambition to build a SALWACO that is trusted, responsive, accountable and financially sustainable, while contributing meaningfully to national development and the achievement of the National Medium-Term Development Plan and Sustainable Development Goal 6 (SDG 6).

In her opening statement, the Managing Director, Ing. Tiideni Hawa Jabbi, emphasised the need to change the perception of SALWACO among both internal and external stakeholders.

She acknowledged that the Company’s reputation and public image have faced challenges over the years and stressed the importance of repositioning SALWACO as a serious, reliable and responsive water utility.

According to Ing. Jabbi, the development of the Branding Strategy provides an opportunity to restore public confidence, strengthen the Company’s corporate identity and ensure that SALWACO’s image reflects the work and transformation taking place within the institution.

She therefore called on Directors, Managers and Senior Officers to critically review the draft document and provide meaningful contributions to ensure that the final strategy effectively supports the Company’s transformation agenda and strengthens its relationship with stakeholders.

The Managing Director subsequently led the presentation of the draft SALWACO 2026–2030 Branding Strategy, setting the stage for technical discussions, review and further refinement of the document.

The one-day working session provided an opportunity for participants to examine the proposed strategic direction, provide technical input and contribute to ensuring that the final Branding Strategy is aligned with SALWACO’s broader institutional transformation objectives.

As part of ongoing efforts to transform the Sierra Leone Water Company (SALWACO) into a functional and financially viable institution, the Director of Research and Policy, Mr. Saffa S.K. Bockarie, and the Director of Planning and Development, Ing. Yakuba Jusu Tarawally, have officially signed their Performance Management Contracts.

The signing forms part of Management's broader efforts to strengthen accountability, improve staff performance, enhance efficiency, and ensure that all staff remain focused on achieving their respective performance targets.

Speaking during the signing process, the Managing Director of SALWACO, Ing. Tiideni Hawa Jabbi, described the initiative as a significant step towards improving accountability, strengthening performance, and enhancing service delivery across the institution.

She noted that the Performance Management Contract will play a pivotal role in improving operational efficiency and performance across SALWACO. According to her, the initiative will promote efficiency, strengthen accountability, improve staff performance, and ensure that critical staff deliver on their agreed targets.

The Managing Director further emphasized that improved performance and accountability will contribute significantly to increasing revenue and advancing SALWACO's transformation into a functional and financially viable institution.

SALWACO Conducts Performance Management Contract Training for Directors and Managers

In line with the Sierra Leone Water Company (SALWACO) Strategic Development Plan (SDP) 2026–2030 and the institution's Half-Year Work Plan, SALWACO has conducted a one-day Performance Management Contract Training of Trainers (ToT) for Directors and Managers at its Headquarters in Freetown.

The training, held in the Company's Boardroom, brought together the Deputy Managing Director, Dr. Albert Harrison Harvey, the Chief Utility Director, Ing. Abdul Ben Lebbie, and Directors and Managers from various departments. The Training of Trainers was aimed at equipping senior management with the knowledge and skills required to effectively implement and cascade the Performance Management Contract across the institution.

Speaking on the purpose of the training, the Chief Utility Director, Ing. Abdul Ben Lebbie, said the Performance Management Contract is a key instrument for strengthening accountability and improving organizational performance.

He noted that the training will enhance accountability, strengthen revenue collection, improve staff performance, identify capacity-building needs, and ensure that departments effectively monitor and evaluate their performance against agreed targets. He emphasized that the initiative will also help create a results-oriented culture where every employee understands their responsibilities and contributes to the achievement of SALWACO's strategic objectives.

In his opening remarks, the Deputy Managing Director, Dr. Albert Harrison Harvey, described the Training of Trainers as a strategic intervention designed to strengthen accountability, improve productivity, and align the performance of every employee with SALWACO's mandate and corporate priorities.

Dr. Harvey stressed that the Performance Management Contract should be understood as a continuous process rather than simply an annual appraisal exercise. He explained that it begins with setting clear expectations, establishing measurable targets, providing adequate support, monitoring progress, and conducting fair evaluations.

He further stated that the training comes at a critical time as SALWACO advances the implementation of its Strategic Development Plan (2026–2030), whose priorities include institutional strengthening, infrastructure modernization, commercial transformation, environmental sustainability, and human capital development.

According to Dr. Harvey, achieving these priorities requires a stronger culture of ex*****on, accountability, and continuous performance improvement throughout the institution.

He emphasized that the Performance Management Contract must be fair, transparent, and developmental, ensuring that every employee clearly understands what is expected of them, how their performance will be measured, and the support available to help them succeed.

Facilitating the technical sessions, Water Engineer Ing. Sahr Augustine Sinah explained that the development of the Performance Management Contract originated from the implementation of SALWACO's Strategic Development Plan (SDP) 2026–2030. He said Management resolved to introduce Performance Management Contracts for key staff to strengthen accountability and improve institutional performance.

He outlined the objectives of the training, which included enabling participants to understand the purpose and importance of the Performance Management Contract; review strategic roles and responsibilities; explain key deliverables and Key Performance Indicators (KPIs) relating to policy, research, planning, and monitoring and evaluation; clarify decision-making authority and limitations; outline reporting requirements and evaluation processes; discuss terms, conditions, and force majeure clauses; and prepare participants for effective contract implementation and compliance.

The facilitator also delivered a session on staff appraisal, highlighting the importance of objective performance assessment, continuous feedback, and employee development in achieving organizational goals.

Participants later engaged in group discussions and presentations, demonstrating their understanding of the concepts and identifying practical approaches for cascading the Performance Management Contract throughout the institution.

The one-day Performance Management Contract Training of Trainers was organized by the Planning and Development Department through the guidance of Management as part of SALWACO's commitment to strengthening institutional performance, promoting accountability, and ensuring the successful implementation of its Strategic Development Plan.

Technical Working Group Concludes Review of SALWACO 2017 Act

The Technical Working Group established to review the Sierra Leone Water Company (SALWACO) Act of 2017 has concluded its final technical meeting, marking the successful completion of the first stage of the Act review process. The conclusion of the committee's work represents a significant milestone and paves the way for the next stages of validation and approval.

The meeting focused on finalizing and validating the draft inputs and recommendations developed throughout the review exercise. Members carefully examined the proposed amendments to ensure they adequately address key issues relating to institutional governance, operational efficiency, service delivery, regulatory effectiveness, and the overall strengthening of SALWACO's legal framework.

The review process, led by the Ministry of Water Resources and Sanitation in collaboration with key sector stakeholders, has provided an inclusive platform for constructive dialogue and technical input aimed at aligning the SALWACO Act with current operational realities and the Government's vision for a more efficient, accountable, and sustainable water utility sector.

Representing SALWACO in the review process is the Company's Secretary, Mrs. Mayiwa Sia Macauley, Esq., who has been leading the institution's technical contributions under the guidance of the Managing Director, Ing. Tiideni Hawa Jabbi, and the Chief Utility Director, Ing. Abdul Ben Lebbie. Their leadership and commitment have ensured that SALWACO's perspectives and institutional priorities are effectively reflected throughout the review process.

The review of the SALWACO Act of 2017 is expected to strengthen the Company's legal and institutional framework, enabling it to improve governance, enhance operational efficiency, and deliver safe, reliable, and sustainable water services to communities across Sierra Leone.
