*NaCSA Hosts GPCYE Technical Review Committee Meeting to Strengthen Community Development Efforts*

Freetown, Sierra Leone – Friday, 13th March 2026.

The Technical Review Committee (TRC) Meeting of the Pro-Poor Growth for Peace Consolidation and Youth Employment (GPCYE) project was successfully held on Friday, 13th March 2026, at the National Commission for Social Action (NaCSA) Headquarters in Freetown.

The meeting was called to order by the Director of Field Operations (DOF), *Mr. Maada Ngombu*, after which prayers were offered and participants proceeded with individual introductions. The gathering brought together NaCSA management, project partners, engineers, and representatives from beneficiary districts to review the progress and future direction of the GPCYE project.

Delivering the opening address, the Commissioner of NaCSA conveyed warm greetings, while expressing appreciation to all stakeholders present. He welcomed project partners and NaCSA staff from both headquarters and the provinces, emphasizing the importance of the Technical Review Committee as a platform for assessing implementation progress and strengthening coordination among stakeholders.

The Commissioner, *Ambassador Ernest Mbaimba Ndomahina* further commended the engineers and technical teams for their relentless commitment and timely response in executing project activities across the country. He acknowledged their dedication to improving the livelihoods and living conditions of local communities, encouraging them to continue their exemplary efforts in delivering impactful development initiatives.

Seated beside the Commissioner was the Deputy Commissioner of NaCSA, *Dr. Susan Robert*, who presided over the meeting as Chair. Under her leadership, the meeting progressed efficiently with constructive engagement from all participants.

Representatives from beneficiary districts shared their perspectives on the impact of the GPCYE interventions in their respective communities. *Madam Asiatu Conteh*, Chairperson for Bonthe District, highlighted the transformative role the project has played in *Yawbeko* and surrounding communities. She noted that the intervention has brought renewed optimism to the district, stating: “We see a glimpse of hope for our district and we are looking forward to more.”

Similarly, Councillor *Alie Lamin Kamara* from Kambia District expressed satisfaction with the interventions carried out under the project through NaCSA. He particularly commended the project’s support for the Government’s Feed Salone Programme, describing Kambia as a fertile district with immense potential for agricultural development and noting that the initiatives are contributing meaningfully to the district’s growth.

From Moyamba District, Chief Administrator (CA) *Mr. Gbawuru Sillah* also expressed appreciation for the progress recorded so far. He noted that stakeholders in Moyamba are pleased that the project has now expanded its reach to their district, and they look forward to sustained collaboration and continued development support.

The Project Manager for GPCYE, *Mr. Salifu Mansaray*, delivered a detailed presentation on behalf of the project team. During his presentation, he outlined the proposed 2027 Results Matrix, highlighting planned interventions across beneficiary districts. According to the presentation, five projects are planned for Moyamba District, reflecting the project’s recent expansion into the district, while three projects are earmarked for Bonthe District, bringing the total number of planned interventions in the Southern Province to eight.

*Mr. Mansaray* further explained that no new projects are scheduled for Kambia District in 2027, as the project has already implemented a significant number of interventions in the district over the past implementation cycles.

In response to the proposed matrix, representatives from Moyamba District expressed satisfaction with the planned interventions for 2027. However, stakeholders from Bonthe and Kambia Districts appealed for additional consideration and further interventions in their areas to address remaining development needs.

The meeting concluded with constructive deliberations among participants, reaffirming the collective commitment of NaCSA, its partners, and local authorities to ensuring that the GPCYE project continues to deliver meaningful and sustainable development outcomes for communities across Sierra Leone.

The Technical Review Committee Meeting serves as an important coordination and oversight platform, enabling stakeholders to review progress, assess impact, and align strategies to maximize the effectiveness of project interventions nationwide.

Freetown, Sierra Leone – February 10, 2026: A landmark Memorandum of Understanding (MoU) was signed today between the Ministry of Gender and Children’s Affairs (MoGCA), the National Commission for Social Action (NaCSA), and the Anti-Corruption Commission (ACC), formalizing a strategic partnership to strengthen national responses to gender-based violence (GBV) within social protection programs.

The ceremony, held at the MoGCA Conference Room on Waterloo Street, marked a major step in building a coordinated, survivor-centered, and accountable framework for addressing GBV incidents reported through Grievance Redress Mechanisms (GRMs).

The Minister of Gender and Children’s Affairs - Dr. Isata Mahoi stated that *"The signing of this MoU shows Sierra Leone’s firm commitment to protecting survivors of gender-based violence. By bringing MoGCA, NaCSA, and ACC together, we are building grievance systems that are transparent, accountable, and survivor-centered. Commissioner of NaCSA, Amb. Ernest Mbaimba Ndomahina, emphasized that the agreement strengthens survivor economic support and builds public confidence in grievance processes.*"This partnership restores dignity by empowering survivors economically and reinforcing trust in grievance systems. It reflects our commitment to transparency, fairness, and sustainable empowerment, ensuring communities feel secure and supported."*

Mr. Augustine Foday Ngobie, Deputy Commissioner of the ACC reinforced the Commission’s position in fighting corruption. *"The ACC remains resolute in protecting public resources and ensuring accountability. This agreement reinforces survivor support and strengthens grievance systems, building trust and transparency across our institutions."*

The UNICEF Country Representative commended the Government of Sierra Leone for demonstrating strong leadership in advancing a coordinated, survivor-centered response. The Representative noted that the MoU represents a critical step toward protecting women and children from violence, exploitation, and abuse, particularly those reached through social protection programs.

The agreement provides for internal referral pathways, regular staff training, quarterly joint reviews, coordinated information sharing, and survivor feedback mechanisms. MoGCA will lead national coordination, while NaCSA and ACC will provide programmatic and accountability support. Provisions on financial management, transparency, and annual review ensure sustainability and continuous improvement.

The signing of this MoU represents a significant milestone in Sierra Leone’s fight against gender-based violence. By uniting MoGCA, NaCSA, and ACC under a shared framework, the Government has reinforced its commitment to survivor protection, ethical governance, and coordinated service delivery.

*Tiama Town, Thursday 8th January, 2026,* Economic Community of West African States (ECOWAS), through its Humanitarian and Social Affairs Directorate and in collaboration with national partners, has officially launched a groundbreaking project in Sierra Leone aimed at strengthening support for Persons of Concern (PoCs) and host communities.

The initiative focuses on Internally Displaced Persons (IDPs), refugees, returnees, stateless persons, asylum seekers, and host populations. It reaffirms ECOWAS’s commitment to humanitarian protection, resilience, and inclusive development across the region, while also addressing Sierra Leone’s unique challenges in displacement and migration.

At the launch ceremony, Kenya Ballay, Minister of Planning and Economic Development (MoPED), underscored the national importance of the project. *“Today marks a significant milestone in our collective journey toward inclusive growth and regional integration,”* she said. The National Commission for Social Action (NaCSA) has successfully concluded a two-days intensive training session for data enumerators ahead of the nationwide feasibility assessment for the proposed Sierra Leone Community-Driven Development Project (SLCDD III). The project is supported by the *Islamic Development Bank* (IsDB) with counterpart funding from the Government of Sierra Leone.

The training brought together participants from NaCSA Headquarters and district offices for a structured two-days programme designed to strengthen field readiness and ensure high-quality data collection across the seven targeted districts: Bo, Bonthe, Pujehun, Kenema, Kailahun, Falaba, and Kambia.

During the opening session, NaCSA Regional Coordinator, South - Md. Aminata Vandi emphasized the significance of the feasibility study in shaping evidence-based project planning. The Programme Manager for SLCDD II - Momoh Juanah further outlined the objectives of the assessment and its anticipated impact on community-driven development.

Senior Directors and the NaCSA Board Chairman - Mr. Mohamed Alie also shared brief remarks, acknowledging the commitment of staff and the crucial role of accurate field data in designing effective interventions. The Monitoring and Evaluation (M&E) Manager - Deen Tarawally elaborated on the need for data accuracy, providing practical guidance on the use of the assessment survey instrument.

Enumerators received hands-on training on ground rules, ethical considerations, quality assurance, and data collection techniques. Participants engaged in group exercises to reinforce understanding and ensure uniformity in data collection procedures. As the training wraps up, enumerators are set to be deployed to their respective districts to commence field activities.

The two-days preparation has equipped them with the knowledge, confidence, and tools required to conduct the assessment with accuracy and professionalism. This marks a key milestone in the rollout of SLCDD II, reinforcing NaCSA’s commitment to community participation, transparency, and inclusive development across Sierra Leone.
