Digital Tools for Better Energy Services in Sierra Leone

Following the Memorandum of Understanding signed between the The Directorate of Science, Technology and Innovation - DSTI and the Ministry of Energy in November 2025, both institutions set out a shared framework to support digital transformation in Sierra Leone’s energy sector. During the MOU launch, DSTI and the Ministry of Energy unveiled three major digital tools: a National Energy Dashboard, a National GIS Database of Energy Assets, and a System Market Operations Portal for Independent Power Providers, aimed at improving planning, visibility, coordination, and data-driven decision-making across the sector.

One of the practical outcomes of this wider engagement is the EDSA WhatsApp Chatbot, launched by DSTI, the Ministry of Energy, and EDSA Sierra Leone to improve electricity fault reporting and customer engagement. Through WhatsApp number 075672672, the chatbot allows citizens to report faults, share images and locations; customers receive ticket numbers, and track complaints in real time, giving EDSA stronger visibility of customer complaints and field-level issues and the ability to respond to issues more efficiently. https://www.dsti.gov.sl/projects/edsa-chatbot

DSTI has signed a Service Level Agreement with EDSA to provide enhanced technical support for EDSA’s digital systems. The agreement focuses on sustained system support, improved responsiveness, and closer coordination to help EDSA address power-related challenges more effectively, while reinforcing DSTI’s broader commitment to supporting digital solutions that improve public service delivery.

The Directorate of Science, Technology and Innovation - DSTI , in partnership with UNICEF Sierra Leone continues to expand digital access and opportunity for children and young people across Sierra Leone through its Digital Learning Hubs.

The impact is evident. Every month, across the country, more children and youths are gaining practical digital skills through DSTI-run hubs nationwide.

To date, over 80,000 children and youths have benefited from the programme, building skills that support education, creativity, communication, and future employment opportunities.

Yesterday, 160 children and youths graduated at EBK University in Makeni, and today, 213 participants graduated at Eastern Technical University in Kenema.

Through initiatives like Tech 101, DSTI and partners continue to invest in a generation of young people better prepared to participate in Sierra Leone’s growing digital future.

125 Students Graduate from Tech 101 at IPAM

The Directorate of Science, Technology and Innovation (DSTI) has celebrated the graduation of 125 students from the Tech 101 programme at the Digital Learning Hub hosted at the Institute of Public Administration and Management (IPAM) in Freetown, marking one of the largest cohorts to complete the training.

For many of the graduates, this was their first experience using a computer. Today, they walk away with practical skills in tools like Microsoft Word, Excel, and PowerPoint, and a new level of confidence to support their education, work, and everyday lives.

Their stories say it best. Some shared that they had never used a laptop before joining the program and now feel more confident in their abilities. Others spoke about gaining the skills to use computers independently. These moments reflect the real impact of access to hands-on digital training.

The Tech 101 programme, delivered in collaboration with UNICEF, continues to expand across four Digital Learning Hubs nationwide, including Fourah Bay College, the Ernest Bai Koroma University of Science and Technology, and the Eastern Technical University, reaching hundreds of young people each cycle.

With every cohort, a growing network of digitally skilled citizens is emerging, opening new opportunities and contributing to Sierra Leone’s digital future.
