Everyone Present Left Wowed by the Infrastructure — Minister Bah Says Government Will Continue to Wow Sierra Leone

The Government of Sierra Leone, through the Ministry of Information and Civic Education (MoICE) in partnership with the China Diming Group, today officially unveiled the newly transformed and modernized Government Printing Department (GPD) facility at New England Ville, Freetown, marking a major milestone in the country’s drive toward industrial innovation and public sector transformation.

Speaking at the official opening ceremony, the Honourable Minister of Information and Civic Education, Chernor Bah, described the moment as historic and emotional, noting that the transformation of the Government Printing Department reflects the government’s broader commitment to reforming dormant state institutions into productive and revenue generating entities.

The Minister began by extending greetings and appreciation to the Honourable Vice President, colleague Ministers, the leadership and staff of the Government Printing Department, representatives of the China Diming Group, development partners, and distinguished guests present at the event.

“My heart is full,” the Minister stated as he reflected on the journey of the institution. He recalled that when he first visited the GPD three years ago, the facility was in a deplorable condition, describing it as a “junkyard” with only a few outdated machines functioning.

“At the time, there was virtually nothing to write home about,” he said. “But even then, it was clear that we were sitting on gold land. When the Government Printing Department was established decades ago, those who built it had a big vision for Sierra Leone.”

Minister Bah praised the resilience and dedication of the long-serving staff of the institution who, despite difficult working conditions and low wages, continued to keep the department operational over the years.

He emphasized that while the GPD possessed massive infrastructure potential, it lacked the innovation and investment required to compete in the modern printing industry. According to him, the Ministry engaged President Julius Maada Bio and Vice President Mohamed Juldeh Jalloh on the need to attract international investors to revive the institution.

The Minister explained that several engagements were held with potential investors across Europe, but many lost interest after witnessing the poor state of the facility. However, through the support of Sierra Leone’s Ambassador to China Mr. Abu Karim and the commitment of the Government, a breakthrough partnership was eventually secured with the China Diming Group.

Minister Bah disclosed that under the partnership arrangement, the Government of Sierra Leone will receive 30 percent of the revenue generated by the new GPD operations, while the China Diming Group will receive 70 percent.

He described the agreement as a significant improvement for the state, noting that the Government previously received no meaningful revenue from the institution.

“This is a commendable venture because beyond revenue generation, the partnership also focuses on skills transfer,” he said. “Chinese experts will train Sierra Leoneans in operating modern printing machinery and advanced production techniques.”

The Minister further announced that the revitalized Government Printing Department now possesses the capacity to print all newspapers in Sierra Leone within just 30 minutes, positioning the institution as one of the most advanced printing facilities in the sub-region.

He also revealed plans to resume publication of the Daily Mail newspaper, which will be printed at the new facility and distributed free of charge across the country to enhance access to information.

Paying tribute to Vice President Juldeh Jalloh, the Minister acknowledged his mentorship, guidance, and unwavering support throughout the implementation of the project.

Looking ahead, Minister Bah stated that the Government’s long-term ambition is to transition the Government Printing Department into a fully-fledged Government Automation Agency capable of supporting broader public sector digital transformation efforts. He added that plans are also underway to introduce a new Act in Parliament to modernize the legal framework governing the institution.

The Minister urged staff members to maintain the newly upgraded facility and encouraged government institutions, private companies, and the public to utilize the services of the GPD.

“When you print at GPD, the money returns to the Government and contributes directly to national development,” he emphasized.

Concluding his remarks, the Minister disclosed that the next major transformation target under the Ministry’s agenda will be the Sierra Leone Broadcasting Corporation (SLBC), as Government continues efforts to modernize public communication institutions across the country.

The launch ceremony marks a new chapter for the Government Printing Department and reflects Sierra Leone’s growing commitment to industrial renewal, innovation, job creation, and sustainable public sector reform.

Government Printing Department Reopens as Sierra Leone Deepens Partnership with China

The Government of Sierra Leone has officially reopened the Government Printing Department at New England Ville in Freetown, marking a significant milestone in the country’s modernization drive and institutional transformation efforts.

Speaking during the commissioning ceremony held on Friday, 29th May 2026, Sierra Leone’s Ambassador to the People’s Republic of China, His Excellency Dr. Abu Karim, described the reopening of the facility as a symbol of progress, partnership, and shared development aspirations between Sierra Leone and China.

“This is far more than the building of infrastructure,” Ambassador Abu Karim stated. “It symbolizes progress, partnership, and the shared vision of two nations committed to development.”

The Ambassador highlighted the importance of the renewed collaboration between the Government of Sierra Leone, the Government of China, the DVD Group, and the Ministry of Information and Civic Education in transforming the Government Printing Department into a modern institution capable of supporting effective government communication and civic engagement nationwide.

According to him, the newly rehabilitated facility will strengthen the production of official government publications and improve public access to reliable information and civic education materials.

“This facility will play a critical role in strengthening government communication, enhancing transparency, and supporting civic education,” he emphasized.

Ambassador Abu Karim also commended the leadership of President Dr. Julius Maada Bio and Vice President Dr. Mohamed Juldeh Jalloh for promoting strategic international partnerships that continue to deliver impactful national development initiatives across various sectors.

He noted that the relationship between Sierra Leone and China has evolved into a strong example of South-South cooperation, with both countries collaborating extensively in infrastructure development, healthcare, education, agriculture, technology, and other critical sectors.

The reopening of the Government Printing Department is expected to significantly improve the efficient production of secure government documents, educational materials, policy publications, and public information resources. Officials say the transformation of the facility aligns with government’s broader agenda of strengthening public institutions and modernizing state services.

“As we commission this facility today, let it serve as a beacon of what is possible when nations work together in unity of purpose,” Ambassador Abu Karim concluded.

The event was attended by government officials, diplomatic representatives, development partners, media practitioners, and stakeholders from various institutions, all of whom described the reopening as an important step toward improving government communication systems and institutional efficiency in Sierra Leone.

Restoring and modernising one of Sierra Leone’s oldest public institutions

The Government Printing Department was officially re-launched today, 29th May 2026, at its headquarters at New England Ville, Freetown, marking what officials described as a major step toward restoring and modernising one of Sierra Leone’s oldest public institutions.

Delivering the welcome address, Government Printer of Sierra Leone, Mr. Salifu Suma, said the launch represented “a new beginning” for an institution that has played a significant role in governance, public administration, and national development for more than two centuries.
“The story of the Government Printing Department is not merely about printing documents; it is a story of service, growth, resilience, and national development,” Mr. Suma stated.

Founded in 1794 and beginning operations as the Royal Gazette in 1801, the Government Printing Department became the first government printing establishment in British West Africa and the second on the African continent after South Africa. Over the years, it produced official gazettes, parliamentary records, educational materials, legal notices, and key state documents supporting public administration across Sierra Leone.

Mr. Suma acknowledged that despite its historic contribution, the department had faced years of decline due to outdated machinery, limited investment, operational disruptions, and challenges in keeping pace with modern printing technology. He noted that staff continued to keep the institution functioning despite severe constraints.

“Today marks a turning point,” he declared, announcing a transformation partnership with the Diming Yimo Printing group aimed at modernising the department’s machinery, production systems, and operational standards.

According to Mr. Suma, the partnership will introduce advanced technology, technical expertise, and substantial investment to reposition the department as a competitive and sustainable printing enterprise capable of meeting international standards.

He stressed that the transformation would also prioritize staff welfare and capacity building. “The men and women who have kept this institution alive over the years will not be left behind. Their jobs will be protected, their skills upgraded, and their capacities strengthened,” he said.

The Government Printer further described the initiative as an investment in Sierra Leone’s future, emphasizing its potential to strengthen public service delivery, create employment opportunities for young people, and improve government communication systems.
“Our ambition is clear. We want to transform the Government Printing Department into a modern printing enterprise that can compete effectively not only within Sierra Leone but across the sub-region and beyond,” he stated.

Mr. Suma also reflected on the department’s legacy, recalling the quality of educational and public materials once produced by the institution and expressing confidence that the department could regain its reputation for professionalism and excellence.

He thanked the Ministry of Information and Civic Education for its continued support and commended staff members for their resilience and dedication during difficult periods.
“Today, we begin a new chapter together….. a chapter of renewal, professionalism, innovation, and progress,” he concluded.

HISTORIC NEW CHAPTER FOR SIERRA LEONE’S GOVERNMENT PRINTING DEPARTMENT

On Friday, 29th May 2026, speaking at the official relaunch of the Government Printing Department, the Vice President of the Republic of Sierra Leone, His Excellency Dr. Mohamed Juldeh Jalloh, delivered a powerful address marking a major milestone in the country’s institutional transformation agenda.

The event, held at the Government Printing Department, New England Ville, brought together government officials, development partners, and stakeholders to witness the unveiling of a modernized national printing institution.

Describing the occasion as a defining national moment, the Vice President stated:

“Today, we are not simply reopening a department, we are restoring national pride. We are modernizing state capacity, and we are demonstrating once again that this government is committed to transforming old institutions into engines of national development.”

The Vice President emphasized that the modernization of the Government Printing Department reflects Government’s broader vision of productivity, innovation, and self-reliance.

“Our vision for Sierra Leone is not a vision of dependency. It is a vision of productivity. It is a vision of innovation. It is a vision of self-reliance.”

The once-declining institution has now been transformed into a modern industrial printing hub through a strategic partnership between the Government of Sierra Leone and the DeMing Group of Companies. The facility now boasts advanced digital and offset printing technology, post-processing systems, exhibition facilities, training spaces, offices, and a state-of-the-art showroom.

According to the Vice President, the project has already attracted over $2 million in investment, with an additional $5 million expected over the next two years.

Highlighting the significance of the transformation, Dr. Mohamed Juldeh Jalloh noted that the facility will:

• Reduce Sierra Leone’s dependence on foreign printing services
• Improve the security and integrity of sensitive national documents
• Create jobs and build technical expertise
• Promote the “Made in Sierra Leone” agenda
• Generate revenue and strengthen the national economy

“This institution is now more than a printing press,” the Vice President declared. “It is a vivid realization that institutions can rise again.”

The Vice President further announced Government’s vision for the institution to become financially self-sustaining by the end of 2026.

“Instead of consuming public resources, the Government Printing Department will now contribute taxes, generate revenue, support economic activity, and strengthen our national economy.”

He also commended the Hon. Minister of Information and Civic Education, the Government Printer, the Sierra Leone Embassy in China, and all partners whose efforts made the transformation possible.

The relaunch marks a major step in Government’s agenda to modernize state institutions, diversify the economy, and position Sierra Leone as a regional hub for innovation, industrialization, and world-class printing services.
