MoGCA ENGAGES TROCAIRE DELEGATION TO ADVANCE WOMEN'S EMPOWERMENT AND LEADERSHIP INITIATIVES THROUGH NEWMaP STRATEGIC PLANS

FREETOWN, June 1, 2026. The Ministry of Gender and Children's Affairs (MoGCA) on Monday convened a high-level strategic meeting with representatives from Trocaire and key stakeholders to discuss policies, frameworks, and interventions aimed at strengthening women's leadership, mentorship, and empowerment initiatives through the Network of Women Ministers and Parliamentarians (NEWMaP).

The engagement brought together senior officials from Trocaire, including Women's Empowerment Programme Technical Lead Sudie Austina Sellu, GBV and Inclusion Technical Lead Maurice Pewa, Social Norms and Women's Empowerment Global Advisor Laurelle Mbaraza, and Business Development and Grant Manager Sara Leicester.

Chairing the meeting, Sahr Kendema of Campaign for Good Governance (CGG) welcomed participants and underscored the significance of collaborative efforts in advancing women's empowerment and political participation in Sierra Leone.

Presenting an overview of NEWMaP, Coordinator of the NEWMaP Secretariat, Hannah Lahai Robinson, highlighted the network's mandate to strengthen the rights and leadership roles of women through the implementation of its strategic plan launched in August 2025.

She emphasized the importance of integrating female parliamentarians, ministers, and councillors into the network to enhance collaboration and advocacy on gender-related issues.

Speaking on media visibility and public engagement, NEWMaP representative Maxwella Sesay explained that the network has established online and media platforms to amplify its work and increase public awareness of women's empowerment initiatives.

She noted that the platforms would help popularize the Gender Equality and Women's Empowerment (GEWE) Act while showcasing activities, success stories, and advocacy campaigns aimed at promoting women's participation in leadership and decision-making.

Head of Programmes at Rainbo Initiative, Bob Lamin, highlighted the organization's ongoing efforts to address Sexual and Gender-Based Violence (SGBV) across the country. He disclosed that Rainbo Initiative has successfully established operational one-stop centres in Bombali, Port Loko, and Kambia districts to provide comprehensive support services to survivors. He also emphasized the role of Village Savings and Loan Associations (VSLAs) and community engagement initiatives in promoting women's rights and economic empowerment at the grassroots level.

Providing the historical context behind the establishment of NEWMaP, Sahr Kendema noted that the network was created to support government efforts in enhancing women's capacity and participation in governance.

He explained that the GEWE Act emerged from the need to address systemic barriers affecting women and to promote gender equality across all sectors of society.

Kendema further highlighted the revitalization of the network through the active involvement of female parliamentarians and ministers, adding that the newly developed strategic plan will serve as a roadmap for strengthening the network's effectiveness and impact.

He commended the Ministry of Gender and Children's Affairs for its commitment to collaboration, which has facilitated the establishment of the NEWMaP Secretariat.
Chief Director of MoGCA, Charles Vandi, praised Trocaire and CGG for their steadfast support in promoting women's advancement and leadership.

He observed that the network required revitalization to better respond to contemporary challenges affecting women and reaffirmed the Ministry's commitment to fostering greater opportunities for women's empowerment.

"The struggle for womanhood is about emancipating women from the social challenges that continue to hinder their progress.

We are grateful to our partners, CGG and Trocaire, for championing the advancement of women across Sierra Leone," Vandi stated.

Delivering the keynote remarks, Minister of Gender and Children's Affairs, Dr. Isata Mahoi, welcomed the delegation and reflected on the importance of reviving the network to create stronger collaboration among female ministers, parliamentarians, and councillors.

"There was a need to revive the organization," she said. "The vision is to create a platform where women in leadership can coordinate effectively and work collectively to strengthen women's representation and participation, particularly in decision-making positions."

Dr. Mahoi commended Trocaire for its continued support toward women's leadership development, capacity-building programmes, and empowerment initiatives, while stressing the need for deeper collaboration to achieve sustainable progress.

She also highlighted the persistent challenges faced by women in politics, including gender discrimination, marginalization, limited support systems, and societal barriers that discourage women's active participation in leadership.

According to the Minister, NEWMaP provides an important platform for women to strengthen their voices and expand their representation in governance and public affairs.

Addressing priority areas for future collaboration,
Dr. Mahoi identified the need for a national women's conference to provide a comprehensive assessment of the status of women in Sierra Leone, increased resources for implementing Ministry programmes, enhanced use of media as a tool for advocacy and public education, and expanded staffing support for the network.

The meeting concluded with a unanimous call for stronger partnerships, increased investment, and coordinated action to accelerate women's empowerment and enhance women's participation in leadership and decision-making across Sierra Leone.

Minister of Gender and Children’s Affairs Calls for Stronger Action on Newborn Survival

The Honourable Minister of Gender and Children’s Affairs delivered a goodwill message at the 2nd Annual Conference of the Pediatric Association of Sierra Leone (PASL), held under the theme “Healthy Starts, Hopeful Futures: Strengthening Newborn Care in Sierra Leone.”

In her address, the Minister underscored the urgent need to reduce preventable newborn deaths, noting that neonatal mortality remains a major contributor to child mortality in Sierra Leone. She emphasized the importance of strengthening antenatal, delivery, and postnatal healthcare services while addressing underlying challenges such as child marriage, teenage pregnancy, and harmful social norms that negatively impact maternal and child health outcomes.

The Minister commended PASL for its unwavering commitment to advancing child health through professional capacity building, advocacy, community outreach, research, and public awareness initiatives. She highlighted the critical role healthcare professionals play in ensuring that every newborn receives quality care from birth and throughout early childhood.

Reaffirming Government’s commitment to the Presidential 300 Days of Activism on Maternal and Child Health, the Minister emphasized the national goal of achieving zero preventable maternal and child deaths. She called for stronger collaboration among healthcare workers, development partners, civil society organizations, communities, and families to improve newborn survival and ensure that every child in Sierra Leone is given a healthy start, a chance to thrive, and hope for a brighter future.

Protecting Every Child, Securing Every Future

The Ministry of Gender and Children’s Affairs, in partnership with UNICEF, has successfully concluded the Regional Validation of the Draft Child Safeguarding Policy, marking another important step in strengthening child protection systems across Sierra Leone.

The development of this policy is geared towards ensuring that every child is protected from abuse, exploitation, neglect, violence, and all forms of harmful practices, while also guaranteeing that children are safe, supported, and able to fully access and enjoy their rights in every environment whether at home, in schools, communities, institutions, or online spaces.

The Draft Child Safeguarding Policy has been carefully designed and informed by several key national legal and policy frameworks, including the Child Rights Act of 2025, the Prohibition of Early Child Marriage Act of 2024, the Disability Act of 2011, the Registration of Customary Marriage and Divorce Act of 2009, Basic Education Act of 2023, the Employment Act of 2023, the Sexual Offenses of 2019 as amended.

The regional validation process brought together stakeholders from government institutions, civil society organizations, development partners, child protection actors, community leaders, and youth representatives to review, strengthen, and provide recommendations towards the finalization of a comprehensive safeguarding framework that prioritizes the best interests of every child.

This initiative demonstrates the continued commitment of the Government of Sierra Leone, through the Ministry of Gender and Children’s Affairs and its partners, to building a safer and more inclusive society where children can grow, learn, and thrive in dignity, protection, equality, and opportunity.

MoGCA, Freetown City Council Discuss “Freetown Caring City Project” to Support Women Caregivers

The Ministry of Gender and Children’s Affairs on Monday hosted a high-level delegation led by the Mayor of Freetown, Yvonne Aki-Sawyerr, to discuss the implementation of the Freetown Caring City Project, a flagship urban initiative aimed at supporting caregivers, particularly women and girls, across vulnerable communities.

The meeting, held at the Ministry’s headquarters, focused on strengthening support systems for unpaid caregivers by improving access to healthcare, education, social welfare services, safe spaces, and economic opportunities.

The project also seeks to reduce the risks of sexual and gender-based violence (SGBV) and physical violence against women and girls.

Welcoming the delegation, the Chief Director of the Ministry, Charles Vandi, introduced senior officials present at the meeting, including Deputy Directors Bamie J. Sesay and Mrs. Hannah Lahai Robinson, as well as Assistant Directors Foday Sesay and Laura Koroma.

Delivering a detailed presentation on the project, Mayor Aki-Sawyerr explained that the initiative is funded by the International Development Research Centre (IDRC) and forms part of a broader international urban development agenda, with Sierra Leone serving as one of the focal countries for implementation.

She noted that the project is specifically designed to support unpaid caregivers by providing access to social protection services, healthcare opportunities, and welfare support, especially for women who play critical caregiving roles within their households and communities.

According to the Mayor, the Susan’s Bay community has been identified as the project’s primary implementation area under what she described as

“The Care Block.”

The initiative will include the establishment of safe learning spaces, computer literacy programmes, and financial inclusion opportunities aimed at empowering women and girls within the community.

Minister of Gender and Children’s Affairs, Isata Mahoi, joined ministry officials in welcoming the delegation and commended the Mayor and her team for what she described as a timely and impactful initiative.

Dr. Mahoi highlighted the importance of the Gender Equality and Women’s Empowerment (GEWE) Act, which she said was enacted to address inequalities affecting women, including access to financial services, leadership opportunities, and participation in decision-making processes.

She emphasized that the Ministry continues to work closely with various Ministries, Departments and Agencies (MDAs) to advance women’s empowerment and gender equity nationwide.
Commending the Freetown Caring City Project, Dr. Mahoi described the initiative as a significant step toward supporting vulnerable women and caregivers at the grassroots level.

“I am very much happy for this laudable initiative and this is more than welcoming for us,” she stated.

The meeting concluded with a group photograph, symbolizing unity, collaboration, and a strengthened relationship between Sierra Leone and Bogotá in advancing inclusive urban development and women’s empowerment initiatives.

Hon. Dr. Isata Mahoi, Minister of Gender and Children’s Affairs, participated in the Sierra Leone Open Government Partnership (OGP) National Action Plan 5 High-Level Panel Discussion, where she served as Moderator for an expert panel comprising key governance stakeholders including the Commissioner of the Anti-Corruption Commission Francis Ben Kelfala, the Chairman for the Right to Access Information Dr. Ibrahim Seaga Shaw,, the Deputy Clerk of Parliament Mr Gilbert Bosco N'habay, Dr. Emmanuel A.R. Gaima is the Principal Executive Adviser to the President on the Public Service and Head of the Public Sector Reform Unit in Sierra Leone, and Mr. Jeremy Ben Simbo of the Center for Accountability and Rule of Law Sierra Leone.

In her opening remarks, Hon. Dr. Mahoi emphasized that open governance remains essential in building a Sierra Leone where transparency, accountability, participation, and inclusion are at the center of national development. Reflecting on Sierra Leone’s progress since joining the OGP in 2013, she highlighted the country’s strides in anti-corruption reforms, open parliament initiatives, youth inclusion, access to justice, and the right to information.

The Minister further noted that inclusive governance is not merely an aspiration but a practical framework for national transformation, citing the Child Rights Act 2025 and the Prohibition of Child Marriage Act 2024 as examples of reforms strengthened through citizen engagement and partnership.

The high-level discussion explored ways the OGP can better support government institutions while strengthening citizens’ trust and participation in governance. Panelists provided in-depth analysis on transparency, accountability, institutional reforms, parliamentary oversight, civic engagement, and Africa’s growing “Open State” agenda.

Hon. Dr. Mahoi reaffirmed that meaningful development happens when government, civil society, development partners, and citizens work together as co-creators of solutions for national progress.
