Abstract
Daraasaddan waxay falanqeyneysaa horumarka, burburka, iyo dib-u-soo kabashada warshadaha dawooyinka ee Soomaaliya. Ka hor 1991, Soomaaliya waxay lahayd nidaam dowladeed oo maamula dawooyinka, balse burburkii dowladdu wuxuu sababay hoos-u-dhac weyn. Maanta, dalka wuxuu ku tiirsan yahay dawooyin dibadda laga keeno, inkasta oo ay jiraan dadaallo dib loogu soo noolaynayo wax-soo-saarka gudaha. Daraasaddan waxay adeegsataa ilo rasmi ah iyo warbixinno casri ah si loo fahmo xaaladda dhabta ah.
1. Introduction
Warshadaha dawooyinka waa tiir muhiim u ah caafimaadka iyo dhaqaalaha. Dalalka leh warshado dawooyin oo shaqeynaya waxay gaaraan isku filnaansho caafimaad iyo hoos u dhigid kharashaadka.
Soomaaliya, kahor 1991, waxay lahayd nidaam dowladeed oo isku dhafan oo ka shaqeynayay soo dejinta, qaybinta, iyo qayb ahaan wax-soo-saarka dawooyinka. Kadib burburkii dowladdii dhexe, nidaamkaas wuu dumay, taas oo keentay in dalka uu gebi ahaan ku tiirsanaado dibadda.
2. Historical Background
Ka hor burburkii dowladdii dhexe, hayโad dowladeed oo la oran jiray ASPIMA ayaa maamuli jirtay soo dejinta iyo qaybinta dawooyinka dalka.
Hayโaddan waxay:
Maamuli jirtay supply chain-ka dawooyinka

3. Collapse of Pharmaceutical Sector
Burburkii 1991 wuxuu sababay:
Burbur nidaamka caafimaadka
Joojinta warshadaha dawooyinka
Luminta khibrad farsamo
Warshaddii ugu dambeysay ee dawooyinka waxay xirmatay isla waqtigaas.
Sidoo kale, nidaamkii dawliga ahaa ee ASPIMA wuu burburay, taas oo ka dhigtay suuqa mid aan nidaam lahayn.
4. Current Pharmaceutical System in Somalia
Maanta, nidaamka dawooyinka Soomaaliya wuxuu ku dhisan yahay:
Soo dejin (importation)
Qaybin (distribution)
Ganacsi gaar loo leeyahay
Warbixin rasmi ah ayaa muujineysa in suuqa dawooyinka uu yahay mid aad u kala firdhan oo ay ka shaqeeyaan shirkado badan oo gaar loo leeyahay.
Waxaa sidoo kale jira khataro la xiriira:
Dawooyin tayadoodu liidato
Dawooyin been abuur ah
5. Dependence on Imports
Waxaa la qiyaasaa in:
In ka badan 90% dawooyinka laga keeno dibadda
Dalalka ugu badan ee laga keeno ay yihiin India, China, Turkey
Tani waxay muujineysaa:
In aysan jirin wax-soo-saar gudaha oo ku filan
In dalka uu yahay suuq furan
6. Private Sector Growth
Kadib 1991, shirkado gaar loo leeyahay ayaa buuxiyay booskii dowladdu ka tagtay:
Tusaalooyin:
Prime Pharma (1993)
Somal Pharma (1996)
Rasmi Pharma (2011)
Shirkadahaan waxay:
Soo dejinayaan dawooyin
Qaybinayaan gudaha dalka
La shaqeynayaan shirkado caalami ah
7. Regulatory Challenges
Muddo dheer, Soomaaliya ma lahayn nidaam adag oo kormeera dawooyinka.
Si loo xalliyo arrintan, dowladda Federaalka waxay dhistay:
National Medicines Regulatory Authority (NMRA)
Hayโaddan waxay:
Kormeertaa tayada dawooyinka
Maamushaa soo dejinta iyo iibinta
8. Re-emergence of Local Manufacturing
Sanadkii 2022, waxaa dib loo furay warshad dawooyin:
Yenisom Pharmaceuticals
Warshaddii ugu horreysay muddo 30 sano ah
Tani waxay muujineysaa:
Dib u soo kabasho warshadeed
Fursad cusub oo maalgashi
9. Economic Analysis
Warshadaha dawooyinka waxay leeyihiin saameyn dhaqaale oo weyn:
Faaโiidooyinka:
Shaqo abuur
Hoos u dhigid import-ka
Koboc GDP
Caqabadaha:
Amni darro
Maalgashi yar
Kaabeyaasha oo liita
10. Public Health Impact
Saameynta caafimaad ee nidaamka hadda jira:
Helitaanka dawooyin kala duwan
Laakiin tayada oo aan la hubin
Warbixinno ayaa muujinaya in:
Suuqa dawooyinka uu yahay mid aan si buuxda loo xakameyn
11. Comparative Analysis (Past vs Present)
Qodob Kahor 1991 Hadda
Nidaam Dowladeed Gaar loo leeyahay
Wax-soo-saar Jiray Aad u yar
Tayada La xakameeyo Kala duwan
Import Hoose Aad u sare
12. Future Opportunities
Soomaaliya waxay leedahay fursado waaweyn:
Suuq weyn oo dawooyin ah
Baahi joogto ah
Diaspora maalgashi
13. Recommendations
1. Dib u dhis warshadaha dawooyinka
2. Xoojinta sharciyada caafimaadka
3. Maalgashi dowladeed iyo mid gaar loo leeyahay
4. Tababar xirfadlayaal
14. Conclusion
Daraasaddan waxay muujineysaa in:
Soomaaliya horey u lahayd nidaam dawooyin oo shaqeynaya
Burburka dowladdu uu sababay hoos-u-dhac weyn
Mustaqbalka warshadaha dawooyinka uu ku xiranyahay maalgashi iyo nidaam sharci

PHARMACEUTICAL INDUSTRY IN SOMALIA: HISTORY, DECLINE, AND FUTURE OPPORTUNITIES
Cover Page
Title: Pharmaceutical Industry in Somalia
Author: Agro-Coastal Research and Development Organization (ACORDO)
Date: 2026
Institution: Independent Research
Abstract
This study analyzes the development, collapse, and potential recovery of the pharmaceutical industry in Somalia. Before 1991, Somalia had a government-controlled pharmaceutical system, but the collapse of the central government led to a severe decline in the sector. Today, the country is heavily dependent on imported medicines, despite ongoing efforts to revive local production. This research uses official sources and recent reports to assess the current situation.
1. Introduction
The pharmaceutical industry is a critical pillar of public health and economic stability. Countries with strong pharmaceutical production achieve better healthcare self-sufficiency and reduced treatment costs.
In Somalia, prior to 1991, the government managed a structured system responsible for importing, distributing, and partially producing medicines. Following the collapse of the central government, this system completely disintegrated, leading to full dependence on foreign imports.
2. Historical Background
Before the collapse of the central government, a state institution known as ASPIMA managed the pharmaceutical sector.
Its responsibilities included:
Managing the medicine supply chain
Ensuring quality control
Distributing medicines to public hospitals
This system was well-organized and fully state-controlled.
3. Collapse of the Pharmaceutical Sector
The 1991 collapse resulted in:
Breakdown of the healthcare system
Closure of pharmaceutical manufacturing facilities
Loss of technical and professional expertise
The last pharmaceutical factory also closed during this period, and the regulatory system collapsed entirely.
4. Current Pharmaceutical System in Somalia
Today, the pharmaceutical system is based on:
Importation of medicines
Private sector distribution
Commercial pharmaceutical trade
The market is highly fragmented and faces several challenges, including:
Low-quality medicines
Counterfeit drugs
Weak regulatory enforcement
5. Dependence on Imports
It is estimated that:
Over 90% of medicines are imported
Main exporting countries include India, China, and Turkey
This indicates:
Absence of sufficient local production
Heavy reliance on external markets
6. Private Sector Growth
After 1991, private companies filled the gap left by the state, including:
Prime Pharma (1993)
Somal Pharma (1996)
Rasmi Pharma (2011)
These companies focus on:
Importing pharmaceutical products
Domestic distribution
Collaboration with international suppliers
7. Regulatory Challenges
For many years, Somalia lacked a strong pharmaceutical regulatory system.
To address this issue, the Federal Government established:
National Medicines Regulatory Authority (NMRA)
Its functions include:
Monitoring medicine quality
Regulating importation and distribution
Overseeing pharmaceutical compliance
8. Re-emergence of Local Manufacturing
In 2022, a pharmaceutical factory was reopened:
Yenisom Pharmaceuticals
This marked:
The first pharmaceutical production facility in over 30 years
A sign of industrial recovery
A new investment opportunity in the sector
9. Economic Analysis
The pharmaceutical industry has significant economic impact:
Benefits:
Job creation
Reduction of imports
Contribution to GDP growth
Challenges:
Insecurity
Limited investment
Weak infrastructure
10. Public Health Impact
Current system impacts include:
Availability of a wide range of medicines
However, quality is not always guaranteed
Reports indicate that:
The pharmaceutical market is not fully controlled
There are health risks associated with counterfeit drugs
11. Comparative Analysis (Past vs Present)
Factor Before 1991 Present
System Government-controlled Private sector-led
Production Partially existing Very limited
Quality Controlled Variable
Imports Low Very high
12. Future Opportunities
Somalia has significant opportunities in this sector:
Large pharmaceutical market
Continuous demand for medicines
Diaspora investment potential
13. Recommendations
1. Rebuild local pharmaceutical manufacturing
2. Strengthen healthcare regulations
3. Promote public-private investment partnerships
4. Train healthcare and technical professionals
14. Conclusion
This study shows that:
Somalia once had a functioning pharmaceutical system
The 1991 collapse severely damaged the sector
The future of the industry depends on investment, regulation, and capacity building
