Millions Missing! Shocking Audit Report Exposes Corruption in Sierra Leone’s Lands Ministry

Picture this: a government ministry responsible for managing Sierra Leone’s valuable lands, collecting millions in lease and sales revenue. Now imagine auditors stepping in, checking the books, and realizing—the numbers don’t add up!

That’s exactly what happened when the Audit Service Sierra Leone (ASSL) dropped its 2023 Auditor General’s Report in December 2024. The report exposed massive financial gaps in the Ministry of Lands, Housing, and Country Planning—money missing, records missing, and a whole lot of unanswered questions.

Where’s the Money?

The ministry is supposed to collect money from land leases—charging a standard fee of NLe2,500 per residential plot. But guess what? There was zero documentation on how many leases were issued, how much money was actually collected, or who still owed payments. No records. No accountability. Just vibes!

Then came the land sales revenue. The ministry reported NLe33.1 million as total earnings. But when auditors checked actual bank transactions, the figures didn’t match what the National Revenue Authority (NRA) had. That’s a major red flag—where did the extra money go?

Leases Without Rules, Missing Millions

Between January and October 2023, 564 plots were leased, generating NLe10.7 million. But there was no evidence that these deals followed the correct process. Some people got better deals than others, and the rental fees weren’t applied consistently. One big, disorganized mess!

Even worse, auditors discovered that NLe1.35 million, collected through banks on behalf of the ministry, was never deposited into government accounts. That’s straight-up money gone missing!

And let’s not forget the land sales scam—while the ministry claimed NLe15 million was made, bank deposits showed NLe16 million. A sneaky NLe1 million difference. No proper valuation reports were found, meaning lands could have been sold way below value while corrupt insiders pocketed the difference.

ADP joins the nation in mourning the tragic loss of Lamin Bangura, former national team captain and head coach of the Port Authority football club.

With a heavy heart, we learned about the devastating road accident involving the Port Authority football club. The team was on their way to Kenema for a scheduled match against Kahuna Rangers when this tragic incident occurred.

The players, who are currently in critical condition, have been rushed to the Masiaka Hospital for urgent treatment. Some have been transported to Freetown for further medical attention.

We think about these brave athletes as we hope for their speedy and complete recovery.

The loss of Coach Lamin Bangura is a significant blow to the football community and the nation.

He was a remarkable individual whose passion for the game and dedication to his team inspired many.

We mourn the loss of a great leader, former national team captain, mentor, and coach.

May his soul rest in peace.

We convey our heartfelt condolences to the players, Port Authority Football Club staff, and Coach Bangura's relatives during this difficult time. We stand with you in this period of grief and recovery.

In these trying times, we must unite to support the bereaved and the injured.

We encourage all Sierra Leoneans to keep them in their thoughts and prayers. As we reflect on this tragedy, let us also remember the importance of road safety and commit ourselves to taking all necessary precautions to prevent such incidents.

ADP Condemns the Drastic Toll Gate Price Increases and Urges the Sierra Leone Government to Reconsider this Additional Burden on its Citizens

Freetown, Sierra Leone - February 15, 2024 - The Alliance Democratic Party (ADP) is deeply concerned about the drastic increases in toll gate prices of the Wellington-Masiaka highway announced by the Ministry of Works and Public Assets.

This sudden price hike of above 100 percent is alarming and has sparked widespread distress among Sierra Leoneans nationwide.

This decision comes at a time of severe economic hardship for the people of Sierra Leone, adding pressure on the already significant transportation challenges citizens face.

The ADP is particularly troubled by the potential impact of this substantial toll increase on the cost of living, transportation expenses, and the overall economic well-being of our fellow Sierra Leoneans.

The toll hike will undoubtedly burden our citizens with additional financial strain, affecting their ability to afford essential needs such as food, education, medical, housing, clothing, and more.

Moreover, in recent months, we've seen increases in fuel costs, city transportation fares, and commercial vehicle charges, which have already placed a heavy financial burden on the people of Sierra Leone. The cumulative effect of these increases is alarming and will undoubtedly further entrench economic hardship on the whole population.

The ADP calls on the Government to reconsider its stance in these drastic toll gate price increases as the Wellington-Masiaka highway is a vital route for many citizens who use it on a daily basis.

We urge the government to prioritise the welfare of its citizens and avoid policies that contribute to the worsening economic challenges faced by the people. Instead, we encourage the government to engage in meaningful dialogue with stakeholders and consider alternative solutions that are mindful of the financial realities and hardships faced by Sierra Leoneans.

The ADP remains committed to advocating for the best interests of the Sierra Leonean people and will continue to hold the government accountable for policies that adversely affect the well-being of the citizens.

THE ADP PARTY EXPRESSES SERIOUS CONCERNS ABOUT THE BAD JUDICIAL PRECEDENCE UNDER PRESIDENT JULIUS MAADA BIO'S GOVERNMENT

Freetown, Sierra Leone: The Alliance Democratic Party (ADP) expresses deep concern over the troubling judicial precedent set by the judiciary under the government of President Julius Maada Bio. As a party committed to upholding the rule of law and ensuring fairness and
equality for all citizens, we feel compelled to address the recent actions that threaten the integrity of our legal system.

The Constitution of Sierra Leone stands as the cornerstone of our nation's rule of law. It should serve as the guiding force in legal matters rather than being overshadowed by the subjective opinions of fallible judges. The principle of treating all individuals equally before the law, as enshrined in the Constitution of Sierra Leone, must be upheld without exception.

The ADP party is particularly troubled by the special treatment afforded former President Ernest Bai Koroma of the All Peoples Congress (APC).

Our legal system must ensure abconsistent and fair application of the law, irrespective of an individual's past or present status in society. Granting bail to Former President Koroma on medical grounds may be understandable but allowing him to leave the country's jurisdiction while facing treason charges sets a dangerous precedent.

Let's not forget that Ernest Koroma, as the President of Sierra Leone, held the full powers of government and had access to all the state's resources for 11 years. During his tenure, he was responsible for addressing and improving the healthcare system, which he is now bypassing by seeking medical treatment in Nigeria.

It is preposterous that he has been granted bail to seek medical care outside of Sierra Leone. This decision only serves to reinforce the concerns expressed by sceptical Sierra Leoneans that the November 26th attempted coup may have been staged.

The granting of such special treatment raises serious questions about the legitimacy of the charges. It forces us to consider whether this is a genuine coup, in which case all individuals accused of treason should be subject to equal treatment under the law, or if it is a contrived event, allowing the system to pick and choose who is exempt from prosecution based on subjective opinion rather than the rule of law.

If this is indeed a legitimate coup, we demand that all accused individuals be treated with the same consideration as the former President. Anything less would be a grave miscarriage of justice.

Maintaining public confidence in our legal system is paramount. Therefore, it is essential to uphold the principles of fairness and consistency in applying the law.Everyone must be subject to the same legal standards,regardless of societal position. The exceptional treatment of high-profile figures undermines the public's trust in the judiciary and risks eroding the foundation of justice and equality.

The ADP party calls upon the government and the judiciary to ensure that the rule of law prevails and that no individual is seen as above the law.

We stand firm in our commitment to safeguarding the principles of justice, equality, and fairness for all citizens and continuing to stand in solidarity with the people of Sierra Leone in demanding accountability and a commitment to upholding the rule of law.

ADP ACCUSES DR. ABASS BUNDU, SPEAKER OF PARLIAMENT, AIDING AND ABETTING CORRUPTION IN PARLIAMENT

Freetown, 14th January 2024 – The Alliance Democratic Party is shocked and deeply concerned by the apparent lack of action by Dr Abass Bundu, the Speaker of Parliament, in response to the serious allegations of corruption and malpractice within the Sierra Leone Parliament. Specifically, the ADP accuses the Speaker of aiding and abetting corruption by failing to take decisive disciplinary action against Paran Tarawally, the Clerk of Parliament, charged with alleged corruption by the Anti-Corruption Commission (ACC).

The ADP finds it appalling that despite the serious allegations against the Clerk of Parliament, no concrete steps have been taken by the Parliament’s leadership to address the issue. This lack of action raises serious questions about the commitment of Parliament to uphold integrity, accountability, and transparency as a legislative organ of government.

This troubling development is not an isolated incident. In October 2020, this same Parliament, under the leadership of the current Speaker, immediately suspended two parliamentary whistleblowers, Hon. Hindolo Moiwo Gevao and Hon. Ibrahim Tawa Conteh, from Parliamentary Committee Proceedings following their interviews with the BBC and Radio Democracy. In those interviews, both members of Parliament raised concerns about corruption within the institution of Parliament. Instead of addressing these concerns, the leadership of Parliament referred to the allegations as unverified and sought to silence the voices of those speaking out against corruption.

The ADP believes these actions and inactions indicate a systemic problem within the Sierra Leone Parliament. It is troubling that individuals who raise legitimate concerns about corruption and malpractice within Parliament are subjected to punitive measures while those accused of actual wrongdoing are seemingly shielded from accountability.

The ADP calls on Dr Abass Bundu, as the Speaker of Parliament, to demonstrate decisive leadership and uphold the highest standards of integrity and accountability. Immediate, transparent, and impartial investigations into the allegations against the Clerk of Parliament must be conducted, and appropriate disciplinary actions, if warranted, should be taken.

ADP believes that corruption should be treated as a criminal offense. Part of the problem in our enforcement effort is the need for adequate, fair, and consistent punitive measures proportional to the crime's nature, extent, and monetary value.

Therefore, we strongly urge the Anti-Corruption Commission of Sierra Leone to revise its approach by discontinuing the practice of treating acts of corruption in Sierra Leone as a civil offense rather than a criminal offense. This practice allows individuals with unique connections and privileges to evade accountability for their crimes by simply paying fines without facing imprisonment.

We firmly believe that effective anti-corruption enforcement requires certain acts of corruption, whether active or passive, in both the private and public sectors to be classified as criminal offenses. This approach would ensure that individuals convicted of corruption, regardless of their wealth or connections, must serve a prison sentence commensurate with the severity of their crimes. Failing to implement stringent punitive measures as deterrents only perpetuates further corruption.

In conclusion, the ADP urges the Parliament to create an environment that encourages whistleblowers to come forward with concerns about corruption and malpractice without fear of reprisal. A truly transparent and accountable Parliament is essential for advancing democracy and good governance in Sierra Leone.

The ADP remains committed to working towards a Sierra Leone where transparency, integrity, and accountability are upheld at all levels of government, including the Parliament.
