🎉 South Sudan's First UNESCO World Heritage Site! 🎉
On 21 July 2026, Ambassador ODAGIRI Toshio paid a courtesy visit to the Honorable Minister of Culture, Museum, and National Heritage, Sarah Nyanath Elijah, just ahead of her departure for Busan, Republic of Korea, to attend the 48th Session of the UNESCO World Heritage Committee.
We are delighted to share that the Boma-Badingilo Migratory Landscape has now been officially inscribed on the UNESCO World Heritage List — making it South Sudan's first-ever UNESCO World Heritage Site. This is a truly historic milestone for South Sudan and for the conservation of our shared natural heritage.
Japan is proud to have contributed to this achievement through capacity-building support provided via the Japan Funds-in-Trust (JFIT) to UNESCO, which assisted South Sudan in preparing its nomination file.
During the meeting, Ambassador Odagiri appreciated Minister Nyanath's tireless dedication to realizing this historic inscription and reaffirmed Japan's continued commitment to supporting South Sudan's cultural heritage protection and development. Ambassador Odagiri also emphasized that peace and stability in South Sudan are essential not only to preserve the heritage but also strengthen bilateral cooperation between our two countries. Japan sincerely hopes to see continued progress toward peace and stability, and looks forward to the day when Japan's cooperation can be further expanded on the ground.
Japan remains a steadfast partner of South Sudan — in heritage, in development, and in peace.

🎉 南スーダン初の世界遺産が誕生しました！🎉
2026年7月21日、小田切敏郎大使は第48回ユネスコ世界遺産委員会出席のため韓国・釜山へ出発する直前のサラ・ニャナス・エリジャ文化・博物館・国家遺産大臣を表敬訪問しました。
このたび、ボマ・バディンギロ回遊景観がユネスコ世界遺産リストに正式に登録され、南スーダン初の世界遺産が誕生しました。南スーダンにとって、そして世界の自然遺産保護にとっても、真に歴史的な快挙です。

日本はユネスコへの日本信託基金（JFIT）を通じたキャパシティビルディング支援により、南スーダンの推薦書作成に貢献できたことを誇りに思います。
会談において小田切大使は、この歴史的な登録実現に向けて精力的に取り組まれたニャナス大臣のご尽力に深く敬意を表するとともに、南スーダンの文化遺産保護と発展への日本の継続的な支援を改めて確認しました。
小田切大使はまた、遺産の保護と二国間協力の拡大のためには、南スーダンにおける平和と安定の実現が不可欠であるとして、政治・治安情勢の改善に向けた日本の強い期待を伝えました。

On July 20, 2026, Ambassador ODAGIRI Toshio welcomed Maj. Gen. Teshome Anagaw Ayana, Chairperson of the Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanism (CTSAMVM), together with his successor, incoming Chairperson Maj. Gen. Dr. Hailu Endashaw Atomsa and incoming Deputy Chairperson Maj. Gen. Mohamed Elmurtada Elsheikh, at his residence.
Ambassador ODAGIRI expressed his sincere appreciation to Maj. Gen. Teshome for his dedicated leadership during his tenure as Chairperson of CTSAMVM. He acknowledged the Mechanism’s critical role in monitoring and verifying the implementation of the permanent ceasefire under the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS).
Ambassador ODAGIRI warmly welcomed Maj. Gen. Hailu as the new Chairperson and Maj. Gen. Elsheikh as the new Deputy Chairperson, expressing his confidence in their leadership and reaffirming Japan's strong support for CTSAMVM's vital mandate. He also expressed Japan's intention to continue working in close cooperation with the new leadership to ensure that the Mechanism can effectively carry out its critical functions, as South Sudan continues its journey toward lasting peace and a successful transition.

７月２０日、小田切敏郎大使は、公邸においてCTSAMVM（停戦・移行期安全保障取極監視検証メカニズム）のテショメ・アナガウ・アヤナ議長（退任予定）、ハイル・エンダショウ・アトムサ新議長、およびモハメド・エルムルタダ・エルシェイク新副議長の表敬を受けました。
小田切大使は、テショメ議長がその在任期間中にCTSAMVMの議長としてリーダーシップを発揮し、南スーダン和平合意（R-ARCSS）における恒久的停戦の監視・検証という重要な任務において多大な貢献を果たしてきたことに対し、心から敬意を表し、深く感謝の意を伝えました。
また、ハイル新議長及びエルシェイク新副議長を温かく歓迎するとともに、両氏のリーダーシップに強い期待を寄せ、CTSAMVMの重要な役割に対する日本の揺るぎない支持を改めて表明しました。小田切大使は、南スーダンが恒久的平和と移行の実現に向けた歩みを続ける中、新体制のもとでも引き続き緊密に連携し、CTSAMVMがその重要な機能を効果的に発揮できるよう、ともに取り組んでいく意向を伝えました。

🌱Japan and UNHCR: Working Together for a More Resilient South Sudan
On 15 July 2026, Ambassador ODAGIRI Toshio welcomed Mr. Matthew Brook, the UNHCR Country Representative for South Sudan, at the Ambassador's residence in Juba.
Ambassador Odagiri expressed his appreciation for UNHCR's continued dedication to supporting vulnerable communities across South Sudan. The two sides held a frank and constructive exchange of views on the progress and next steps of the ongoing "Flood Resilience Project" in the Bahr-el-Ghazal Region, which Japan has been supporting since last year. Both sides reaffirmed their shared commitment to ensuring that the benefits of this project reach those who need it most.
🌳The photos below show a tree-planting campaign currently underway in Northern Bahr el Ghazal State and Warrap State as part of this project. Together with local communities, over 1,000 households are being engaged in reforestation and climate adaptation efforts — a small but meaningful step toward a greener and more resilient South Sudan.

💡 About the Project:
Japan funds USD 2.5millon in support of UNHCR's "Project for the Enhancement of Resilience against Floods in Vulnerable Communities in the Bahr el Ghazal Region." The project aims to:
✅Strengthen flood early warning systems and disaster preparedness
✅Improve climate-resilient infrastructure, including semi-permanent shelters
✅Promote sustainable livelihoods through agroforestry, solar irrigation, and small enterprise development
Japan remains committed to standing alongside the people of South Sudan as they build a safer, more sustainable future🇯🇵

🌱 日本とUNHCR：より強靱な南スーダンを目指して
2026年7月15日、小田切敏郎大使はジュバの大使公邸において、マシュー・ブルックUNHCR南スーダン事務所代表と会談しました。
小田切大使は、南スーダンの脆弱なコミュニティへのUNHCRの継続的な支援に敬意を表しました。両者は、日本が昨年から支援している「バハル・エル・ガザル地方洪水強靭性向上プロジェクト」の進捗と今後の取り組みについて率直かつ建設的な意見交換を行いました。また、支援を必要としている南スーダンの人々に同プロジェクトの成果が届くよう、引き続き連携していくことを確認しました。
🌳下の写真は、本プロジェクトの一環として北バハル・エル・ガザル州およびワラップ州で実施されている植樹キャンペーンの様子です。地域コミュニティとともに1,000世帯以上を対象に森林再生と気候変動適応に向けた取り組みが進められており、より豊かで強靱な南スーダンに向けた着実な一歩となっています。

💡 プロジェクトについて
日本政府はUNHCRが実施する「バハル・エル・ガザル地域における脆弱なコミュニティの洪水に対する強靭性向上プロジェクト」に対し、250万米ドルを拠出しています。本プロジェクトは以下を目的としています。
✅洪水早期警戒システムと防災体制の強化
✅半恒久的なシェルター整備など気候変動に強靱なインフラの整備
✅アグロフォレストリー（農林業）、太陽光灌漑、中小企業支援を通じた持続可能な生計手段の促進

On 24 June 2026, Ambassador ODAGIRI Toshio hosted Special Representative of the United Nations Secretary-General and Head of the United Nations Mission in South Sudan (UNMISS), Ms. Anita Kiki Gbeho, at his residence for a private meeting.

Ambassador Odagiri opened by expressing his heartfelt condolences on the recent passing of Ms. Gbeho's father, Ambassador James Victor Gbeho, former Minister of Foreign Affairs of Ghana. Ambassador Gbeho was a distinguished statesman who accompanied President Rawlings on three official visits to Japan and contributed greatly to strengthening ties between Japan and Ghana over many years. His legacy is warmly remembered in Japan.

Ambassador Odagiri and Special Representative Gbeho exchanged frank views on the current political and security situation in South Sudan, UNMISS operations, and the path toward peace. Ambassador Odagiri expressed Japan's strong support for UNMISS's continued efforts and reaffirmed Japan's commitment to standing alongside the people of South Sudan. He also noted with pride that Senior Colonel Daisuke Horiguchi of the Japan Ground Self-Defense Force recently assumed the position of Chief of Staff of the UNMISS Military Component — the highest-ranking position Japan has ever held in a United Nations peacekeeping operation.

Both sides reaffirmed their commitment to close cooperation between the Embassy of Japan and UNMISS in support of lasting peace and stability in South Sudan.

６月２４日、小田切敏郎大使は大使公邸にＵＮＭＩＳＳのキキ・ベホ事務総長特別代表（ＳＲＳＧ）をお迎えし、少人数で懇談しました。

小田切大使はまず、キキＳＲＳＧの御尊父、ジェームズ・ビクター・ベホ元ガーナ外務大臣の御逝去に対して、心からの哀悼の意を表しました。ベホ元大臣は、ガーナ外務大臣在任中（1997〜2001年）、ローリングス大統領の日本公式訪問（計３回）に同行されるなど、長年にわたり日本とガーナの関係強化に多大な貢献をされた偉大な外交官でした。そのご功績は日本でも深く記憶されています。

両者は、南スーダンの政治・治安情勢やＵＮＭＩＳＳの活動状況、そして平和への道筋について率直な意見交換を行いました。小田切大使はＵＮＭＩＳＳの取組への日本の強い支持を表明するとともに、南スーダンの人々に寄り添い続けるとの日本のコミットメントをあらためて確認しました。また、今年５月に陸上自衛隊の堀口大助１等陸佐がＵＮＭＩＳＳ軍事部門の参謀長に就任したことに触れ、これが日本が国連ＰＫＯに派遣した要員として過去最高位の職位であることを誇りを持って紹介しました。

双方は、南スーダンの恒久的な平和と安定に向け、日本大使館とＵＮＭＩＳＳが引き続き緊密に連携していくことを確認しました。

【Joint Statement on Amendments to the 2018 Peace Agreement】

In light of the Transitional National Legislative Assembly passing amendments to the 2018 peace agreement, the Embassies of Canada, France, Germany, Japan, the Netherlands, Norway, Switzerland, the United Kingdom, and the United States of America, as well as the EU Delegation to South Sudan, reaffirm their grave concern about actions taken without the full consensus of all the signatories. They further reaffirm that the 2018 peace agreement remains the basis for the legitimacy of the transitional government. Any changes must be made through authentic dialogue involving all parties to the agreement. We further call on all parties to commit to an immediate cessation of hostilities.

On 23 June 2026, Ambassador ODAGIRI Toshio paid a courtesy visit to the Honorable Minister of Foreign Affairs and International Cooperation, Dr. James Pitia Morgan.
Ambassador Odagiri conveyed congratulations on his reappointment of the Minister and reaffirmed Japan's commitment to continued bilateral cooperation.
During the visit, Ambassador Odagiri welcomed the recent visit of AU High-Level Envoy H.E. Jakaya Mrisho Kikwete to Juba, and expressed Japan's strong support for the efforts of the African Union, including the High-Level African Union Ad-hoc Committee of Five (C5) and its expanded framework (C5+), to advance peace in South Sudan. Ambassador Odagiri conveyed Japan's sincere hope for progress in the peace process, emphasizing that inclusive dialogue among all stakeholders — including signatories of the peace agreement — and broad-based consensus are essential for lasting peace and stability in South Sudan, and for further cooperation including JICA's activities.

On 22 June 2026, Ambassador ODAGIRI Toshio paid a courtesy visit to the Honorable Minister of Youth and Sports, Aton Kuol Manyang.
Referring to the joint efforts between the two countries to date — including JICA's support for National Unity Day (NUD) national sports events and the hosting of the South Sudanese delegation by Maebashi City, Gunma Prefecture, Japan during the Tokyo Olympic Games — Ambassador Odagiri reaffirmed the significance of unity through sports in the peace process and the long-term partnership between the two countries in the field of sports. Ambassador Odagiri also emphasized that peace and stability in South Sudan is essential to further strengthen cooperation in this field, and conveyed Japan's sincere hope for the improvement of the political and security situation.

On 19 June 2026, Ambassador Odagiri Toshio received Ambassador Moussa Djama Ali, the IGAD (Intergovernmental Authority on Development) Special Envoy to South Sudan at his residence.
During the meeting, Ambassador Odagiri reaffirmed Japan's support for the communiqué adopted at the AUC 5+ Summit in February, as well as Japan's backing for the efforts of AU High-Level Representative Kikwete. Ambassador Odagiri also took the opportunity to hear from the IGAD Special Envoy about his recent activities on the ground, and the two sides confirmed that they share a common understanding of the challenges facing South Sudan and are working toward the same goals. Ambassador Odagiri reiterated Japan's commitment to peace and stability in South Sudan and underscored the importance of inclusive political dialogue among all parties to the R-ARCSS, expressing his hope that regional organizations, including IGAD, will continue to play a central role in advancing peace in South Sudan.
