The Chairman of the Right to Access Information Commission (RAIC), Dr. Ibrahim Seaga Shaw, has disclosed that Sierra Leone is currently the best performing country in terms of access to information compliance, according to a study conducted by the Canada-based Centre for Law and Democracy.

Dr. Shaw made this disclosure during the Weekly Press Conference held at the Bonthe Community Centre on Bonthe Island, where he highlighted Sierra Leoneโ€™s strong performance across all international access-to-information indicators.

โ€œAccess to information is a fundamental right and a pillar of democracy,โ€ Dr. Shaw stated, emphasizing the importance of transparency in governance. He added, โ€œWe are not here to withhold information; we are here to facilitate access to it.โ€

Providing an update on the upcoming International Conference of Information Commissioners scheduled for September 2026, Dr. Shaw explained that the event will bring together approximately 300 information commissioners and key stakeholders from around the world, positioning Sierra Leone as a key player in global transparency and governance discussions. โ€œHosting the International Conference of Information Commissioners will place Sierra Leone on the global transparency map,โ€ he noted.

Dr. Shaw further outlined Sierra Leoneโ€™s access to information framework, explaining that RAIC supports citizens to request information, monitors compliance by public authorities, and promotes proactive disclosure of information by institutions. He stressed that public institutions must proactively disclose information, rather than waiting for citizens to ask.

He also highlighted that access to information has now been incorporated into government performance assessments, reinforcing accountability and transparency across public institutions. โ€œAccess to information is now part of how public institutions are measured for performance,โ€ he explained.

Chairman and Information Commissioner of the Right to Access Information Commission (RAIC), Dr Ibrahim Seaga Shaw, has reiterated RAICโ€™s ongoing preparations to host simultaneously the two biggest right-to-information global conferences on 28th, 29th and 30th September 2026 at the Bintumani Conference Center in Freetown: the International Day for Universal Access to Information (IDUAI) and the International Conference of Information Commissioners (ICIC).

Dr Shaw was speaking at the first-ever Ministry of Information and Civic Education press briefing in Bonthe District, southern Sierra Leone, on Tuesday 3rd February 2026.

โ€œIt is rare for one country to host both conferences at the same period. This is the first time Sierra Leone is hosting both global conferences. It is important to also note that this is the first time a West African nation is hosting the ICIC Conference and the second time for an African nation after South Africa which hosted it in 2019,โ€ Dr Shaw explained.

The RAIC boss noted that the conferences are expected to attract hundreds of people globally to Freetown, something he said would be an opportunity to not only discuss right to information but also showcase the country to people from other parts of the world.

โ€œDiscussions will be on a range of topics. There will be panels to identify challenges and proffer workable solutions to advance right to information at national, regional and global levels. The moments will also feature displays of the culture and beauty of Sierra Leone and other national realities that may be of great intervention or investment interest to those that would be joining us from other countries,โ€ he said.

Dr Ibrahim Seaga Shaw seized the opportunity to encourage public and private institutions to support the smooth and successful hosting of the joint conference as such an event has the potential to heighten the countryโ€™s international profile and attract opportunities.

He also highlighted the sustained impressive performance of Sierra Leone on access to information ratings regionally and globally, citing the Millennium Challenge Corporation (MCC) scorecard, UNESCO survey, among others. He informed the gathering of Sierra Leoneโ€™s exceptional performance in the most recent right-to-information implementation rating by the Center for Law and Democracy in Canada, a leading global organization that rates the strength and implementation of national right-to-information laws worldwide.

The countryโ€™s Information Commissioner also encouraged public authorities or institutions to comply with their obligations under the Right to Access Information (RAI) Act of 2013 which obliges them to do both proactive and reactive information disclosures. Proactive disclose is when an institution puts out information without receiving a request for such. Reactive disclosure is when an institution provides information or advances reason(s) for not providing information when requested by someone or another institution.

โ€œAfter several reasonable requests from public authorities, we have extended the deadline to Monday 16th February 2026 for public authorities to submit their Annual Compliance Report (ACR) and Proactive Disclosure of Information (PDI) scheme for us to have true reflection of the realities on proactive and reactive disclosure of information. We are grateful that the Office of the President has made access to information a key performance indicator for all public institutions. However, public institutions must understand that we can only submit data to State House on access to information for only public institutions that comply,โ€ Dr Shaw warned.

The Right to Access Information Commission (RAIC) and the National Monitoring and Evaluation Agency (NaMEA) signed a Memorandum of Understanding (MoU) to promote and enforce transparency and accountability across public institutions on Thursday 22nd January 2026 at NaMEAโ€™s head office in Freetown.

Signing the collaborative document, Dr Ibrahim Seaga Shaw, the Chairman and Information Commissioner of RAIC said there is resonance between the mandates of both institutions, noting that while NaMEA does monitoring and evaluation of programs and projects of public institutions, the RAIC facilitates access to information held by these institutions.

โ€œOur mandates are different, but there is however a nexus. There is something the RAIC and NaMEA have in common, which is, to ensure transparency and accountability in public institutions. NaMEA and other public accountability institutions cannot be efficient in monitoring and evaluating institutions without available credible data or information. This is where the mandate of RAIC comes to play,โ€ Dr Seaga Shaw stated, adding that the signing and implementation of the MoU would realize and sustain the synergy of both institutions in enhancing good governance, best practices and development in general.

The RAIC boss emphasized the relevance of access to information, saying it is the only way people can make informed decisions and hold institutions accountable. โ€œThe people should benefit from public funds. Value for money is also of great essence. With access to information, people are empowered to actively participate in public programs and projects and give data-informed feedback,โ€ he noted.

Dr Shaw seized the opportunity to encourage public authorities to have functional and regularly updated websites, social media and other platforms where they proactively disclose information; adding that public authorities should also timely and adequately respond to information requests as he cited sections in the Right to Access Information Act 2013 which obliges public authorities to do both proactive and reactive disclosure of information. He also encouraged public institutions to complete their Annual Compliance Report and Proactive Disclose of Information Scheme, citing consequences for non-compliance.

In his remarks, Dr James Edwin, the Director General of NaMEA, reiterated the nexus between the Right to Access Information Commission and the National Monitoring and Evaluation Agency, noting that the implementation of the MoU would do justice to the people of Sierra Leone on whose behalf public offices are occupied and public funds utilized.

โ€œThe people of this country deserve to know what happens with the monies used by public institutions, and the programs and projects they implement to enhance public evaluation and scrutiny,โ€ the Director General of NaMEA affirmed.

He described the MoU as a great venture that is pivotal for the overall common good of the country.

The MoU seeks to establish a formal framework for collaboration between RAIC and NaMEA in sharing information, data, best practices, and to ensure compliance with legal mandates on transparency, monitoring and evaluation of government programs, policies and projects.

The Chairman and Information Commissioner of the Right to Access Information Commission (RAIC), Dr. Ibrahim Seaga Shaw, has described 2024 as a successful year for access to information in Sierra Leone. He made this statement at the official launch of the RAIC 2024 Annual Report and the Second Pilot Training Workshop on Access to Information (ATI) Digital Platforms.

Speaking at the event, Dr. Shaw reflected on the progress made since he assumed office as Chairman and Information Commissioner, noting that at the time there was no functional website or annual report. He however noted that, through commitment, hard work, and dedication, the Commission now operates a fully functional website and is launching its sixth Annual Report under his leadership.

Dr. Shaw further highlighted that Sierra Leoneโ€™s hosting of the International Conference of Information Commissioners (ICIC) in 2026 will position the country on the global stage as a key partner in advancing information openness worldwide. He called on all Sierra Leoneans to support the RAIC in achieving its mandate. He also paid tribute to His Excellency President Dr. Julius Maada Bio, the Minister of Information and Civic Education, Chernor Bah and the staff of the RAIC for the confidence and support accorded him.

Delivering remarks, Mr. Fodeba Dabor of the Local Content Agency commended Dr. Shaw for the significant progress achieved within a short period. He pledged the Agencyโ€™s commitment to proactive disclosure of information, submission of annual compliance reports, and fulfillment of other statutory obligations under the ATI framework.

Mr. Patrick Molai Koroma of the Ministry of Foreign Affairs emphasized that access to information is fundamental to the achievement of the Sustainable Development Goals, particularly SDG 16.10.2, which also strengthens Sierra Leoneโ€™s standing in relation to the Millennium Challenge Corporation (MCC) Compact.

Speaking on behalf of the Sierra Leone Association of Journalists (SLAJ), Mr. Mohamed Konneh applauded the RAIC for opening up the information space to enhance transparency and accountability. He noted that an informed citizenry is better positioned to hold government accountable and called on the Commission to ensure inclusive participation, particularly in the use of digital platforms, to accelerate development in the information sector.

Mr. Alphonsus Gbanie, Executive Director of the Human Rights Defender Network, stated that information is power and critical to the work of civil society organizations. He acknowledged the RAICโ€™s significant contributions to the realization of human rights in Sierra Leone, while calling for increased sensitization on exempt information under the Act to ensure broader public understanding and participation.

Representing the Ministry of Information and Civic Education, Ms. Nancy Koroma underscored the importance of the 2024 Annual Report, noting that it highlights emerging trends, institutional performance, and practical challenges faced by public authorities in responding to information requests. She reaffirmed governmentโ€™s recognition of access to information as a fundamental right, not a privilege, and commended the RAIC for its oversight role, capacity-building initiatives, and engagement with public institutions nationwide.

Ms. Koroma also emphasized that the launch of the Second Pilot Training Workshop on ATI Digital Platforms reflects a shared commitment to digital transformation as a means of modernising access to public information. While acknowledging the benefits of technology in improving efficiency and access, she stressed that it must be supported by institutional readiness, trained personnel, clear procedures, and a culture of openness within public authorities.

She concluded by reaffirming the Ministryโ€™s commitment to working with the RAIC, public institutions, civil society, and development partners to strengthen compliance with access to information laws and policies. She urged participants to actively engage in the workshop and translate policy into practice to ensure that access to information becomes a lived reality for all citizens.

Following the official launch of the report by Dr. Shaw, a training session was conducted for Ministries, Departments, and Agencies (MDAs) on the use of ATI digital platforms. The training was facilitated by Mr. Amara Thoronka, Public Information and Communications Officer attached to the National Secretariat.

The Minister of Information and Civic Education, Hon. Chernor A. Bah, has lauded the Right to Access Information Commission (RAIC) as one of the best-performing commissions in Sierra Leone. The Minister made this commendation during the official handover of the 2024 RAIC Annual Report to the Ministry on the 8th Floor of the Youyi Building in Freetown.

Speaking at the ceremony, Minister Bah praised the RAIC for its consistent dedication to transparency, accountability, and good governance, noting that the Commission has demonstrated exceptional performance over the years.

Presenting the 2024 Annual Report, the Chairman of RAIC, Dr. Ibrahim Seaga Shaw, highlighted the remarkable progress the Commission has made since his leadership began. He recalled that when the current administration took office, the Commission had no annual report and had recorded only 112 information requests nationwide.

โ€œFast forward to 2023, the Commission received 19,496 information requests, showing the astronomical progress we have made,โ€ Dr. Shaw stated. He noted that although the 2024 figures show a slight decline, he is optimistic that performance will improve next year due to the inclusion of Access to Information (ATI) and Proactive Disclosure of Information (PDI) as key performance indicators under the State House Delivery Unit.

Dr. Shaw emphasized that the submission of the annual report is in strict compliance with Section 41 of the RAI Act, which mandates the Commission to present its yearly achievements, activities, and audited financial statements. He expressed confidence that the 2024 report โ€œwill make for good reading.โ€

Minister Bah reaffirmed the governmentโ€™s commitment to strengthening the RAIC, stating that it is no surprise the Commission continues to excel, as it has consistently proven its value to citizens and institutions.

He further announced that the Ministry is working closely with the RAIC to expand the Commissionโ€™s mandate to include Data Protection, transforming it into a full-fledged authority capable of addressing emerging information governance challenges.

The Minister also underscored the need for enhanced collaboration with the Ministry of Communication and Technology (MoCT) to ensure that all Ministries, Departments, and Agencies (MDAs) have functional websites to support proactive disclosure. He assured the meeting that his team will draft a Cabinet Paper requiring MDAs to develop and maintain official websites aligned with PDI standards.

The Deputy Minister of Information and Civic Education, Hon. Abdel Aziz Bawoh, and the Director of Information, Emmanuel Turay, both applauded the RAIC for its impressive strides. They encouraged continued collaboration, especially as the Ministry prepares for the upcoming National Civic Festival, where the RAIC will have the opportunity to showcase its work to the public.

The Right to Access Information Commission (RAIC) on Thursday 6th November, 2025 engaged the Ministry of Foreign Affairs and International Cooperation on compliance with the Right to Access Information Act (RAI Act 2013) and the preparedness of the RAIC in hosting the 17th edition of the International Conference of Information Commissioners in Freetown next year.

On compliance, Dr Ibrahim Seaga Shaw, the Chairman and Information Commissioner of the RAIC, referenced provisions in the RAI Law which oblige public authorities to do due diligence to and comply with proactive and reactive disclosure of information.

โ€œFor reactive disclosure, public authorities should provide requesters with all information not exempted by law. We have developed and have been using the Annual Compliance Report (ACR) template to monitor and evaluate public authorities in relation to providing requested information and also having the enabling environment like having public information officers, records officers, ICT unit, records unit, among others. For proactive disclosure, the RAI Act provides for the disclosure of a minimum of 22 classes of information. To guide and realize compliance, we have the Proactive Disclosure of Information (PDI) template containing all the minimum classes of information that must be disclosed by public authorities either on their websites or other proactive disclosure publication platforms. We expect all public authorities to comply as such undertaking is not only mandatory, but it is also crucial for transparency, accountability and good governance in general,โ€ Dr Seaga Shaw explained.

The countryโ€™s Information Commissioner informed the leadership of the Ministry of Foreign Affairs and Internation Cooperation that access to information is not only limited to individuals, noting that public authorities or institutions can also request for information from other public authorities; emphasizing the power of information in preventing or mitigating misinformation and fake news and also in promoting development.

Dr Seaga Shaw however mentioned exempt clauses that permit public authorities not to give out certain information bordering on privacy, national security, trade secret, diplomatic relations and certain cultural practices. He cautioned that public authorities should not abuse such provisions as the RAIC is empowered by law to make a determination on such decisions upon receiving complaints from requesters.

He cited the RAICโ€™s [by extension Sierra Leoneโ€™s] steady impressive performances in regional and global rankings on access to information, especially since he took over the leadership of RAIC in late 2018; referencing the UNESCO Survey on Public Access to Information and the Millennium Challenge Corporation (MCC) eligibility criteria one of which is a countryโ€™s performance in access to information.

Informing the leadership of the Ministry of Foreign Affairs on one of Sierra Leoneโ€™s milestones in access to information, Dr Seaga Shaw said Sierra Leone will be hosting the International Conference of Information Commissioners (ICIC 2026) in Freetown next year at the Bintumani International Conference Center, noting that the Conference will bring together hundreds of delegate across the world, while emphasizing that this is the first time such conference is happening in West Africa and second time in the whole of Africa after South Africa hosted it in 2019.

Dr Shaw craved on the Ministry of Foreign Affairs and International Cooperation for its supports as the Conference will heighten the global profile or image of Sierra Leone on access to information and open governance.

In his remark, Alan Logan, the Director General of the Ministry of Foreign Affairs and International Cooperation congratulated Dr Seaga Shaw and the RAIC on their many achievements in promoting access to information and also for winning the bid to host next yearโ€™s edition of ICIC Conference in Sierra Leone.

DG Logan pledged his institutionโ€™s technical and other supports to the forthcoming ICIC Conference.

โ€œWe can help with professional translators and visa on arrival as the RAIC is a very important institution in the democracy and governance of Sierra Leone and such a Conference is key to our global image on governance. We will give our full cooperation,โ€ the Foreign Affairs Director-General assured.

He advised the leadership of the RAIC to make a formal request with specific things his Ministry can help with in making the said international conference a success.

He lauded the efforts of the RAIC Chairman for aptly and comprehensively explaining the processes in accessing information, the information exemptions, and the obligations of public authorities under the RAI Law.

The new studentsโ€™ executive of the Department of Information Studies and Knowledge Management at Fourah Bay College, University of Sierra Leone, paid a courtesy call on the Right to Access Information Commission (RAIC) on Wednesday 29th October 2025 in a bid to cement the existing partnership between the RAIC and the studentsโ€™ body.

Speaking on the purpose of their visit, Ms Lydia Franstacia John, the President of the studentsโ€™ body, said there has been a change in student leadership at their department, adding that the visit was a way to familiarize themselves with the RAIC as a key partner in the nature of their course of study.

Ms John craved on the RAIC to assist her department with internship opportunities, recruitment of records professionals from her department, train information and knowledge management students on the mandate of the RAIC, support with learning materials on records/data, and for the the RAIC to deliver lecture organized by the student body, among other things.

Welcoming the studentsโ€™ executive and responding to their requests, Dr Ibrahim Seaga Shaw, the Chairman and Information Commissioner of the Right to Access Information Commission, guided the students on the law, mandate and operations of the Commission in consonance with their subject area โ€“ records management.

โ€œWe are operating from a regulating angle on records as Section 27 of our Act provides for public authorities to have records officers; and at the end of every year, we monitor compliance to the said legal obligation. However, in terms of the recruitment of records officers, that is the responsibility of the Human Resources Management Office for now. But with the Records Management Bill now going to Parliament, the responsibility to recruit records officers would be transferred to the Ministry of Information and Civic Education. In other words, we donโ€™t get involved in the recruitment; we just provide support and advice. We however enforce compliance, and provide capacity building for records officers and information officers from time to time as they are the frontline officers in providing the enabling environment for access to information. If you donโ€™t have records of information, it is difficult for you to provide access,โ€ he explained.

Dr Seaga Shaw assured the studentsโ€™ body of continuously including them in the activities of the Commission, especially in areas of records management, but expressed current financial challenges to add interns to their current workforce of the Commission.

โ€œOn your internship request, the challenge we have presently is that of funding as we are seriously challenged financially. We donโ€™t want a situation of having interns working with us that cannot duly get their stipends or allowances. However, when the financial strength is there, we would be very happy to have interns as internship is a great learning curve for students in acquiring practical skills and abilities,โ€ Dr Shaw noted.

The RAIC boss however advised and encouraged the students to explore their internship quest in other institutions, especially bigger public institutions with much larger funding and opportunities.

Expressing profound passion to get students engaged in hands-on internship programs, Dr Sega Shaw assured the students that his office can provide recommendation letters in case the students need them in securing such opportunities elsewhere.
โ€œWe want more people like you to go into those jobs as you are records professionals that can perform at the highest level in records management.โ€

He also assured the studentsโ€™ body that the RAIC welcomes their public lectures intentions, noting that the Commission would participate in them anytime they are organized.

Dr Shaw further encouraged the students to use the access to information law to acquire relevant information from public authorities for research and other purposes. โ€œIf you request for information, not exempted by our Act, and a public authority refuses to grant you such information, you can come to us. That is why we are here to facilitate access to information,โ€ he stated.
The head of the countryโ€™s information regulatory agency referred the students to the official website [www.raic.gov.sl] of the Commission to gain free access to materials and articles that would enable them know everything about the Commission and its programs, activities and enforcement undertakings.

The students were provided with a records management training manual developed by the RAIC with funding from UNESCO. Dr Shaw informed the students that the RAIC has been given the continental mandate to develop a records management training manual for the whole of Africa, adding that work has begun as the consultants [one local, one international] have been hired by UNESCO and that work is in progress to have a records management model for Africa.

In her statement, Mrs Fanta Morgan, the Manager of Records and Open Data of RAIC, reiterated the commitment of the Commission in supporting the studentsโ€™ body in areas the Commission is able to render support, while emphasizing the interdependent relationship between records management and access to information.

Kumba Kamanor, the Organizing Secretary of the studentsโ€™ body,
thanked Dr. Seaga Shaw and the Right to Access Information Commission for what she called a โ€œgreat learning opportunityโ€ and the continued inclusive efforts of the Commission.
The RAICโ€™s Records and Open Data Manager took the students on a tour of the records and archival facilities of the Commission.

The northern regional office of the Right to Access Information Commission (RAIC) engaged stakeholders in Masingbi, Tonkolili District. on Thursday, October 23rd, 2025, to popularize the Right to Access Information (RAI) Law and educate citizens in the region on their right to access information held by public authorities in a bid to enlighten people on mechanisms to access and receive information.

In his opening remarks, Mr Abu Bakarr Kargbo, the Northern Regional Commissioner of RAIC, said right to access information is a foundational requirement of democratic governance that facilitates transparency, accountability, and citizensโ€™ participation in public affairs.

โ€œLimiting access to information can have detrimental effects, including misinformation and disinformation. It is our collective responsibility to promote and protect right to access information by ensuring that individuals access information speedily and inexpensively,โ€ Commissioner Kargbo told the people of Masingbi.

According to him, numerous advocacy groups and NGOs have launched campaigns to educate citizens about their rights under the RAI laws, while recognizing the role of social media and mobile applications as key tools in enabling broader outreach and facilitating instant access to information.

He further explained the value and benefit of the new digital platform designed by the RAIC to digitalize and expedite access to information nationwide.

โ€œThe digital platform caters for all citizens in need of information for easy access from public authorities. It is an alternative to the paper-based system of requesting for information. Now, you can go to the RAICโ€™s official website to access the forms to request for information and even complain public authorities for non-compliance. Public authorities can also use the same platform to acknowledge receipt of information request and even provide requested information,โ€ Commissioner Kargbo explained while encouraging people to use the said digital platform.

The paramount chief representative Pa Tholley appreciated the Commissionโ€™s efforts in the fight for openness and accountability in both public and private sectors and encouraged the Commission to continue popularizing its mandate in the chiefdom.
Commissioner Kargbo urged stakeholders to collaborate with the Regional Office in Makeni City for easy access to information from public authorities.
