Stakeholder Engagement and Validation of the Revised National Feeder Roads Policy

The Ministry of Works and Public Assets (MoWPA), in partnership with the Sierra Leone Roads Authority (SLRA), hosted two key workshops to validate the revised National Feeder Roads Policy.
The first session, held on 18 March 2025 at the Family Kingdom Hotel, engaged government officials and public agencies. A broader validation workshop followed on 27 March 2025 at the Country Lodge Hotel, bringing together employers’ and workers’ associations, civil society, and development partners.
Supported by funding from the European Union (EU) and technical assistance from the International Labour Organization (ILO), the review process ensured inclusive participation and alignment with national development goals.
The Ministry has formally approved the revised policy on 7 May 2025, which aims to deliver safe, sustainable, and all-weather-accessible feeder roads and creating more and better jobs to boost rural connectivity and economic growth.
The revised National Feeder Roads Policy envisions a Sierra Leone where rural communities have reliable, all-weather road access that supports agriculture and drives national development. Its mission is to ensure that feeder roads are developed and maintained using labour-based approaches that actively involve local communities. To achieve this, the policy focuses on promoting cost-effective infrastructure by leveraging local materials and labour, building the technical capacity of women, men, and small-scale contractors in labour-based technology (LBT), and creating employment opportunities through community-led road works. It also aims to establish sustainable financing mechanisms for feeder road development and strengthen institutional coordination and capacity within the Sierra Leone Roads Authority (SLRA) and local councils.

The Sierra Leone Roads Authority on January 28, 2025 opened bids for the procurement of vehicles, office furniture and supplies for phase IV of the Mano River Union Development and Transport Facilitation Project.

The event was held in the SLRA conference room in Freetown in the presence of the bidders and representatives of accountability institutions, including National Public Procurement Authority and Audit Service Sierra Leone.

In his opening remarks, the Deputy Director General of SLRA, Ing. Vandi French, assured the bidders of transparent and fair procurement processes to ensure that the most responsive bidder is chosen.
Given an overview on the procurement processes, the Director of Procurement, Khadie Gamanga, informed the gathering that eight bids were sold to the public, but seven suppliers submitted their bids.

The newly appointed Chairman, Board of Directors of the Sierra Leone Roads Authority, SLRA, Honourable Helen P Kuyembeh, made a familiarization and induction visit to the Sierra Leone Roads Authority on Wednesday, January 15, 2025.

Honourable Helen P. Kuyembeh met with the Board of Directors, Management, and staff of SLRA. She encouraged the staff to be diligent and to work hard to ensure good service delivery to the nation.

A few staff members mentioned issues pertaining to the conditions of service in the Authority. The Director General assured the staff that as a responsible management, their welfare concerns are being addressed.

The Sierra Leone Roads Authority (SLRA) has on Thursday, January 9th, 2024, opened bids for the rehabilitation of roads in Tihun Township, spanning 4.24km

The bid opening was publicly held in the Board Room of Sierra Leone Roads Authority in the presence of bidders representatives, officials from NPPA and Civil Society .

Three bid documents were sold and were submitted. Firms that submitted are Secon, Pavi Fort Al Associates SL, and China Civil Engineering Construction Corporation (CCECC).

The project consists of five roads.

The duration of Works is (12) twelve months from the date of commencement, and the defect liability period is twelve (12) months.
