ACC PARTICIPATES IN WORLD BANK ROUNDTABLE ON PFM PforR DESIGN MISSION

The Anti-Corruption Commission (ACC) has participated in a high-level roundtable meeting held on Monday, 30th March 2026 at the World Bank Country Office, Freetown, as part of the ongoing SALONE Public Financial Management (PFM) Programme-for-Results (PforR) Design and Preparation Mission (2027–2030).

The meeting, convened by the World Bank in collaboration with the Ministry of Finance, brought together key institutions including the Audit Service Sierra Leone and the National Public Procurement Authority (NPPA).

Leading the discussions, the World Bank’s Lead Public Sector Specialist, Raymond Muhula, emphasized that under the PforR framework, results must not only be achieved but independently verified, stressing the need for credible and reliable national systems.

Mr. Muhula underscored the importance of utilizing country systems, particularly in financial management and procurement, noting that these systems must be strong, transparent, and compliant with established regulations.

He further highlighted that the ongoing fiduciary systems assessment will review existing legal, institutional, and operational frameworks to identify gaps and recommend appropriate remedial actions.

On integrity safeguards, Mr. Muhula stated that anti-corruption mechanisms must be fully integrated into programme design and implementation, including corruption risk assessments, preventive controls, and effective reporting systems.

He noted that any suspicion or report of corruption at any stage of programme implementation must be promptly reported and investigated, in line with applicable laws and guidelines.

Mr. Muhula also emphasized the importance of knowledge exchange and peer learning, referencing collaboration with other anti-corruption institutions, including the one in Ethiopia, which he noted has developed strong systems from which the ACC can draw valuable lessons.

The discussions also covered the development of a Program Action Plan, which will outline key reforms and actions necessary to strengthen public financial management systems and ensure accountability in programme delivery.

The ACC reaffirmed its commitment to supporting the PFM reform agenda by promoting integrity, transparency, and accountability in the management of public resources.

The Commission was represented at the meeting by the Coordinator of Operations, Patrick Sandi; Project Coordinator, Patrick Monrovia; Project Manager, Mus Jawara; and the Acting Public Relations Officer, Alex A. Bah.

In Falaba District, Commissioner Francis Ben Kaifala Esq. delivered a heartfelt and thought-provoking message to a well-attended gathering of Paramount Chiefs, Local and Chiefdom Authorities, focusing on one critical truth: Leadership must be transparent to be trusted.

His message centered on gift management and asset declaration, not as restrictions, but as safeguards.

Integrity is protected not just by words, but by systems. Systems built not to limit leaders, but to protect them. Not to question integrity, but to preserve it.

Because in leadership, perception matters as much as reality, and trust can only thrive where transparency leads.

And in Falaba, one thing was clear: traditional leaders are ready to lead with integrity.

In Bombali and Karene, the ACC continues to walk side by side with traditional leadership, strengthening the values that bind our communities together.

“The law does not forbid gifts; it guards against their abuse.”

Not every gift is corruption, but every unchecked gift can become a compromise. This is why transparency and accountability matters. This is why integrity must lead.

ENTRENCHING THE ANTI-CORRUPTION COMMISSION: A NECESSARY CONSTITUTIONAL REFORM FOR SIERRA LEONE

By: Mohamed Muctarr Sow Esq., Prosecutor, ACC

"...If Sierra Leone entrenches its ACC in the Constitution, it would send a strong message that corruption is not just a social issue but a constitutional violation as well. Such a constitutional status would equally protect the Commission from a sudden political takeover. "
