ACC PARTICIPATES IN WORLD BANK ROUNDTABLE ON PFM PforR DESIGN MISSION
The Anti-Corruption Commission (ACC) has participated in a high-level roundtable meeting held on Monday, 30th March 2026 at the World Bank Country Office, Freetown, as part of the ongoing SALONE Public Financial Management (PFM) Programme-for-Results (PforR) Design and Preparation Mission (2027–2030).
The meeting, convened by the World Bank in collaboration with the Ministry of Finance, brought together key institutions including the Audit Service Sierra Leone and the National Public Procurement Authority (NPPA).
Leading the discussions, the World Bank’s Lead Public Sector Specialist, Raymond Muhula, emphasized that under the PforR framework, results must not only be achieved but independently verified, stressing the need for credible and reliable national systems.
Mr. Muhula underscored the importance of utilizing country systems, particularly in financial management and procurement, noting that these systems must be strong, transparent, and compliant with established regulations.
He further highlighted that the ongoing fiduciary systems assessment will review existing legal, institutional, and operational frameworks to identify gaps and recommend appropriate remedial actions.
On integrity safeguards, Mr. Muhula stated that anti-corruption mechanisms must be fully integrated into programme design and implementation, including corruption risk assessments, preventive controls, and effective reporting systems.
He noted that any suspicion or report of corruption at any stage of programme implementation must be promptly reported and investigated, in line with applicable laws and guidelines.
Mr. Muhula also emphasized the importance of knowledge exchange and peer learning, referencing collaboration with other anti-corruption institutions, including the one in Ethiopia, which he noted has developed strong systems from which the ACC can draw valuable lessons.
The discussions also covered the development of a Program Action Plan, which will outline key reforms and actions necessary to strengthen public financial management systems and ensure accountability in programme delivery.
The ACC reaffirmed its commitment to supporting the PFM reform agenda by promoting integrity, transparency, and accountability in the management of public resources.
