THE IMPLEMENTATION TEAM OF THE REVIEWED CIVIL SERVICE CODE AND RULES COMMENCES A NATIONWIDE POPULARISATION OF THE CODE AND RULES.

The Implementation Team of the Reviewed Civil Service Code and Rules led by the Human Resource Management Office (HRMO) has successfully completed the first phase of the Popularisation of the Code and Rules in Kono, Tonkolili and Bombali Districts, respectively.
Addressing civil servants during the popularisation meetings, the Director General of The Human Resource Management Office, Mr. Ansu Samuel Tucker said the Reviewed Code and Rules entailed the principles that guide the behavior and conduct of civil servants with the sole aim to create the enabling environment for improved service delivery.
He highlighted the emerging issues encapsulated in the document such as Provincial Administration, occupational Health and Safety, Paternity Leave and Whistle Blowing that will benefit civil servants and the public, and improve transparency and accountability in the service.
The Chairman of the Public Service Commission, Mr. Khalilu Osman Bah entreated civil servants to familiarize themselves with the Reviewed Civil Service Code and Rules which will enhance their Functional effectiveness.
The popularisation of the Reviewed Civil Service Code and Rules culminated from almost five years of nationwide consultations and validations of the previous Civil Service Code, Regulations and Rules.
The process was undertaken by the Human Resource Management Office, Public Service Commission, Office of the Secretary to Cabinet and Head of the Civil Service and the Ministry Of Public Administration And Political Affairs and largely funded by the European Union.

TRAINING ON HR PLANNING ENDS IN FREETOWN

The Human Resource Management Office; HRMO on Tuesday 6th September, 2025 Concluded a two-day training on HR Planning for human resource personnel and administrators in MDA'S at the Civil Service Training College, Freetown.

The Director of Human Resource Planning and Budgeting at HRMO, Mr. Samuel Coker said the training which preceded the Annual Manpower Hearing is to prepare HR personnels with the relevant skills to fill accurately the five HR Planning forms; namely: the Establishment List, the Normal Payroll/Staff List, Wastage, Promotion and Appointment List.

He encouraged human resource personnels to always advice professionally on HR matters in the various MDA'S.

HRMO WILL SOON EMBARK ON A NATION WIDE POPULARIZATION AND DISTRIBUTIONS OF THE REVIEWED SIERRA LEONE CIVIL SERVICE CODE AND RULES HAND BOOKS TO MDA'S
The Director General, Human Resource Management Office(HRMO), Mr. Ansu Samuel Tucker has received copies of the hand book of the Reviewed Civil Service Code and Rules in a ceremony held in his office, Ministerial Building, George Street, Freetown.
He said now that the hand books have been submitted, the committee will soon embark on a nationwide popularization and distributions of the reviewed code.
Mr. Tucker commended the committee on the Review of the Civil Service Code and rules, for their excellent work. Unlike the previous Civil Service Code, nationwide consultation and validation exercises were conducted when reviewing the code.

The Reviewed Civil Service Code and Rules contains emerging issues such as occupational health and safety, paternal leave and whistle blowing.
The Reviewed Code and Rules regulates the activities and conducts of civil servants in the service.

On the invitation of the Chairman of the Agency of the Republic of Kazakhstan Civil Service, I participated as s distinguished speaker in the International “GovHR Forum: New Systems, Modern Services, Novel Solutions “ on June 20, 2025 in Astana. The Forum focused on key topics, including human resource management in the public sector, integration of artificial intelligence, development of data-driven proactive HR strategies, and enhancement of Civil Servants’ professional competencies. As a speaker, I shared my experience in public administration and Civil Service capacity building with particular reference to the current readiness of the Civil Service to address modern challenges such as digitalization and change management and introduction of competency framework and strategies to attract and retain top talents.
During the Forum, i held a bilateral meeting with the Chairman of the Kazakhstan Civil Service Agency, Hon. Darkhan Zhazykbay, to further strengthen the partnership between Sierra Leone and Kazakhstan. The Forum was climaxed by the signing of an MOU with the Chairman of the Steering Committee of the Astana Civil Service Hub, Mr. Alikhan Baimenov. This MOU will establish a cooperative relationship through mutual assistance in the areas of public administration, Civil Service and research activities, particularly: (a) joint educational and research activities; (b) cooperation with faculty members and fellows for research, lectures, and discussions; (c) participation in seminars and academic meetings; (d) exchange of academic materials, publications and other information, and (e) short-term training programs.,
I am truly grateful to HE the President, Rtd. Brig. Julius Maada Bio and his government for the opportunity of serving as Director General of the Human Resource Management Office for the past 7 years. This tenure of office has enhanced my professional standing and contribution towards nation building and the Sierra Leone Civil Service, which I have served for 32 years.
