*China Boosts Sierra Leone Commission on Arms and Ammunition with $8,000 Donation*
FREETOWN, July 6, 2026 — In a move set to reshape the operational landscape of national security in Sierra Leone, the Sierra Leone Commission on Arms and Ammunition (SLeCAA) and the Embassy of the People’s Republic of China have officially launched a new capacity-building partnership. The agreement, finalized today in a high-level signing ceremony, marks a pivotal moment for the Commission as it strengthens its mandate to regulate and oversee arms across the country.
A key feature of this partnership is an $8,000 USD grant provided by the Chinese Embassy. While this figure represents a targeted investment, the impact is expected to be far-reaching. According to the Implementation Agreement signed by both parties, the funds are strictly dedicated to two areas identified as critical for the Commission’s success:
The Commission will procure five 5 new motorbikes. For its Regional and headquarters staff to monitor compliance in diverse and often challenging terrains, this increased mobility is a game-changer. It ensures that SLeCAA’s presence is felt not just in Freetown, but also in the regions where oversight is most vital. By acquiring new laptop computers and printers, the Commission will continue to modernize its record-keeping activity which started over the years and this additional equipment will continue to maintain a real-time, accurate database of regulated arms, significantly reducing the risk of illicit diversion.
The agreement, signed by Senior Colonel Pu Lin, Defence Attaché at the Chinese Embassy, and Major General (Rtd.) Christian Fahim Marah, Commissioner of SLeCAA, goes beyond mere funding.
It establishes a robust framework for transparency.
The signed documents mandate that the grant be used exclusively for the specified equipment.
