Happening now: ILO managed Opportunity salone programme in collaboration with the National Youth Commission, and business incubators engage youth-led enterprenuers in a two day pitch event and business exhibition at Wusum Hotel in Makeni
This event will expose these businesses to prospective investors to help co- create products that will support economic activities and create decent jobs for youth in Sierra Leone. Over the years of implementation, the project has capacitated these entrepreneurs with hands-on skills to ensure the smooth running of their businesses. Also Young SME contractors across Bo, Kenema, Port Loko, and Makeni have benefited through technical training using ILO standards on feeder road maintenance. This has provided jobs for community youth using labour based technologies.This initiative is driven by the International Labour Organization with funds provided by the European Union in Sierra Leone.

Today, the Ag. Youth Minister Deputy Minister Youth Affairs , had a highly productive meeting with to discuss their new project, “Youth Action for Good Governance and Self Reliance”, funded by the European Union in Sierra Leone.
This transformative initiative will be implemented in Tonkolili, Moyamba, and Western Area, targeting marginalized youth with critical skills training, governance education, and tools to foster self-reliance. By equipping young people with vocational, leadership, and civic engagement skills, we aim to unlock their potential as drivers of sustainable development and accountability.
As a Ministry, we are fully committed to coordinating, collaborating, and monitoring this project to ensure its success. We will work tirelessly to create opportunities that empower our youth to thrive, innovate, and contribute meaningfully to Mama Salone.

Exciting developments are underway with the implementation of the Automotive Maintenance Skills Development Project, spearheaded by and funded by the . Under the theme “Building Resilient Youth Through Skills Development,” this initiative aims to create decent employment opportunities for the youth in the automotive sector. Today, the Ag. Minister Deputy Minister Youth Affairs had the privilege of visiting the training center alongside the Minister of Ministry Of Technical and Higher Education, Sierra Leone to assess its readiness for operation.

The project focuses on developing two modern, industry-relevant curricula—automotive technician and entrepreneurship—tailored for the Technical and Vocational Education and Training (TVET) system in Sierra Leone. By equipping young people, including women, with essential skills, we are enhancing their prospects for self-employment and fulfilling the demands of the automotive industry. This initiative not only empowers youth but also contributes to sustainable economic growth in the country. We are looking at reaching about 10, 000 young people - building a brighter future for Sierra Leone!

The Ag. Minister of Youth Patrick Gib had an immensely productive meeting with Dr. Abdul Kargbo, Task Team Lead at the World Bank, to discuss the Productive Social Safety Net and Youth Employment (PSSNYE) project. Their conversation centered on the upcoming World Bank mission visit in April 2025 and the strides made by the Ministry in advancing the youth portal—a cornerstone of ministry's efforts to empower young people through digital access to opportunities, skills, and resources.

Dr. Kargbo reaffirmed the World Bank’s steadfast support for our shared vision of fostering youth inclusion and economic resilience. Deputy Minister Youth Affairs emphasized our unwavering commitment to accelerating implementation, ensuring the portal becomes a transformative platform for youth entrepreneurship, employment, and innovation.

The Acting Minister of Youth Affairs Deputy Minister Youth Affairs highlighted key developments during the 53rd anniversary commemoration of BRAC, a global organization dedicated to empowering marginalized communities. The Minister Patrick Gib recounted that grants totaling nearly 17 million New Leone (SLL) had been disbursed to 4,821 adolescent girls and young women to support small businesses. This initiative was described as a direct outcome of His Excellency Julius Maada Bio’s steadfast focus on youth empowerment through entrepreneurship and skills development, which the Minister emphasized as foundational to national progress.
The collaboration with BRAC was underscored as evidence of how partnerships magnify impact. By aligning with the government’s agenda, BRAC and other stakeholders demonstrated that collective action could address systemic barriers such as financial exclusion and gender inequality, which hinder youth potential.
The Minister concluded by stressing that investing in young women should not be viewed as charity but as a strategic imperative, noting their success would uplift families, communities, and the nation’s future. The initiative was framed not merely as a grant disbursement but as the spark for a broader movement toward inclusive growth.

The Ag. Minister Deputy Minister Youth Affairs Patrick Gib and the Director of Programs James Bondeva Sandi in collaboration with BRAC earlier today engaged the leadership of Rokel Commercial Bank to discuss the payment of business grants to 4,821 youth beneficiaries. This initiative, supported by the Mastercard Foundation, aims to empower young entrepreneurs in Sierra Leone by providing them with the necessary financial resources to kickstart their businesses.

Through the Rokel Sim Korpor Payment Platform, beneficiaries will receive their grants efficiently and securely, ensuring that funds are accessible for their entrepreneurial ventures. This partnership underscores the commitment of BRAC and MOYA to foster youth development and economic growth in the country.

FORMER YOUTH MINISTER HANDS OVER TO ACTING MINISTER PATRICK GIBRILLA

The Former Minister of Youth Affairs, Hon. Mohamed Bangura, officially handed over duties to his Deputy, Hon. Patrick Gibrilla, now serving as Acting Minister, during a ceremony held today.
In his farewell address, Hon. Bangura expressed gratitude to President Julius Maada Bio, whom he referred to as a father and mentor, for the trust and support afforded him during his seven-year tenure. He highlighted key achievements, including:
 Operationalizing the National Youth Service (NYS), which trains and places hundreds of graduates in internships annually
 Consistently rated low risk from 2019 to date by development partners after inheriting the ministry as high risk.
 Formulating the National Youth Policy to address the aspirations of Sierra Leone’s youth.
 Restoring and attracting development partners to the Ministry.
 Resuming annual audits with no major financial irregularities reported.
 Launching the Productive Social Safety Net and Youth Employment Project, providing grants to 8,000 youth-led businesses.
 Creating the National Youth Portal and the groundbreaking Status of Youth Report.
 Implementing the READY-Salone project, aimed at empowering nearly 5,000 youth in tech.
 Establishing initiatives such as Youth in Carwash, Fisheries, Agriculture, and Commercial Transportation (including procuring 200 kekehs, or motorized tricycles).
 Initiating the National Youth Empowerment Fund and advancing the procurement of 100 electric vehicles.
Bangura praised Acting Minister Gibrilla for his active involvement in these projects and thanked ministry staff for their support. He also apologized to anyone he may have inadvertently offended while pursuing the President’s vision.
Emphasizing his enduring commitment to youth development, Bangura pledged to support Sierra Leone in any capacity. He advised Gibrilla to strengthen his networking and advocacy skills, calling these “essential for navigating the country’s challenging economic landscape.”

COLLEAGUES LAUD BANGURA’S LEGACY

Director of Livelihood Skills Project, Victor L.K. Muana, noted that Bangura’s initiatives “will leave a lasting impact on youth.” James B. Sandi, Director of Programs, urged continuity of his legacy, while Marlon Bockarie-Konteh, Director of Research and Planning, praised Bangura’s apolitical focus on results.
Chief Director Charles Moina highlighted Bangura’s mantra: “Spare me the pain and deliver the baby”—a philosophy emphasizing accountability. Permanent Secretary Morrison B. Gboyor acknowledged Bangura’s visionary leadership, despite challenges.

ACTING MINISTER’S REMARKS

Hon. Patrick Gibrilla thanked Bangura for his mentorship, recalling his experience acting in the role during cabinet meetings. He vowed to uphold Bangura’s practices, including strategic breakfast meetings, working lunches, and evening briefings. Gibrilla also pledged to consult his predecessor for guidance, stating, “His expertise remains invaluable to this ministry.”
The ceremony underscored Bangura’s transformative tenure and the ministry’s readiness to build on his foundations under Gibrilla’s leadership.

Today, the Acting Minister of Youth Affairs Patrick Gib hosted his inaugural Sector Leadership Meeting with the dedicated heads of the National Youth Commission Sierra Leone, Ahmed Atata Mansaray and the Sierra Leone National Youth Service Jalloh. The gathering was crucial for him to assess the ongoing implementation of the sector programs aimed at empowering the youth of the nation. He emphasized the importance of their roles in shaping the future for young people, reminding everyone that their hopes and aspirations rest in their hands.
"There is no room for complacency; we must ensure that our service delivery is not only efficient but also impactful. We are entrusted with the responsibility to realize the His Excellency Julius Maada Bio vision for a brighter future for the youth".
Together, he said they must commit to excellence and innovation in their initiatives, fostering an environment where every young person can thrive.
