National Youth Commission Sierra Leone This is the official page of the National Youth Commission (NAYCOM) Sierra Leone. The Commission was set up by the Government of Sierra Leone in 2009.

The National Youth Commission (NAYCOM) was established by the Government of Sierra Leone through the National Youth Commission Act No. 11, of 2009. It was signed into law by H.E The President of the Republic of Sierra Leone, Dr. Ernest Bai Koroma on 22nd December 2009 and published in the Supplement of the Sierra Leone Gazette Vol..CXLL No 3 dated 7th January 2010.

THE NATIONAL YOUTH COMMISSION WELCOME UN ASSISTANT SECRETARY-GENERAL AT THE OBASANJO SKILL AND TRAINING CENTRE

NAYCOM is thrilled to host Dr. Felipe Paullier, UN Assistant Secretary-General for Youth Affairs, at the Obasanjo Skills and Training Centre in Waterloo, Newton. This visit highlights NAYCOM’s commitment to empowering Sierra Leone youth.

Commissioner Joseph Maada Lahai welcomes Dr. Paullier, stating, "We are committed to implementing projects that drive youth empowerment in the sub-region. This visit reaffirms the international community's confidence in our young people and our potential to drive positive change”, he said.

Dr. Paullier applauded NAYCOM for the partnership with IOM Sierra Leone, stating it is a sustainable solution to senseless migration. He urged migrant returnees to use their new skills for national development.

As a Commission, Dr. Paullier's presence inspires us to expand opportunities in youth leadership, economic inclusion, innovation, and global engagement. We are dedicated to nurturing partnerships that empower young people to dream big, take bold steps, and shape a more inclusive and prosperous future.

NAYCOM invites eligible consulting firms to express interest in conducting a tracer study of youth beneficiaries trained under the Youth Training and Employment Initiative. The study includes survey design, data collection, analysis, and reporting (23 weeks).

Shortlisting Criteria:
- Experience in tracer studies/impact evaluations
- Youth employment, skills development, labour market programs
- Donor-funded project experience (World Bank preferred)

The National Youth Commission (NAYCOM) has kicked off a 22-day training program in Makeni, Bombali District, under the World Bank-funded Productive Social Safety Nets and Youth Empowerment Project (PSSNYE).

This initiative is set to empower youths, including those with disabilities, with $300 each to jumpstart or expand their businesses.

A similar program is lined up for Portloko, targeting another 1,500 youths. In total, 3,000 young Sierra Leoneans across both districts will benefit from $900,000 (approx. Le 21,150,000), unlocking opportunities for self-reliance and entrepreneurship.

As we move forward, President Dr. Julius Maada Bio's mantra "No Youth Should Be Left Behind" remains NAYCOM’s guiding principle, and the Commission reaffirms its commitment to transparency, accountability, and service to young people of Sierra Leone.

The National Youth Commission (NAYCOM) has launched a new project funded by the European Union through the International Organization for Migration (IOM). With the theme "Training of Youths in Demand-Driven Skills", the training will last for six weeks and participants will be certified with NCTVE national accreditations under the Migrant Protection, Return, and Reintegration Program for Sub-Saharan Africa.

This project aligns with NAYCOM's mandate to design, coordinate, monitor, and implement youth development programs nationwide.

Deputy Minister of Youth Affairs, Patrick Michaelson Gibrilla, urged NAYCOM and IOM to view returnee youths as "second-chancers" who have overcome challenges and are ready to contribute to their communities. He encouraged the youth to take the training seriously and be self-disciplined to acquire skills and become self-reliant.

NAYCOM Commissioner, Joseph Maada Lahai, pledged to create opportunities for young people through partnerships with development allies. He reaffirmed President Julius Maada Bio's commitment to creating an enabling environment for all youths.

At the induction of 486 students at NAYCOM's Obasanjo Skills Training College, Commissioner Lahai also assured them that NAYCOM has identified potential employers eager to engage them, ensuring their skills translate into meaningful work and sustainable livelihoods.

The Officer-in-Charge (OIC) for the International Organization for Migration (IOM), Dr. Pauline Macharia, reaffirmed IOM's commitment to advancing youth empowerment, particularly for those affected by irregular migration. She thanked NAYCOM and expressed enthusiasm for continued collaboration.

NAYCOM AND UNDP EMPOWERS 250 YOUNG WOMEN IN NON-TRADITIONAL SKILLS

The National Youth Commission (NAYCOM), in partnership with the United Nations Development Programme (UNDP), recently held the 5th graduation ceremony for 250 students who completed skills development and training programs at the Armed Forces Technical College (AFTEC) in Freetown, Sierra Leone.

The graduates completed six-month programs in non-traditional skills, including automobile engineering, building and construction, solar and renewable energy, electrical and electronics engineering, welding and fabrication, and building and civil engineering. NAYCOM handed over start-up kits to the graduates, empowering them to become self-reliant and independent.

Minister of Youth Affairs, Ibrahim Sannoh, and National Youth Commissioner, Joseph Maada, advised graduates to uphold high moral and disciplinary standards, and promised to continue seeking empowerment and job opportunities for young people in Sierra Leone.

UNDP representative, Fredrick Appiah, commended AFTEC for empowering young people and pledged continued support, particularly for women, returnees, and single mothers, to promote societal and economic growth.

Minister of Technical and Higher Education, Haja Ramatulai Wurrie, promised to continue supporting the institution to address unemployment and vulnerability. Deputy Minister of Defense, Rtd. Col. Moana Brima Massaquoi, expressed gratitude to sponsors, partners, and AFTEC for their efforts in empowering young people.

The National Youth Commission remains committed to promoting youth development through self-employment, empowering young people to become independent and contribute to their communities and national development.
