DIRECTAID DONATES 70 BAGS OF RICE TO THE MINISTRY OF WATER RESOURCES THROUGH THE WASH NGO COORDINATOR

is an Islamic charity organisation that has been operating in Sierra Leone for many years. Their intervention over the years have been mostly on access to water ranging from borehole, spring box, hand dug well etc.

As the Ministry is one of their partners. With the leadership of the Ministry, through the WASH Coordination Unit; amidst the Corona pandemic that has caused many lives to become miserable, the organisation decided to provide foodstuffs to the staff of the Ministry.

"The Minsitry is one of the most imporfant Ministries in the fight to end the COVID-19 in the country, and we are very much aware that encouraging the staff to work harder in providing the basic WASH facilities across the country is key. Therefore, we decided to give our support. I here hand over 70 bags of rice (25kg) to you for the Ministryof Water Resources as our support to fight the pandemic. Also, I want to thank Mr. Harond Tengbe for his deligent coordination he has been making to ensure this donation happens" Said the Country Director, Mr. Nagib - DirectAid.

The National WASH NGO Coordinator, Mr. Horald Tengbe thanked the organisation for such an unexpected donation and promised that every staff will get their share of the donation and the Minitry will continue to work on its mandate to serve the people of Sierra Leone.

MINISTER PLEDGES STRONG SUPPORT FOR WATER RESOURCE MANAGEMENT!

The Minister of Water Resources, Ing. Philip K. Lansana, has said his Ministry prioritises water resources management and will therefore ensure the strongest support for the country’s water resources management.

He said that the aim of the Ministry is to actualize President Bio's dream to ensure that water is accessible all over the country.

When he visited the Agency (NWRMA)’s new office at 29 King Harman Road, Freetown. He was accompanied by the Deputy Minister, the Permanent Secretary, and other officials of the Ministry.

The Minister said he was very impressed with strides taken so far by the Agency to protect and properly manage the country’s water resources, amidst the thorny issues around water, especially when it involves other government ministries, departments and agencies. He furthered that in the short time the Agency has come into operation, it has been very instrumental in the Ministry’s work in establishing the fine lines of Water Resources Management.

“You have a very huge responsibility to protect our water resources, and we as a Ministry will give you all the support you need.” The said.

The NWRMA , Junisa P. Bangali Esq., said his Agency is grateful for the confidence shown in its work by the Ministry. He said they had a rough start, but with support from the Ministry, the Millennium Challenge Corporation through the Millennium Challenge Coordinating Unit, UNICEF and other partners, they have found their footing, and are rising to the challenges.

He briefed the Minister on the Western Area Water Catchment Assessment Exercise conducted early this year, and the monthly water quality tests regularly done along the Rokel River.

“The COVID19 pandemic has hugely impacted the Agency’s work, as many water users are not fully operational presently, but our work continues and some water users are regularizing their status with us.

We moved into our own office space in May this year, after being hosted by the Ministry’s Water Directorate for fourteen months.”The -General said.

The National Water Resources Management Agency (NWRMA) was formed by Act No. 5 of 2017. It was one of the recommendations of the National Water and Sanitation Policy of 2010.

The Agency has broad functions of regulating, utilizing, protecting, developing, conserving, control, and management of water resources in Sierra Leone.

Mr. Speaker, Honourable Members, there is an urgent need to review the 2010 National Water and Sanitation Act in order to align it with outcomes and indicators set out in Sustainable Development Goal 6.

The draft reviewed policy has been developed and stakeholder consultations will be soon concluded. The policy will be finalized and introduced this year to guide interventions in the water and sanitation sector. Eight (8) Water Regulations (complaints handling procedures, licensing rules, consumer service, quality of supply, service provider reporting rules, water codes, bottled and sachet water production regulations, certification rules) have been developed, laid before parliament, and are now maturing into law.

Pursuant to Government’s commitment to monitor and regulate our water resources, the National Water Resources Management Agency (NWRMA), which was set up by an Act of Parliament in 2017, is now fully operational with appreciable staff compliment and a five-year strategic plan has been developed.

Mr. Speaker, Honourable Members, my Government is pursuing action to ensure improved water supply across the country.

Government has provided funding for the reconstruction of water supply systems in six District Headquarter Towns (Moyamba, Pujehun, Kailahun, Kabala, Kambia and Magburaka). Government has provided funding for and will soon commence work on the reconstruction of the Bonthe water supply system.

In the medium term, DFID has funded feasibility studies and detailed design on the rehabilitation of the Guma Dam, the Water Treatment Plant, Transmission Network, leakage management for distribution network, Spur Road pumping station, extension of the distribution network and refurbishment of the Allen Town water supply system.

The World Bank has also funded the Freetown Emergency Recovery Project that will rehabilitate the water treatment plant at the Babadorie Dam, Regent, and the laying of a 4km distribution network in communities close to the mud slide area at Mortormeh.

The Government of Sierra Leone has solely funded the Lumley–Aberdeen Beach Road Water Supply Improvement Project which provides service connections to recreational centres and businesses along the beach.

Mr. Speaker, Honourable Members, funding has been secured from the African Development Bank and other partners for improvement of the water supply infrastructure in Freetown for increased access to sustainable water supply, sanitation services and hygiene.* *This project will also develop water sources in small catchment areas along the Western Peninsular for domestic use.

, a pilot project is being implemented in Kingtom and Aberdeen which will isolate and meter these two settlements to determine and understand revenue loss or gain from the water supply network. Lessons learnt from this pilot project will be applied to other areas of the city.

The Reconstruction of Water supply systems in Bo, Kenema, and Makeni is nearing completion. Residents are already accessing water from these systems. However, very few households are connected to the system.

is currently accelerating service connections in the three towns. This project is scheduled for commissioning this year.

Government has also completed 406 hand dug wells, 125 boreholes, 22 rain water harvesting systems, 301 public sanitation facilities, 200 rain gauging stations, and 20 surface and ground water monitoring stations across six districts (Koinadugu, Falaba, Kono, Kambia, Pujehun and Bonthe).

, Government has rehabilitated 1100 water points and currently constructing 15 gravity-flow water supply schemes.

Government has made significant investments in WASH in Schools and Health Facilities nationwide.

and SALWACO are aiming at increasing access to Water in Health Facilities at 50 Health Facilities from 65% to 75% and WASH in Schools interventions in about 100 Schools.

The new Minister of Water Resource meets the NGO community - December 6, 2019.

The newly appointed Minister of Water Resources, Mr. P. K has met and addressed the WASH NGOs during the meeting in the Ministry's conference room. The coordination meeting holds every month, coordinated by the WASH NGO Unit in the Ministry of Water Resources.

The Hon. Minister reminded folks that he has worked in the NGO sector for 9 years, of which he worked with and . "I mentioned this to tell you that I understands how the NGOs work. In other countries, the INGOs only do advocacy work and do not implement projects but capacitate, local NGOs to handle implementation" he said.

The WASH NGO Coordinator, Mr. Hinga Tengbe took his time to explain to the NGOs the registration processes using the Services Level Agreements (SLA) in details with examples. According to him, there would be no more from line Ministries but the has replaced that as ordered by the Ministry of Development and Planning.

*The of Water Resources joins the delegation headed by the Vice President to Begin Engagements on Sierra Leone’s Compact Readiness*

A delegation led by the Honorable Vice President to discuss Compact readiness on Monday 18th November 2019 met with the Millennium Challenge Corporation (MCC). The Sierra Leone Government was able to engage MCC on the remarkable strides that have been made on the MCC scorecard and the continued successful implementation of the $44.4 million Threshold Program.

In the bilateral meeting with the MCC CEO and Vice President for Policy and Evaluation, the Vice President used the opportunity to reiterate Government’s commitment to deepening and strengthening the MCC partnership. He also conveyed His Excellency the President’s determination to continue to build the partnership by successfully completing the Threshold Program and ensuring that Sierra Leone is selected for a Compact.

The Sierra Leone delegation which included the Ambassador to the USA, Minister of Finance, Bank Governor, Deputy Minister of Water Resources, the Managing Director (GVWC) and the CEO of the local accountable entity spoke at length of the reforms that are being implemented in line with the MCC scorecard interest areas. These include ruling justly, investing in people and economic freedom. The delegation made several presentations and illustrated the improvements in the investment climate and the unwavering commitment to rule of law and the fight against corruption. The Vice President noted during the discussions that the scorecard is a reflection of the state of affairs on the ground, and while there are gains, Government is committed to improving its performance. He highlighted the inter-ministerial coordination that has been boosted by the scorecard, and the embedding of the scorecard in the Medium-Term National Development Plan. Within this context, the Sierra Leone team discussed how the prioritization of human capital development has had a significant impact on the scorecard especially in the areas of health and education.

The MCC CEO congratulated the Vice President on Sierra Leone’s performance on the FY 2020 scorecard. He also indicated the MCC’s desire to build a strong partnership with Sierra Leone for the long term. The Minister of Finance and the Bank Governor of the central Bank also briefed on the prevailing investment environment in the country.

The Vice President who is in Washington DC for a week will meet with other key US stakeholders to explore opportunities to enhance trade and deepen the US- Sierra Leone bilateral relationship.

The Chinese Ambassador to Sierra Leone a courtesy call to the Ministry of Water Resources!

On the 10th of September, 2019 the Chinese Ambassador to Sierra Leone pays a visit to the of Water Resources, Mrs. Nimatulai Bah-Chang for strategic partnership between the Ministry and the Chinese Embassy in Sierra Leone.

The was very happy in meeting the vibrant deputy Minister with warm welcome. The ambassador promised to make some donations to Ministry of Water Resources to strengthen the partnership between the two institutions.

On 20th of September, 2019 the embassy fullfiled the promise by delivering the donated items ( Generator, Air conditioners, office chairs for conference room etc.) to the Ministry.

MINISTER OF WATER RESOURCES UNVEILS A NEW WATER SCHEME FOR THE PEOPLE OF BAFUDIA IN KOINADUGU DISTRICT.

On the 6th September 2019, the Minister of Water Resources, Dr. Jonathan Bonopha Tengbeh water a water scheme in Bafudia chiefdom to continue delivering on his ambitionw to provide safe drinking water for the people of Sierra Leone.

During the ceremony, the Minister the government's commitment to provide safe drinking water to the entire country.

The Minister of Water Resources he has been given the mandate by his Excellence the President Rtd Brigadier Julius Maada Bio to provide clean, drinkable water to all Sierra Leoneans devoid of regions.
