FORMER YOUTH MINISTER HANDS OVER TO ACTING MINISTER PATRICK GIBRILLA
The Former Minister of Youth Affairs, Hon. Mohamed Bangura, officially handed over duties to his Deputy, Hon. Patrick Gibrilla, now serving as Acting Minister, during a ceremony held today.
In his farewell address, Hon. Bangura expressed gratitude to President Julius Maada Bio, whom he referred to as a father and mentor, for the trust and support afforded him during his seven-year tenure. He highlighted key achievements, including:
Operationalizing the National Youth Service (NYS), which trains and places hundreds of graduates in internships annually
Consistently rated low risk from 2019 to date by development partners after inheriting the ministry as high risk.
Formulating the National Youth Policy to address the aspirations of Sierra Leone’s youth.
Restoring and attracting development partners to the Ministry.
Resuming annual audits with no major financial irregularities reported.
Launching the Productive Social Safety Net and Youth Employment Project, providing grants to 8,000 youth-led businesses.
Creating the National Youth Portal and the groundbreaking Status of Youth Report.
Implementing the READY-Salone project, aimed at empowering nearly 5,000 youth in tech.
Establishing initiatives such as Youth in Carwash, Fisheries, Agriculture, and Commercial Transportation (including procuring 200 kekehs, or motorized tricycles).
Initiating the National Youth Empowerment Fund and advancing the procurement of 100 electric vehicles.
Bangura praised Acting Minister Gibrilla for his active involvement in these projects and thanked ministry staff for their support. He also apologized to anyone he may have inadvertently offended while pursuing the President’s vision.
Emphasizing his enduring commitment to youth development, Bangura pledged to support Sierra Leone in any capacity. He advised Gibrilla to strengthen his networking and advocacy skills, calling these “essential for navigating the country’s challenging economic landscape.”
COLLEAGUES LAUD BANGURA’S LEGACY
Director of Livelihood Skills Project, Victor L.K. Muana, noted that Bangura’s initiatives “will leave a lasting impact on youth.” James B. Sandi, Director of Programs, urged continuity of his legacy, while Marlon Bockarie-Konteh, Director of Research and Planning, praised Bangura’s apolitical focus on results.
Chief Director Charles Moina highlighted Bangura’s mantra: “Spare me the pain and deliver the baby”—a philosophy emphasizing accountability. Permanent Secretary Morrison B. Gboyor acknowledged Bangura’s visionary leadership, despite challenges.
ACTING MINISTER’S REMARKS
Hon. Patrick Gibrilla thanked Bangura for his mentorship, recalling his experience acting in the role during cabinet meetings. He vowed to uphold Bangura’s practices, including strategic breakfast meetings, working lunches, and evening briefings. Gibrilla also pledged to consult his predecessor for guidance, stating, “His expertise remains invaluable to this ministry.”
The ceremony underscored Bangura’s transformative tenure and the ministry’s readiness to build on his foundations under Gibrilla’s leadership.
